F. The Chief of Police, or his/her designee, will maintain long-term contact with the family of<br />

an employee of the Police Department killed in the line-of-duty if the family so desires.<br />

The Chief of Police, or his/her designee, will keep informed of the needs of the family and<br />

offer needed assistance and/or counseling services provided by Police Department<br />

resources.<br />

G. An employee who receives notice of the death or serious injury of an off duty Police<br />

Department employee will immediately contact the on duty shift supervisor. The on<br />

duty shift supervisor will provide notification to the Chief of Police via the procedure<br />

outlined in Directive 11.1.2 (A) and all other appropriate sections will apply.<br />

H. The resources of organizations such as Concerns for Police Survivors, Inc. (COPS) and<br />

the Fraternal Order of Police shall be utilized to assist the survivors of the victim.<br />

These resources/organizations may be used to provide guidelines for the Police<br />

Department in responding to the survivors’ present and future needs.<br />

I. The Police Department will also make psychological services, grief counseling, and<br />

trauma counseling available to any employees following a line-of-duty death/serious<br />

injury.<br />

11.1.3 Next-of-Kin Notification (Non-Employees)<br />

The Police Department recognizes the need for a timely, compassionate response when notifying<br />

the family/next-of-kin of persons who are deceased, seriously injured, and/or seriously ill. The<br />

following procedures apply for both accident and non-accident situations:<br />

A. When the Police Department receives a request from a law enforcement agency to<br />

provide notification to family members of an individual who is deceased, seriously<br />

injured, or seriously ill, the on duty shift supervisor will be advised. The on duty shift<br />

supervisor, or his/her designee, will contact the requesting law enforcement agency and<br />

speak directly with a supervisor/officer from that agency. The law enforcement agency<br />

will be required to send a teletype to confirm the request, if one has not already been<br />

received. A supervisor will not arrange for a notification to be made without a teletype<br />

confirmation from a law enforcement agency.<br />

All notifications will be delivered in person by a uniformed officer to an adult member of<br />

the family. Whenever possible, assistance should be obtained from a relative, close<br />

friend(s), or clergy. The Police Chaplain(s) may also be contacted for assistance. If<br />

geographically possible, a representative from the requesting agency should accompany<br />

the officer from the Police Department who is making the notification. The Death<br />

Notification Information sheet, PD-10-240, should be utilized when making notifications<br />

(see Addendum A).<br />

B. In cases where the Police Department requests the assistance of another law<br />

enforcement agency to inform the immediate family of an individual’s death, serious<br />

injury, or serious illness, the on duty shift supervisor will contact a supervisor of the<br />

foreign agency directly by telephone and formally request the foreign agency’s<br />

assistance. The on duty shift supervisor will provide as much information as needed to<br />

the foreign law enforcement agency, including his/her name and the telephone number of<br />

the Police Department so that the family may contact him/her for additional information.<br />

The on duty shift supervisor will direct the dispatcher to send a teletype to the foreign<br />

law enforcement agency as confirmation of the telephone contact. If geographically<br />

possible, the on duty shift supervisor will send an officer from the Police Department to<br />

assist with notification of the family in the foreign jurisdiction.<br />

C. If an individual is killed by a police officer, the Chief of Police will immediately be notified.<br />

The Chief of Police will notify the City Manager, who will then notify the City Attorney. No<br />
