1. Release on Bond – When a detainee is being released on bond, he/she will be<br />

escorted out of the south secured vestibule door. The detainee will be lead out<br />

into the public lobby area and will be released out the front doors of the Police<br />

Department facility once all the required bond paperwork has been completed.<br />

2. Transport to Another Facility – When a detainee has been processed but will<br />

not be released on bond, he/she will be transported within the six hour THF time<br />

limit of when he/she was initially brought into the THF facility. If being<br />

transported by our police agency, the transporting officer shall handcuff the<br />

prisoner and lead him/her out the north THF secured doors (either “Male” or<br />

“Female/Juvenile”). The officer will secure the detainee in the rear of his/her<br />

police cruiser before advising the Dispatch Center to raise the sallyport doors.<br />

Officers should not start the cruiser’s engine until the sallyport doors are open.<br />

12.1.3 THF Emergency Responses<br />

If another law enforcement agency is picking up a detainee for transport, the<br />

transporting officer shall be instructed to pull his/her police transport<br />

vehicle/cruiser into the sallyport area. If the sallyport area is full, the transporting<br />

officer shall pull his/her vehicle as close as possible to the rear door of the<br />

sallyport. All officers will be required to secure their firearms in the secured<br />

locker before entering the THF area. All detainees shall be handcuffed by the<br />

transporting agency before the detainee is released into the sallyport area to be<br />

taken to the transporting agency’s cruiser.<br />

A. Fire/Evacuation – <strong>New</strong> <strong>Albany</strong> Police Department’s THF is equipped with a fire<br />

suppression system (ie. – sprinklers and a positive/negative air pressure system) in the<br />

event of a fire. In addition, the THF is equipped with fire/smoke alarms in the event of an<br />

emergency. The fire/smoke alarms are directly monitored in the Dispatch Center of the<br />

police facility and by a central monitoring system.<br />

In the event of a fire or fire alarm within the THF or within the police building, the person<br />

who reports or investigates the fire will notify the Dispatch Center of the severity of the<br />

fire and report whether or not immediate evacuation is necessary. If the fire alarm<br />

sounds, the source of the alarm shall be investigated while the building is being<br />

evacuated and the appropriate fire department is responding.<br />

If the size of the fire is such that it does not require an immediate evacuation, the<br />

reporting person and available personnel will use the fire extinguishers posted throughout<br />

the THF and the police building to extinguish the fire. In such cases, the responding fire<br />

department(s) shall be notified and will initiate an emergency response. If the size of the<br />

fire is such that it cannot be contained by fire extinguishers, the THF and police building<br />

will be evacuated. Fire/emergency evacuation routes are posted in the THF. All<br />

detainees shall be immediately handcuffed and taken out of the THF through a north side<br />

door (either “Male” or “Female/Juvenile”). Detainees may be secured in the sallyport<br />

area or may be taken to police cruisers where they can be detained in the rear seats. All<br />

on-duty dispatchers will exit the Dispatch Center and take the appropriate portable radios<br />

in the event of a fire within the police facility.<br />

Upon any notification of a fire within the THF or in or around the police building, the Plain<br />

Township Fire Department will be contacted immediately. As part of his/her training (See<br />

12.1.5), each employee will become familiar with the location of the fire suppression<br />

equipment and the first aid kit kept within the THF.<br />

B. Suicide/Illness/Death – If, during the Preliminary Health Evaluation (PD-07-183, see<br />

Addendum B), the detainee admits to being suicidal or the officer has reason to believe<br />

the detainee may attempt suicide, the arresting officer shall utilize the suicide prevention<br />

smock, located in the Staff Locker Room of the THF, before placing the detainee in a<br />
