Directive 1.2 - Training<br />

1.2.1 Training<br />

The <strong>New</strong> <strong>Albany</strong> Police Department places a high value on employee training. This includes<br />

initial training, follow-up training, specialized training, and in-service training. For the purposes of<br />

this directive, training is considered to be either mandatory or optional/specialized.<br />

1.2.2 Mandatory Training<br />

The following training is mandatory for sworn police officers of the <strong>New</strong> <strong>Albany</strong> Police<br />

Department:<br />

A. All officers will successfully complete the Basic Peace Officer Training course prior to<br />

being sworn in and accepting an appointment with the department or by completing the<br />

Basic Peace Officer Training course at the <strong>Ohio</strong> State Highway Patrol within 6 months of<br />

being sworn in and accepting an appointment with the department. Upon being<br />

appointed or completing the academy, a newly sworn officer will receive training on<br />

Departmental policies (including Response to Resistance training) and will qualify with<br />

his/her weapon on an <strong>Ohio</strong> Peace Officer Training Council (OPOTC) certified course by a<br />

Departmental Firearms Instructor.<br />

B. Each newly appointed officer will be placed with a Field Training Officer (FTO) for close<br />

supervision for approximately 480 hours. Supervision of the FTO and newly appointed<br />

officer is the responsibility of the Sergeant to which he/she is assigned. Field training<br />

should be scheduled to allow the new officer to be exposed to a wide variety of situations<br />

and conditions, including an assignment to each shift normally worked by officers.<br />

Any officer with more than three years of patrol experience may apply for assignment as<br />

FTO. The FTO is responsible for completing a Daily Observation Report which is signed<br />

by the new officer and forwarded to the FTO supervisor. The FTO supervisor is<br />

responsible for the completion of weekly and monthly training reports which are<br />

forwarded to the Chief of Police for final approval.<br />

C. All sworn officers are required to complete an annual retraining program to include<br />

firearms qualification, a review of the Departmental Response to Resistance, and Vehicle<br />

Pursuit policies. Firearms training/qualifications will be scheduled a minimum of twice<br />

during each calendar year. Each officer must qualify with his/her duty weapon,<br />

Departmental shotgun, and back-up/off-duty weapon(s) during at least one of the yearly<br />

qualifications. Officers who carry a patrol rifle while on duty must also qualify in the use<br />

of this rifle at least once per calendar year.<br />

D. All sworn officers are required to complete a biennial training program on the ASP<br />

Tactical Baton and chemical irritant. This training shall also include a review of the<br />

Departmental Response to Resistance policies.<br />

E. All newly appointed supervisors will be required to attend training in the areas of<br />

supervision, management, disciplinary procedures, leadership, and administrative skills<br />

as soon as possible after appointment.<br />

F. All employees are required to attend biennial First-Aid/CPR training. This training will<br />

also cover the proper use of the Automatic External Defibrillator (AED).<br />
