4. Specialized Weapons<br />

Specialized weapons such as medium range rifles will only be used by officers<br />

who have received appropriate training and/or certification.<br />

5. Less-than-Lethal Weapons<br />

B. Ammunition<br />

Officers with the <strong>New</strong> <strong>Albany</strong> Police Department are issued and certified in the<br />

use of the ASP Tactical Baton and chemical irritant. These less-than-lethal<br />

weapons shall be carried by officers and shall only be used in accordance with<br />

established Department standards as outlined by the Department’s self-defense<br />

instructor(s).<br />

The standard issued ammunition for the <strong>New</strong> <strong>Albany</strong> Police Department for all duty,<br />

secondary and off duty weapons will be designated by the Chief of Police upon<br />

recommendation of the Firearms Instructors. <strong>New</strong> ammunition will be issued annually for<br />

approved weapons.<br />

C. Training<br />

Prior to an officer being permitted to carry and/or use any Police Department approved<br />

firearm, he/she must receive training from and demonstrate proficiency to a Police<br />

Department certified Firearms Instructor (see Directive 1.1.12). Any firearm deemed<br />

unsafe shall be immediately removed from service by the Firearms Instructor for repair or<br />

disposal.<br />

D. Inventory<br />

Inventory and qualification records will be maintained on all approved firearms. Inventory<br />

records shall include manufacturer, model, caliber and serial number of all weapons.<br />

Qualification records shall include Firearms Instructor, officer’s name, weapon<br />

identification, course fired and successful/unsuccessful qualification. All records will be<br />

kept in the sergeant’s office and maintained by the Firearms Instructors.<br />

E. All Officers of the <strong>New</strong> <strong>Albany</strong> Police Department are responsible for routine cleaning and<br />

maintenance of all firearms carried on and off duty and for ensuring their weapons are<br />

clean, safe, and functional. All firearms carried on duty will be inspected for safety and<br />

maintenance needs by a certified armorer annually. Any firearm found to be unsafe or in<br />

poor working order will be removed from service until that firearm is repaired or replaced.<br />

All repairs made to firearms carried on duty must be made by a certified armorer or<br />

authorized gunsmith. A detailed record of inspection dates, maintenance, and repairs will<br />

be kept on the “On Duty Firearm Maintenance Log” (PD-11-265) (See Addendum E).<br />

These logs will be kept in the Sergeant’s office and maintained by the Firearms<br />

Instructors.<br />

1.1.11 Demonstrating Proficiency With Weapons<br />

All <strong>New</strong> <strong>Albany</strong> Police Department Officers are required to demonstrate their weapon proficiency<br />

with the weapon the officers are approved to carry/use both on duty and off duty. The proficiency<br />

test will be on a course approved by the <strong>Ohio</strong> Peace Officer Training Council (O.P.O.T.C.). The<br />

training session will also include updates on the safe handling and familiarization of authorized<br />

weapons. In addition to weapons training, each officer will receive updated instruction on the<br />

Department’s Response to Resistance (1.1.1, 1.1.2, 1.1.3, 1.1.4, 1.1.6 and 1.1.10). All training<br />

will be conducted by certified instructors and the instructors will maintain accurate records of this<br />

required instruction (1.1.12).<br />
