Directive 6.2 - Shift Selection and Leave Requests<br />
6.2.1 Shift Selection - Officers<br />
Pursuant to Collective Bargaining Agreement (CBA) Article 15 (Section 15.3), a blank shift<br />
schedule will be posted and sent out via email to all full-time <strong>New</strong> <strong>Albany</strong> Police Officers by<br />
October 31 st of each year. The form will indicate the days off and shift schedule for each regular<br />
patrol assignment and the days off and shift schedule for other than regular patrol assignments<br />
(i.e. – DARE, SRO, K9). The blank shift schedule will already have the sergeants’ assignments<br />
and work schedules before being posted.<br />
The most senior patrol officer will begin the process by writing his/her name on the schedule<br />
within two working days. This process will continue for no more than 30 days until the last position<br />
is filled. The final schedule for the proceeding year will be posted within 10 days of the final shift<br />
selections. On the Monday of the beginning of the first pay period in January, officers will begin<br />
their new assignment/shift, as applicable. Shift assignments will last one year, generally January<br />
through December.<br />
During the calendar year or prior to the shift selection process, the Chief of Police reserves the<br />
right to assign officers to a shift that best suits the needs of the Department in cases of both<br />
voluntary and involuntary transfers. These assignments/transfers may occur for several reasons,<br />
including moving an officer off of a particular shift due to extended time on the shift or moving an<br />
officer to a particular shift for reasons of expertise or gaining additional experience. Temporary<br />
transfers may last up to 120 days (see CBA Section 15.3).<br />
Supervisors and the Chief of Police reserve the right to adjust days off to fill manpower needs.<br />
The above-outlined procedure does not preclude the Chief of Police from temporarily reassigning<br />
officers for the purposes of responding to special or emergency situations, meeting minimum<br />
manpower requirements, or balancing the shifts based upon levels of experience.<br />
6.2.2 Shift Selection - Supervisors and Dispatchers<br />
The general above-outlined shift selection procedures will also be utilized by full-time Dispatchers<br />
and Sergeants for their annual shift assignments.<br />
6.2.3 Leave Requests<br />
Employees are encouraged to plan for their vacation and compensatory time leaves as far as<br />
possible in advance. Compensatory leave time is governed by C.O 155.06 (e) for non-union<br />
employees and CBA Section 15.5 for sworn officers in the union. Vacation leave time is governed<br />
by C.O. 155.09 for non-union employees and CBA Section 16.2 for sworn officers in the union. To<br />
encourage advance planning, the following policy will be used within the Police Department in<br />
respect to scheduling leave time.<br />
Beginning on December 1 st of each year, the shift supervisor will advise his/her shift that each<br />
employee may put in a request(s) to take off specific days/weeks of leave time for his/her earned<br />
vacation time. Pursuant to CBA Section 16.2 (for sworn officers in the union), vacation selection<br />
will be based on seniority with the most senior officer selecting up to 120 hours (in 40-hour blocks)<br />
for the upcoming year.<br />
Within each job classification and/or shift, seniority will be used for determining leave time until<br />
December 24 th . After this date, leave requests will be granted on a first-come, first-served basis.<br />
The final vacation bid selections will be posted by December 31 st for the following calendar year.<br />
The Supervisors on each shift are responsible for tracking requests for days/weeks off by their<br />
respective employees. Each Supervisor will keep track of this time utilizing the designated<br />
computer–generated schedule.<br />
