Directive 12.1 – Holding Facility<br />
A Temporary Holding Facility (THF) is a local facility which physically detains arrestees for a<br />
maximum of six (6) hours for processing and/or awaiting transportation. The THF may be a jail<br />
cell, but also may be an area that is designated for temporary holding purposes (e.g., slating<br />
area, detoxification cell, or transportation cell). The use of devices such as restraining chairs,<br />
cuffing rails or posts for temporary holding is not permitted within the THF.<br />
12.1.2 THF Procedures<br />
The arresting officer is responsible for the supervision, safety and welfare of all detainees who<br />
are brought into or are being held in <strong>New</strong> <strong>Albany</strong> Police Department’s Temporary Holding Facility<br />
(THF). The following procedures shall be followed for detainees who are brought into and/or<br />
detained in the THF at the <strong>New</strong> <strong>Albany</strong> Police Department:<br />
A. Intake – All prisoners brought into the THF (except Juveniles, see below) will be brought<br />
into the THF through the secured sallyport area. A police officer with a prisoner will<br />
advise the dispatcher that he/she has arrived at the station and is at the sallyport door<br />
area. Once the dispatcher has verified via CCTV that the cruiser is ready to enter the<br />
sallyport area, the dispatcher will open the overhead doors to allow the cruiser to enter<br />
the secured sallyport area. Should the sallyport be full (ie. – filled with other police<br />
vehicles) or otherwise unusable, officers will park near the outside entrance door (located<br />
east of the overhead doors) and enter the sallyport via this door.<br />
Once in the secured sallyport, an officer shall secure his/her weapon(s) in a gun locker<br />
located at the front of the sallyport (mounted on the south wall between “Male” and<br />
“Female/Juvenile” entry doors) and retain the key from the locker. Once all officers have<br />
secured their weapons, the prisoner shall be released from the back seat of the police<br />
cruiser.<br />
Under normal circumstances, male prisoners will be walked into the west interior sallyport<br />
door (identified by the “Male” sign). Female detainees will be walked into the east interior<br />
sallyport door (identified by the “Female” sign). After a detainee has been escorted into<br />
the THF, he/she will be taken into the processing/slating area to be processed (ie. -<br />
fingerprinted, photographed, etc.).<br />
A detainee who is or becomes violent or poses a threat of physical harm to Police<br />
Department personnel or to him/herself may be placed into a secured cell area until the<br />
detainee calms down or until additional personnel are available to assist with the<br />
processing. Leg irons are kept within the THF and may be used in cases where a<br />
detainee becomes violent or where the potential for violent action is high. At no time will<br />
an officer issue any disciplinary actions to a detainee. Any injuries to a detainee or Police<br />
Department employee shall be documented on the prescribed In-Custody Injury or Illness<br />
Report form (PD-07-133, see Appendix A).<br />
B. Processing – The processing area of the THF has the equipment necessary for the<br />
normal slating of all detainees. This equipment includes a fingerprint station, a<br />
camera/photograph area, a breath testing instrument (ie. – the Intoxilyzer 5000), and<br />
other necessary equipment. A designated clean up room (with curtain for privacy) is also<br />
available just off the processing area to assist in cleaning/decontamination of detainees<br />
who may need this assistance.<br />
All detainees brought into the THF shall have their property inventoried. This shall<br />
include an itemized listing of property in wallets and purses. All monies taken from a<br />
detainee shall be counted out in the presence of the detainee and CCTV and noted on<br />
2
