3. Storm, sanitary sewer, or waterline extension outside of a single-site

This shall include storm sewers required in existing or proposed public right-ofway
or relocated sanitary sewer in existing easements. If exact sewer lengths
are unknown at preliminary stage, the developer's engineer shall submit an
estimated length for the purpose of a deposit and any additional fee to cover
final quantities will be billed by the Finance Director prior to signing of plans.

If the fee is insufficient to cover unanticipated delays (i.e. rock, excessive
water, stop work orders, etc.) change orders, an additional fee will be required.
This additional fee will be calculated by applying the applicable percentage
used in calculation of the inspection fee to the amount of the City Engineer's
estimate of change construction cost. Any remaining balance at the conclusion
of the project, following final acceptance by the City, may be refunded or
credited toward future construction inspection services.
Two-(2) Year Warranty Engineering Inspection Services
2.5% of initial inspection

A certified check in the amount of two and a half percent (2.5%) of the initial
inspection fee shall also be provided to the City prior to acceptance of the
subdivision. This check will be applied toward the two-(2) year maintenance
inspection by the City.

Telecommunications and Utility permittees
► Permittees utilizing equal to or greater than thirty (30) miles of right-of-way shall

X. Delegation of Authority and Direction to the City Manager
The City Manager is hereby delegated the authority to issue orders defining terms, setting out administrative
fee collection, and financial procedures, definitions, and establishing effective dates of all the fees as set forth
by Ordinance.
The City Manager may vary the review schedule listed in the section if, in the judgment of the City Manager
and a directly requesting Department Head, a gross inequity would be perpetrated by the revisiting a fee or
charge prior to the next rate review.
Any such special rate review shall be reported to Council at it's next
succeeding meeting where Council may revise the fee or charge by the Ordinance.
If fees are not collected at the time that the service is provided, the City of New Albany has the right to pursue
collection of any of the fees listed in this Ordinance, including certification to the County Auditor, remittance to
a collection service, or any other appropriate pursuit for payment.
Should it become necessary to establish a new service fee or charging during the year, the City Manager may
set the fee administratively.
Any such fees set by the City Manager shall be reported to Council at it's next
succeeding meeting where Council may revise the fee or charge by the Ordinance.
Irrespective of the percentage of recovery, Council reserves the right to waive any fee in order to encourage
development projects that enhance New Albany's tax base as outlined in the Strategic Plan. The City Manager
may recommend further waivers or fee adjustments, based on hardships, to be accepted or rejected by Council
at its next scheduled meeting.
All Ordinances, the Codified Ordinances of New Albany, Resolutions, Council motions, and all action of Boards
and Commissions in conflict here within are hereby repealed. The fees and charges established herein shall
supersede all previously established fees or charges for the same regulation, product or service, and all such
fees, charges are hereby repealed on the effective date of the Order of the City Manager.
