In the event of a suicide, an attempted suicide, or any other death, illness or injury within<br />
the facility, the officer overseeing the detainee will notify the Dispatch Center and the shift<br />
supervisor immediately. The dispatcher will request an immediate EMS response.<br />
Responding EMS equipment should be directed to the sallyport area in order to gain<br />
immediate access into the THF.<br />
The on duty supervisor will begin an investigation of the incident. The arresting officer<br />
and/or the officer overseeing the detainee will file a report detailing the incident. In all<br />
such cases of suicide, attempted suicide, or death, the on duty supervisor will contact the<br />
Chief of Police immediately.<br />
C. Escape – In the event of an escape from the THF by a detainee, the following<br />
procedures shall be followed:<br />
The arresting officer or officer responsible for the detainee will notify the on duty<br />
dispatcher as soon as the escape is detected. The officer will give a full<br />
description of the suspect, the last known direction of travel, the nature of the<br />
charges and any other pertinent information.<br />
The dispatcher will broadcast the information and request assistance from other<br />
patrol units and police officers.<br />
The arresting officer or the officer responsible for the detainee will make all<br />
reasonable attempts to apprehend the suspect(s), which include, but are not<br />
limited to, the following:<br />
1. Broadcasting the description of the suspect(s).<br />
2. Setting a perimeter.<br />

3. Searching the immediate area.<br />
4. Requesting assistance from local jurisdictions, including the Columbus<br />
Police Department helicopter.<br />
5. Pursuing the suspect(s) on foot or in a marked cruiser.<br />
6. Calling a canine (K-9) unit for tracking assistance.<br />
The on duty supervisor shall immediately notify the Chief of Police in all cases of<br />
escapes or attempted escapes.<br />
The arresting officer and/or the officer responsible for the detainee will prepare<br />
an offense report after a detainee escapes or attempts to escape from the THF.<br />
This report(s) shall be forwarded to the Chief of Police for a review to determine<br />
a need for policy or procedure changes in the operation of the THF to prevent or<br />
deter future escape attempts.<br />
As a general rule, juveniles shall not be brought into the THF facility. At no time shall a juvenile<br />
status offender (curfew, unruly, etc.) be detained or brought into the THF. Juveniles detained for<br />
delinquent offenses (crimes) shall be detained under constant supervision in a designated<br />
interview room (outside of the THF). If a juvenile who has been arrested for a delinquent act<br />
needs to be processed (ie. – fingerprinted, photographed, etc.), he/she may be escorted into the<br />
slating/processing area by a police officer provided that there are no adult detainees in the THF.<br />
If an adult detainee is present, a juvenile shall not be permitted in the THF for processing until the<br />
adult detainee is no longer within the THF.<br />
