6.1.2 Acting Supervisor/Officer in Charge (OIC)<br />

A. Per Codified Ordinance 155.03(g), an acting supervisor may be appointed when the<br />

regular supervisor will be absent from his/her shift for an extended period of time, usually<br />

three (3) days or more.<br />

The Chief of Police shall designate a Sergeant that will assume the duties of Acting Chief<br />

when the Chief is unavailable due to vacation, while attending an out-of-town conference,<br />

or during lengthy periods of sick leave.<br />

An Acting Chief will be responsible for the day-to-day operations of the Police<br />

Department, including the approval of requisitions, leave slips, and communication with<br />

the public and other City department heads or City Manager.<br />

When an individual is appointed as an “Acting Chief”, he/she will maintain a complete<br />

written log of all activities and decisions that he/she made during the Chief of Police’s<br />

absence. This information will be relayed to the Chief of Police in a timely manner upon<br />

his/her return to work.<br />

B. Per Article 20 (Section 20.1) of the Collective Bargaining Agreement (CBA), sworn<br />

members of the union who have been designated by the Chief of Police (or his/her<br />

designee) as “officer-in-charge” (OIC) shall be compensated at a rate of 5% above the<br />

individual’s base rate of pay. Per the CBA, the OIC designation shall be made when there<br />

is no supervisor scheduled for an entire 8 hour shift or when a supervisor calls off for an<br />

entire shift and no other supervisor is working during that shift. OIC’s must work a<br />

minimum of eight consecutive hours as OIC to be entitled to the 5% additional<br />

compensation.<br />

When appointed as an OIC, the designated officer will be responsible for the day-to-day<br />

operations of his/her assigned shift. These responsibilities will include, but are not limited<br />

to, the following:<br />

Approving scheduling changes<br />

Conducting roll call<br />

Checking and handling daily paperwork<br />

Handling citizen inquiries/complaints<br />

When an officer is appointed as OIC for a period of less than three consecutive days,<br />

he/she will not be required to submit a written log of all activities and decisions that he/she<br />

made during the regular supervisor’s absence. He/she is required to verbally relay any<br />

important information in a timely manner to his/her supervisor upon the supervisor’s<br />

return to work.<br />

When an officer is appointed as OIC for a period of four consecutive days or more,<br />

he/she will be required to submit a written log of all activities and decisions made during<br />

the regular supervisor’s absence. This written log is due within two days of the<br />

supervisor’s return to work.<br />

6.1.3 Notification/Call-Out Procedures<br />

During the course of day-to-day events, the <strong>New</strong> <strong>Albany</strong> Police Department may find it necessary<br />

to call out personnel from home. In the event of serious incidents or emergencies, it may be<br />

necessary to contact additional police personnel including Patrol Officers, Detective(s), Sergeants,<br />

or the Chief of Police. It may also be necessary to contact non-sworn personnel for assistance,<br />

including dispatchers, Administrative Assistant, Probation Officer, or Police Clerk.<br />

A. Serious Incidents and Emergencies<br />

The following events are defined as serious incidents or emergencies:<br />
