period of time. If an attorney is visiting with a client, the prisoner shall be monitored<br />
through the interview room door. No audio monitoring or recording is permitted within the<br />
Visiting Room.<br />
F. Telephone Calls – A detainee shall be permitted to make an appropriate number of<br />
telephone calls after or while he/she is being processed. All long distance calls shall be<br />
made collect. Calls made by a detainee to legal counsel shall not be monitored or<br />
recorded. The arresting officer should let a detainee make a reasonable number of calls<br />
to obtain bond, transportation, etc. If a detainee refuses to make a telephone call when<br />
given an opportunity to do so, the Intake form shall be noted accordingly.<br />
G. Food Service – Since the <strong>New</strong> <strong>Albany</strong> Police Department operates its holding facility as<br />
a THF, food is generally not provided to detainees. However, a detainee may be<br />
provided food if he/she has been held more than three hours and his/her request is<br />
approved by the on-duty supervisor. In such cases, the closest restaurant drive through<br />
facility shall be used (ie. - Wendy’s) and the food order shall not exceed $8.00. All food<br />
expenses shall be reimbursed through an approved financial process.<br />
H. Sanitary Conditions – Detainees shall have sufficient light, heat, and ventilation while<br />
being held in the THF. A blanket will be provided to any detainee upon request. Access<br />
to water and restroom facilities will also be provided. A Police Department employee of<br />
the same sex as the detainee shall supervise the use of these facilities. As much privacy<br />
as possible shall be given to the detainee without compromising officer safety.<br />
<strong>New</strong> <strong>Albany</strong>’s THF will be cleaned by qualified personnel at least every three days. If a<br />
detainee has been identified as having an infectious disease, the area where the<br />
detainee was kept will be sealed off until cleaning personnel can thoroughly clean the<br />
area with disinfecting agents, at which time the area will again be available for use.<br />
I. Supervision – All detainees shall be kept under continuous control and supervision of<br />
the arresting officer. This means that a detainee outside of a holding cell will be under<br />
continuous visual surveillance, which shall include the use of closed circuit television<br />
(CCTV with audio monitoring and recording capabilities) while in the THF.<br />
The dispatcher is required to assist with the audio/visual surveillance of all detainees who<br />
are brought into the THF and are outside of a holding cell.<br />
If a detainee has been identified during the intake procedure as being a suicide risk, the<br />
arresting officer is responsible for maintaining visual contact with the detainee until<br />
he/she is transported or released from the THF. Such detainees shall be<br />
released/transported as soon as possible.<br />
A visual check of a detainee placed in a holding cell must be conducted at least every 15<br />
minutes by the arresting officer. At least one police officer must remain on station at the<br />
police facility when a detainee is in the THF.<br />
J. Clothing Exchange – The Police Department can provide an orange jump suit as<br />
temporary clothing to detainees in the event that the detainee’s clothing needs to be<br />
removed. Such reasons may include heavily soiled clothing, clothing that is taken as<br />
evidence, lack of suitable clothing, etc. When a detainee’s clothing is taken for any<br />
reason, a member of the same sex as the detainee will be present to arrange this<br />
exchange.<br />
K. Maximum Occupancy – The maximum occupancy of <strong>New</strong> <strong>Albany</strong>’s THF is 18 detainees<br />
(of one sex). The maximum occupancy of <strong>New</strong> <strong>Albany</strong>’s THF with both males and<br />
females present is 12 males (Cells 1, 2, 3, and 4) and 6 females (Cells 5 and 6).<br />
L. Release – A detainee brought into the <strong>New</strong> <strong>Albany</strong> Police Department’s THF can be<br />
released for one of two reasons – when he/she is released on bond or when he/she is<br />
transported to another holding facility (ie. – Franklin County Jail) by either our police<br />
agency or another law enforcement agency. The release process is different depending<br />
