1. There is information to suggest that the child was forcibly or intentionally<br />

removed or lured away from his/her location and is still missing.<br />

2. The missing child is a potential victim of foul play or sexual exploitation or is in a<br />

dangerous environment. A “dangerous environment” depends on the age and<br />

development of the child and the circumstances surrounding the child’s<br />

disappearance.<br />

3. The missing child is believed to be with people who are not family members and<br />

who endanger the welfare of the child.<br />

4. The child is absent or has not returned home from school or other scheduled<br />

activity and this is inconsistent with an established pattern of behavior.<br />

5. It is the recommendation of the assigned officer(s) or detective that the<br />

investigation supports the possibility that the child has been abducted.<br />

6. Ensure the initial investigative procedures are executed and completed within the<br />

first two to three hours of the investigation.<br />

7. Prepare and update bulletins for local law enforcement agencies, missing<br />

children clearinghouse(s), the FBI, and other appropriate agencies.<br />

8. Establish a telephone hotline for receipt of tips and leads.<br />

9. Contact the National Center for Missing and Exploited Children (NCMEC) at 1-<br />

800-843-5678 for investigative strategies on long-term missing children cases.<br />

NCMEC can also provide assistance from Project ALERT and Team Adam. Both<br />

organizations provide trained law enforcement personnel to assist and advise<br />

local investigators to:<br />

Assist the victim’s family<br />

Provide the latest computer and communications technology<br />

Enable rapid distribution of critical information to other agencies and<br />

personnel<br />

Assist in short and long-term case management<br />

Provide access to NCMEC’s extensive resources<br />

Advise and assist in the investigation<br />

10.1.4 Missing Adults over age 65 or Individuals with Mental Impairments -<br />

Procedures<br />

A. The State of <strong>Ohio</strong> has an Emergency Alert Program specific for endangered missing<br />

adults age 65 and older or adults with mental impairments.<br />

The following criteria must be met to issue an alert:<br />

The local investigating law enforcement agency confirms that the individual is<br />

missing.<br />

The individual is 65 years of age or older or has a mental impairment.<br />

The disappearance of the individual poses a credible threat of immediate danger<br />

of serious bodily harm or death to the individual.<br />
