4.1.4 Reporting Procedures for Cases of Child Abuse<br />

Upon becoming aware of a known or suspected case of neglect, psychological abuse, physical<br />

abuse, sexual abuse or abandonment, an officer shall complete an Offense Report and<br />

immediately notify the Franklin County/Licking County Children’s Services.<br />

Incidents which would commonly be reported by the officer and a referral to Franklin<br />

County/Licking County Children’s Services are cases such as, but not limited to, the following:<br />

Domestic violence in which an adult is the suspect and a juvenile is the victim (both arrest<br />

and non-arrest situations).<br />

Excessive discipline.<br />

Abandonment which would include temporary abandonment and/or child endangering.<br />

Incidents related to sexual offenses involving a juvenile victim and an adult suspect<br />

and/or a young child victim and a teen or pre-teen suspect.<br />

A. Offense Reports should contain the following information:<br />

Information describing the abuse to include elements of a crime or reason for<br />

suspicion of abuse.<br />

Child victim’s name, address, phone number, date of birth, school attending and<br />

grade enrolled.<br />

Mother’s name and mother’s maiden name, address, phone number(s) (both<br />

home and work), date of birth and social security number.<br />

Father’s name, address, phone number(s), (both home and work), date of birth<br />

and social security number.<br />

Suspect’s name, address, phone number(s) (both home and work), date of birth<br />

and social security number.<br />

Name of Franklin County/Licking County Children’s Services worker taking or<br />

declining referral.<br />

B. Referrals to Franklin County Children’s Services should be made by phoning (614) 229-<br />

7000 and can be made 24-hours a day, seven days a week. Referrals to Licking County<br />

Children’s Services should be made by phoning (740) 670-8888 between the hours of<br />

8am to 5pm Monday through Friday. After hours, weekends and holidays, contact the<br />

Licking County Sheriff’s Office at (740) 670-5500. Information needed for referrals is<br />

listed in the preceding Section A (above).<br />

C. In a case which requires the Detective to be called, the referral to Children’s Services<br />

should be made by the Detective.<br />
