13. Secure and safeguard the area as a potential crime scene.<br />

14. Prepare necessary reports and forms if the AMBER Alert system is to be<br />

activated.<br />

15. Collect articles of clothing for canine scent tracking purposes.<br />

16. Secure the child’s latest medical, dental records, and most recent photo.<br />

E. Supervisor Procedures<br />

The on duty supervisor shall:<br />

1. Obtain a briefing from the officer(s) on scene and determine if the case is an<br />

“unusual circumstance” incident.<br />

2. Determine if additional personnel and resources are needed to assist in the<br />

investigation and search. Notify the Chief of Police, City Manager, and Public<br />

Information Officer (PIO) as soon as practical.<br />

3. If necessary, establish a command post separate from the incident location and<br />

based on the Activation Criteria, initiate the Child Abduction Protocol, AMBER<br />

Alert, and/or Code Red (See Addendum B), as necessary.<br />

4. Until relieved, approve and coordinate the release of information to the media<br />

through the PIO.<br />

5. Ensure that all officers, other departments and agencies, and all investigative<br />

networks are supplied with accurate information.<br />

6. Establish a liaison with the family to provide them with frequent updates and what<br />

they can do to assist in the search.<br />

F. AMBER Alert Protocol<br />

An AMBER Alert shall be issued only if all the following criteria are met:<br />

The child is under 18 years of age.<br />

The abduction poses a credible threat of immediate danger of serious bodily<br />

harm or death to the child.<br />

There is sufficient descriptive information about the child, suspect, and/or the<br />

circumstances surrounding the abduction to believe activation of the alert will<br />

help locate the child.<br />

It has been determined that the child is not a runaway and has not been<br />

abducted as a result of a family abduction, unless the investigation determines<br />

that the child is in immediate danger of serious bodily harm or death.<br />

If the dispatcher or investigator is unsure whether or not an AMBER Alert is warranted,<br />

he/she shall contact the OSHP Communications Center at 614-525-2660. The AMBER<br />

Alert Duty Officer is available to discuss the criteria.<br />

G. Child Abduction Protocol<br />

The responsibility and the decision to activate the Child Abduction Protocol will rest with<br />

the on duty supervisor once it has been determined the below listed criteria has been<br />

satisfied.<br />
