5.3.19 Insubordination<br />

Departmental personnel are to obey any lawful order of a superior officer or any order relayed<br />

from a superior officer to another by an officer of the same or lesser rank. Insubordination<br />

includes, but is not limited to, any language or action directed toward a superior which is<br />

disrespectful, mutinous, insolent, or abusive.<br />

5.3.20 Interference in Private Business<br />

Departmental personnel are not to interfere in the private business or affairs of another, other<br />

than in the course of official police business.<br />

5.3.21 Knowledge of and Obedience to Directives, Laws, and Ordinances<br />

Departmental personnel are to be thoroughly familiar with and obey department rules, policies,<br />

directives, orders, all City policies and procedures, and City, state, and federal laws that pertain to<br />

their employment both on and off-duty.<br />

5.3.22 Lockers<br />

Each full-time police officer will be given the opportunity to choose a full-size locker. Lockers are<br />

chosen based upon seniority. If an officer elects to use a locker, the following rules shall apply:<br />

Officers shall place a lock (combination or key) on their respective lockers.<br />

Each officer shall have his/her name clearly labeled on the exterior of his/her locker (at<br />

the top). Name labels shall be consistent between lockers.<br />

Officers are not permitted to place any other names, labels, photographs, etc. on the<br />

exterior doors of their respective lockers. Employees may not make any permanent<br />

alterations to a locker.<br />

Officers are not permitted to post or place any photographs, pictures, cartoons or other<br />

material inside of his/her locker that is offensive in nature or in violation of the City’s<br />

harassment policy.<br />

An employee may occupy only one locker unless authorized by the Chief of Police.<br />

Employees are not permitted to tamper, deface, or damage a locker of another<br />

employee. Employees are prohibited from removing items from another employee’s<br />

locker without his/her permission.<br />

Officers shall not leave any clothing or objects in their lockers that create an offensive<br />

smell.<br />

Reserve officers, non-sworn Police Department employees, and City employees may<br />

request a full-size locker on a space available and as-needed basis. These personnel<br />

must receive written permission from the Chief of Police before putting items into a locker<br />

or putting a lock on the exterior.<br />

Violation of any of the above rules may result in an employee’s loss of his/her locker<br />

privileges.<br />

Lockers are the property of the City of <strong>New</strong> <strong>Albany</strong> and can be searched as part of an<br />

internal investigation or termination process; based upon probable cause; or by the Chief<br />

of Police or his/her designee on an as-needed basis.<br />
