<strong>NEW</strong> <strong>ALBANY</strong> <strong>POLICE</strong> <strong>DEPARTMENT</strong><br />
Directive 6.1 - Organization<br />
6.1.1 Chain of Command<br />
The <strong>New</strong> <strong>Albany</strong> Police Department is organized in a para-military structure. An Organizational<br />
Chart (see Addendum A) has been created to reflect the formal lines of authority and<br />
communication within the Department.<br />
The Department head of the <strong>New</strong> <strong>Albany</strong> Police Department is the Chief of Police. The Chief of<br />
Police reports directly to the City Manager. Reporting directly to the Chief of Police are three (3)<br />
Patrol Sergeants and the Administrative Assistant.<br />
The three Patrol Sergeants are responsible for the day-to-day operations of their respectively<br />
assigned personnel. Reporting directly to the three Patrol Sergeants are their assigned shift’s fulltime<br />
sworn officers, their assigned reserve officer(s), and their assigned civilian personnel. Each<br />
Sergeant is responsible for performing annual evaluations on their respective subordinates as<br />
assigned. Additionally, the School Resource Officer (SRO) and DARE Officer positions report<br />
directly to the assigned first shift Sergeant while the Detective and Canine Officer positions report<br />
directly to the assigned second shift Sergeant. Mid-watch positions are assigned to a supervisor<br />
by the Chief of Police.<br />
Each position within the Police Department has a Job Description that outlines the various<br />
requirements and responsibilities for the position. These Job Descriptions are updated as needed<br />
and are kept on file in the offices of the Chief of Police and City Personnel Officer.<br />
Each employee of the <strong>New</strong> <strong>Albany</strong> Police Department is assigned a radio call number. The Chief<br />
of Police is assigned C-1, the three Sergeants are assigned Supervisor numbers based on<br />
seniority (S-1, S-2, etc.), the Police Clerk is assigned PC-1, full-time sworn officers are assigned<br />
Unit numbers based on seniority (U-1, U-2, etc). Reserve officers are assigned numbers based on<br />
seniority (R-1, R-2, etc.), and full-time and part-time dispatchers are assigned Dispatch numbers<br />
based on seniority (D-1, D-2, etc.).<br />
The Organizational Chart of the <strong>New</strong> <strong>Albany</strong> Police Department is updated annually and included<br />
in the Annual Report. The above-listed radio call numbers may be changed in January of each<br />
year based upon the needs of the Department and the changing seniority status during the<br />
preceding year.<br />
Each employee is under the direct command of only one supervisor at any given time. Members<br />
of the Police Department shall not bypass their immediate chain of command unless urgent or<br />
immediate circumstances dictate a departure from this policy. Supervisors shall have a<br />
reasonable number of employees under their immediate command and control. Except under<br />
unusual circumstances, this number shall not exceed eight employees.<br />
The Chief of Police is ultimately responsible for the performance of the <strong>New</strong> <strong>Albany</strong> Police<br />
Department. Employees are delegated the authority to perform the duties of his/her job<br />
assignment to assist the Chief in the accomplishment of organizational goals and objectives.<br />
An employee is responsible for his/her performance and is responsible for the use or misuse of<br />
his/her delegated authority. This performance is measured through the annual performance<br />
evaluation process. A supervisor will be held accountable for the performance of the employees<br />
under his/her assigned immediate supervision.<br />
