local communities and strengthening local institutions through the participatory<br />

planning. It also helps for local capacity building. Out of sixty-three thousand<br />

households of the Karnali Zone approximately sixty thousand, i.e., 95 percent of<br />

the total unemployed households has participated in the program.<br />

5.4. Primary Education<br />

Nepal has shown remarkable improvement in the net enrolment rate (NER) at<br />

primary level. However, there has been a gradual closing of the gender gap in<br />

NER at primary level: it decreased from 6.7 percentage points in 2005 to 2.1<br />

percentage points in 2009 (Table 2.1).<br />

Between 2005 and 2009, there was an increase in the proportion of Janajati<br />

children in primary enrolment, reaching 38.6 percent (DOE 2009).<br />

5.5 Reduction in Child Mortality Rate<br />

Nepal has made significant progress in reducing the infant mortality rate (IMR) and<br />

under-five mortality rate (U5MR) in recent years. By 2006, the national IMR had<br />

decreased to 48 deaths per 1,000 live births and the U5MR had decreased to 61 deaths<br />

per 1,000 live births (MOHP et al. 2007). Trend analysis of data from 1995 to 2005<br />

suggests that the IMR declined by 39 per cent and the U5MR by 48 percent over the<br />

period (Table-1).<br />
