employees within a particular job description, whereas particularly poor training may<br />

result in the termination of future training with that particular training company or service<br />

provider. Additionally, an employee will submit a Seminar Summary form to his/her<br />

immediate supervisor upon attendance and completion of City-sponsored seminars,<br />

conferences, classes and other training courses.<br />

B. In-Service Training<br />

In-service training that is conducted within the <strong>New</strong> <strong>Albany</strong> Police Department by<br />

Departmental personnel is intended to promote instruction and study in the motivation,<br />

understanding, enhancement of skills, directives, and procedures involved in carrying out<br />

the daily duties and responsibilities of each officer. Documentation of training will be<br />

retained in the Sergeant’s office and certificates of completion will be forwarded to each<br />

officer’s supervisor who will then forward it to the Administrative Assistant and Chief of<br />

Police for proper documentation and filing. In order to comply with the <strong>Ohio</strong> Peace<br />

Officer’s Training Commission, all in-service training records (including firearms) will<br />

include the following content:<br />

Class roster with the training location, dates, and time<br />

Sign-in sheet, including the training location, date, time, and signature of all attending<br />

officers<br />

Test, if applicable<br />

Certificates of completion<br />

The instructor’s name(s) and credentials for the module instructed<br />

All in-service training records (excluding the original certificate of completion) shall<br />

remain on file in the Sergeant’s office for a minimum of five years after the completed<br />

training. After five years the documents may be destroyed but only after verification of no<br />

pending lawsuits pertaining to the training document to be destroyed. The original<br />

certificate of completion shall remain in the officer’s personnel file for the duration of the<br />

files existence.<br />

1.2.5 Remedial Training<br />

Remedial training is defined as individualized instruction used to address specific deficiencies.<br />

Remedial training is organized or conducted as the need arises and accomplished as soon as<br />

possible upon the identification of a deficiency. Any mandatory training that is initially failed will<br />

require remedial training. Remedial training shall be reported to the Chief of Police through an<br />

employee’s supervisor. All remedial training will be documented and retained in the employee’s<br />

personnel file.<br />

1.2.6 Attendance Requirements<br />

A. All full-time and reserve sworn officers are required to participate in a minimum of 16<br />

hours of in-service training per year. All in-service training will be documented by the<br />

Departmental instructor and will include the name(s) of the employee, date and type of<br />

training, and score (as applicable). All training provided by outside services will require<br />

an officer to present a certificate of completion/attendance.<br />

B. In cases of mandatory training, exceptions may be made if the employee is on approved<br />

leave, if he/she is ill, if he/she has a court appearance, or if he/she has a personal<br />

emergency (as approved by the on-duty Sergeant). Employees who miss mandatory<br />

training due to any of the above-stated reasons are required to contact the instructor to<br />

make-up this training as soon as possible.<br />
