In order to reduce poverty, the lessons from CF highlight three elements
(governance, tenure and regulating frame-work) in society that need to work
simultaneously to ensure development.
The relationship of the above mentioned three elements with sustainable forest
management and improved livelihood is shown in the figure – 2 below:

5.3 . Karnali Employment Programs
To reach the poorest and vulnerable, different programs are being launched in
different parts of the globe who are able to offer their labor skill while more
inclusive and pro-poor longer term growth strategies are taking place. Longer
Term inclusive growth strategies will take some time to get return, to generate
higher growth and ultimately to reduce inequality and poverty. It has been the
conclusion of the Government of Nepal to identify and accelerate pro-poor
economic growth as of critical importance for the nation. In a short-term, social
protection for the pro-poor is highly essential. The Karnali employment Program
(KEP) is a kind of public works to fulfill the aims of providing social protection
scheme, it is located at the remotest and poorest part of the country and all
attempts to address the regional dimension of poverty and vulnerable stability.
KEP has been making efforts to achieve the objectives:
• social protection through provisions of short term employment.
• creation of social and economic assets which contribute additional
meaningful benefits, and
• a cost-effective operator.
This scheme has the potentiality of creating other benefits such as enabling
