E. When recording, officers should ensure that:<br />

The digital video recorder is positioned and adjusted to record events properly;<br />

The digital video recorder is not deactivated until the enforcement action is<br />

complete; and<br />

The wireless microphone is activated in order to provide narration with the digital<br />

video recording to explain the reason for current or planned enforcement action(s).<br />

F. Officers shall not erase, manipulate, or attempt to destroy any digital video file or interfere<br />

with the download or transfer of digital video files to the server.<br />

G. Officers are encouraged to advise the supervisor of any recorded sequences that may be of<br />

value for training purposes.<br />

H. Officers should note in their Incident/Offense/Arrest Reports when digital video recording<br />

equipment has been utilized during the incident in question.<br />

I. When transporting juveniles and/or detainees of the opposite sex, officers shall record both<br />

audio and video.<br />

J. If a digital video mobile equipment indicates that the media is full on the in-car screen, the<br />

officer will write up the problem and notify his/her supervisor so that downloads can be<br />

made.<br />

K. Officers are not required to cease recording an event or situation solely at the demand of<br />

anyone other than an officer or supervisor. Officers shall stop recording an event or<br />

situation only when the recording is not permissible under specific, lawful exemptions (see<br />

“L” below).<br />

L. If asked, officers shall inform an individual that digital mobile equipment is in use. At no time<br />

will privileged communications (i.e. - attorney/client; husband/wife, etc.) in a patrol vehicle<br />

be monitored or recorded.<br />

8.1.4 Digital Video File Control and Management<br />

Mobile Digital Video Recorder Files<br />

A. In vehicles with Digital Video Recorders, upon completion of an incident or event, officers<br />

must flag the video within the system. Videos will be flagged as a warning, citation, search,<br />

arrest or other event to ensure that it will not be inadvertently deleted after the 120 day<br />

purging of unnecessary files.<br />

B. DVR files are maintained on a secure server by use of L3 Communications Flashback<br />

Digital Evidence Viewer. Authorized users are able to view and playback DVR files<br />

downloaded to the system.<br />

C. DVR files viewed or exported are logged in the system to ensure chain of custody. Copies<br />

of the files can be exported to a DVD through the direction of a supervisor.<br />

D. Digital video files will not be released to other than bona fide criminal justice agencies<br />

without the prior approval of the Chief of Police.<br />
