Complaints<br />
The City of <strong>New</strong> <strong>Albany</strong> and <strong>New</strong> <strong>Albany</strong> Police<br />
Department provide a Complaint/Compliment form (PD-<br />
99-121) to record the specifics of a complaint or a<br />
compliment. The following steps/procedures are used for<br />
receiving a complaint:<br />

In Writing - a complaint against a police<br />
employee(s) must be filed in writing and signed by<br />
the complainant to be investigated.<br />
Time Limits - written complaints must be filed within<br />
sixty (60) days after the alleged event occurred to be<br />
investigated.<br />
Anonymous Complaints - unless criminal or serious<br />
misconduct is alleged, anonymous complaints are not<br />
investigated by the Police Department.<br />

Complaints (continued)<br />
Phoned-In Complaints - In the event of a complaint<br />
that is phoned in, the complainant will be directed to the<br />
on-duty supervisor. The supervisor will explain the<br />
complaint procedure and may send the complainant the<br />
appropriate form/pamphlet in the mail on which to<br />
formally record the specifics of the complaint.<br />
Complaint Investigation - only supervisory personnel<br />
of the Police Department are authorized to investigate<br />
complaints. Noncriminal complaint investigations will<br />
be completed within thirty (30) days of their receipt by<br />
the Police Department.<br />
Compliments<br />
Citizens are encouraged to compliment Police<br />
Department employees who are deserving of recognition<br />
for providing superior service. The following<br />
steps/procedures are utilized when receiving<br />
compliments from citizens:<br />

Telephone - when a compliment is received from a<br />
citizen by telephone, the City or Police Department<br />
employee receiving the call will record the specifics of<br />
the compliment on a Complaint/Compliment form (PD-<br />
99-121). This information is forwarded to the<br />
employee's supervisor to be placed in his/her personnel<br />
file.<br />

Third Party Complaints - third party complaints are<br />
not accepted by the Police Department.<br />
Juvenile Complaints - a juvenile must be<br />
accompanied by his/her parent or legal guardian to<br />
file a complaint. The parent and/or legal guardian's<br />
signature is required on the complaint form.<br />

Notification - complainants are notified in writing by<br />
the Chief of Police as to the outcome of a complaint<br />
against a Police Department employee.<br />
Appeals - a complainant who wishes to appeal the<br />
outcome of a complaint on a Police Department<br />
employee will be referred to the City Administrator<br />
(614-855-3913).<br />

In Person - when a compliment is received from a<br />
citizen in person, the same procedure as outlined above<br />
is followed.<br />
Letters - when the Police Department receives a letter<br />
of compliment from a citizen, it will be forwarded to the<br />
employee's immediate supervisor to be placed in his/her<br />
personnel file.
