All missing person complaints will be considered active until the individual has been<br />

located or his/her whereabouts becomes known. The detective shall periodically follow<br />

up with the reporting person(s) to ascertain if any contact has been made with the<br />

missing person or additional information or evidence has been obtained to assist in the<br />

investigation.<br />

If, following the initial report, officers or the assigned detective are provided information<br />

as to the possible whereabouts of the missing person(s), these locations or residences<br />

will be checked.<br />

If an individual has been missing for more than thirty days, the assigned detective shall<br />

request and obtain the missing person’s dental records, if available. If the missing is a<br />

juvenile, written parental consent is required to obtain dental records. These dental<br />

records shall be entered into the missing person’s LEADS/NCIC computer file.<br />

10.1.3 Missing Child - Procedure<br />

A. Policy<br />

The <strong>New</strong> <strong>Albany</strong> Police Department shall investigate all reports of missing children and<br />

every missing child shall be considered as “At Risk” until significant information to the<br />

contrary is confirmed. A missing child is defined as a person who is:<br />

<br />

<br />

Younger than 18 years of age and<br />

Whose whereabouts are unknown to his/her parent, guardian, or responsible<br />

party<br />

B. A missing child will be considered “At Risk” when one or more of the unusual<br />

circumstances below are present:<br />

1. The child is 13 years of age or younger, or:<br />

2. A missing child is believed to be:<br />

<br />

<br />

<br />

Out of the zone of safety for his/her age and development stage<br />

Drug dependant, including both prescription and illicit substances<br />

A potential victim of foul play or sexual exploitation<br />

Absent from home for more than twenty-four (24) hours before being<br />

reported as a missing<br />

Believed to be with others who could endanger him/her<br />

Is absent under circumstances inconsistent with established patterns of<br />

behavior<br />

3. A missing child whose disappearance involves circumstances that would cause a<br />

reasonable person to conclude that the child should be considered “at risk.”.<br />

C. Dispatcher Procedures<br />

The dispatcher receiving the call of a missing child shall:<br />

1. Determine if circumstances of the report meet the definition of a missing child as set<br />

forth in Section A of this chapter.<br />

2. If unusual circumstances are present the dispatcher shall:<br />

Immediately dispatch officers to scene of the report and notify the on duty<br />

supervisor<br />
