Act, (LSGA), 2055 (1999)' LSGA is aiming to institutionalize the process<br />

of development by enhancing the participation of all the people including<br />

the ethnic communities, indigenous and down-trodden people as well as<br />

socially and economically backward groups in bringing out social equality in<br />

mobilizing and allocating resources and means for the development of their<br />

own regions with the provision of balanced and equal distribution of the fruits<br />

of development. Keen attention is taken to enrich the capacity for bearing<br />

power and responsibilities, at local level, which is necessary to formulate and<br />

carry out plans and constitute local bodies for the development of the local<br />

self- governance system in a manner that they are able to make decisions on the<br />

matters affecting the everyday needs and lives of the people by strengthening<br />

local leadership.<br />

According to the provisions of LSGA, some principles and polices for the<br />

development of local self governance system are adopted as follows:<br />

(a) Development of power, responsibilities and means and resources<br />

which are to be required for enhancing the ability of the local<br />

bodies,<br />

(b) Institutional strengthening of the local bodies in order to make<br />

them much functional to perform their responsibilities,<br />

(c) Devolution of power to acquire and mobilize such means and<br />

resources as are required to discharge the functions, duties,<br />

responsibilities and accountability conferred to the local bodies.<br />

(d) Orientation to the local bodies towards establishing the civil<br />

society, based on democratic process, transparent practice, public<br />

accountability and people's participation in carrying out the<br />

functions devolved on them.<br />

(e) Establishment of effective mechanisms for developing local<br />

leadership to make the local bodies accountable to the people in<br />

their jurisdiction.<br />

(f) Encouragement to the private sector to participate in local self<br />

-governance in the task of providing basic services for sustainable<br />

development,<br />

(g) Directing and evaluating the development and construction works<br />

carried out within the area of Village Development Committee,<br />

(h) Approval of by-laws of the Village Development Committees,<br />

(I) Implementation of the prescribed functions effectively.<br />
