<strong>of</strong> <strong>the</strong><br />

<strong>FACULTY</strong> <strong>OF</strong> <strong>INTEGRATED</strong> <strong>STUDIES</strong> WITH PRACTICE (<strong>FASTIP</strong>)<br />

Article 1<br />

The Faculty <strong>of</strong> Integrated Studies with Practice, established within University “Aleksandër<br />

Moisiu”, Durrës, is a public institution <strong>of</strong> tertiary education with an academic and scientific<br />

focus, carries out activities in line with UAMD, but has autonomy in all issues related to<br />

dual education.<br />

Article 2<br />

1. The Statute is based on Law No. 9741, on 21.05.2007 “Tertiary Education in <strong>the</strong> Republic<br />

<strong>of</strong> Albania” amended; and on <strong>the</strong> Decree <strong>of</strong> <strong>the</strong> Council <strong>of</strong> Ministers no 827, on<br />

11.06.2008 “On <strong>the</strong> opening, at <strong>the</strong> University “Aleksandër Moisiu” <strong>of</strong> Durrës (UAMD), <strong>the</strong><br />

Faculty <strong>of</strong> Integrated Studies with Practice (<strong>FASTIP</strong>) and functioning in <strong>the</strong> transitional<br />

period”, clause nr. 3; and on <strong>the</strong> Decision <strong>of</strong> <strong>the</strong> Council <strong>of</strong> Ministers no 685 <strong>of</strong><br />

25.08.2010 “On <strong>the</strong> reorganization <strong>of</strong> University ‘Alexandër Moisiu’ in Durrës, <strong>of</strong> <strong>the</strong><br />

Statute <strong>of</strong> University ‘Aleksandër Moisiu’”; and also based on all <strong>the</strong> o<strong>the</strong>r relevant<br />

legislation in power.<br />

2. All <strong>the</strong> organizational and educational/scientific structural units <strong>of</strong> <strong>the</strong> Faculty <strong>of</strong><br />

Integrated Studies with Practice <strong>of</strong> Durres are subject this Statute.<br />

Article 3<br />

1. This Statute is combined with UAMD in Durrës.<br />

2. The Faculty <strong>of</strong> Integrated Studies with Practice (<strong>FASTIP</strong>), Durrës, is a public legal<br />

person recognized by <strong>the</strong> Law and provisions <strong>of</strong> Civil Code.<br />

3. The Dean is <strong>the</strong> leading authority that represents and acts on behalf <strong>of</strong> <strong>the</strong> institution<br />

within <strong>the</strong> limits recognized by Law and o<strong>the</strong>r legal and sub-legal acts.<br />

Article 4<br />

The Mission <strong>of</strong> <strong>FASTIP</strong><br />

Faculty <strong>of</strong> Integrated Studies with Practice’s mission is to provide tertiary education for<br />

first and second cycle, integrated with pr<strong>of</strong>essional practice in <strong>the</strong> companies (dual<br />

education).<br />

This mission is accomplished by:<br />

a. Through scientific research <strong>of</strong> <strong>the</strong> most advanced level, trains new scientists in <strong>the</strong><br />

pr<strong>of</strong>iles <strong>of</strong>fered;<br />

b. Through scientific university programmes <strong>of</strong> advanced and contemporary <strong>the</strong>ory and<br />

practice level, pr<strong>of</strong>essionally prepares specialists in <strong>the</strong> pr<strong>of</strong>iles that meet <strong>the</strong><br />

needs <strong>of</strong> individuals and employers in line with <strong>the</strong> demands and needs <strong>of</strong> a<br />

developing and changing society;<br />

c. By inviting <strong>the</strong> best specialists, encouraging by all means <strong>the</strong>ir continuous and<br />

increasing contribution in <strong>the</strong> specific pr<strong>of</strong>iles;<br />

d. By carrying out scientific studies to fur<strong>the</strong>r develop <strong>the</strong> knowledge in <strong>of</strong>fered<br />

scientific pr<strong>of</strong>iles;<br />

e. By <strong>of</strong>fering a continuous and contemporary qualification for academic staff members<br />

in <strong>the</strong> <strong>of</strong>fered pr<strong>of</strong>iles;<br />

f. By determine market’s needs for specialists through market study;


g. Through university studies developed in full line with regulations and principals <strong>of</strong><br />

European Standards <strong>of</strong> Higher Education. Diplomas are <strong>of</strong>fered in two languages<br />

(Albanian and English) and assessment is done according to <strong>the</strong> European System<br />

<strong>of</strong> Credit Transfers and American System <strong>of</strong> Credits, to create an easy reading,<br />

transferring and continuity <strong>of</strong> studies in universities abroad.<br />

Article 5<br />

Main tasks <strong>of</strong> <strong>FASTIP</strong><br />

1. Provides tertiary education integrated with pr<strong>of</strong>essional practice for <strong>the</strong> first and<br />

second cycle.<br />

2. Supports graduates after completing <strong>the</strong> studies and enter <strong>the</strong> work world, by<br />

cooperating with student pr<strong>of</strong>essional training centres.<br />

3. Signs agreements with foreign tertiary schools, in line with <strong>the</strong> legislation in power for<br />

exchange students, and informs <strong>the</strong> Ministry <strong>of</strong> Education and Science.<br />

4. <strong>FASTIP</strong> complete <strong>the</strong> tasks by cooperating with economic enterprises, social<br />

organizations, administration and partner companies (dual system).<br />

5. After successfully completing <strong>the</strong> three year education cycle, students get a Bachelor<br />

diploma from <strong>the</strong> UAMD Durres in:<br />

a. Bank Management;<br />

b. Hotel Tourism Management;<br />

c. SME Management.<br />

Article 6<br />

Students’ pr<strong>of</strong>essional training partners are enterprises form economic fields, similar<br />

institutions outside this field, in particular freelance pr<strong>of</strong>essions and partner institutions<br />

from social fields. They can be part <strong>of</strong> <strong>FASTIP</strong>’s education process, if <strong>the</strong>y are able to<br />

deliver <strong>the</strong> teaching contents as previously determined.<br />

Article 7<br />

Assessment and Accreditation<br />

1. To assess <strong>the</strong> education quality, <strong>the</strong> Unit <strong>of</strong> Internal Quality Assurance is established in<br />

<strong>FASTIP</strong>. Unit members are from academic staff, students’ representatives and external<br />

experts.<br />

2. The unit, yearly assesses <strong>the</strong> efficiency <strong>of</strong> educational, research, administrative and<br />

financial activities <strong>of</strong> <strong>the</strong> faculty.<br />

3. The Unit <strong>of</strong> Internal Quality Assurance has operative independence and all <strong>the</strong> data from<br />

<strong>the</strong> faculty are provided to <strong>the</strong>m.<br />

4. The University <strong>of</strong> Durrës determines a detailed assessment process, which includes <strong>the</strong><br />

essential regulations needed to accomplish <strong>the</strong> tasks. UAMD determines also which<br />

data regarding <strong>the</strong> person are being processed, <strong>the</strong> quantity and <strong>the</strong> form <strong>of</strong> <strong>the</strong>ir<br />

publication inside and outside <strong>the</strong> UAMD.<br />

Article 8<br />

The bodies and leadership <strong>of</strong> <strong>FASTIP</strong><br />

The supreme body <strong>of</strong> <strong>the</strong> faculty is <strong>the</strong> Faculty Council.<br />

Article 9<br />

The Faculty Council<br />

1. The Faculty Council is a collegial, decision-making body, chaired by <strong>the</strong> Rector <strong>of</strong><br />

UAMD, Durrës.<br />

2. The dean is <strong>the</strong> deputy chair <strong>of</strong> <strong>the</strong> council.<br />

3. The council is composed <strong>of</strong> 17 members.


4. The composition <strong>of</strong> <strong>the</strong> Faculty Council is:<br />

a. The rector <strong>of</strong> university;<br />

b. The dean <strong>of</strong> <strong>FASTIP</strong>;<br />

c. 3 (three) heads <strong>of</strong> departments;<br />

d. 2 (two) lectors;<br />

e. Head <strong>of</strong> <strong>the</strong> student’s council;<br />

f. 1 (one) Ministry <strong>of</strong> Education and Science (MoES) representatives;<br />

g. Head <strong>of</strong> Chamber <strong>of</strong> Commerce and Industry, Tirana;<br />

h. Head <strong>of</strong> Chamber <strong>of</strong> Commerce and Industry, Durrës;<br />

i. Head <strong>of</strong> Chambers <strong>of</strong> Commerce Union;<br />

j. 4 (four) businesses representative.<br />

5. The members on d) and j) are selected from <strong>the</strong> Rectorate <strong>of</strong> UAMD with <strong>the</strong> proposal<br />

<strong>of</strong> <strong>the</strong> Dean and <strong>the</strong> Chambers <strong>of</strong> Commerce and Industry.<br />

6. The members <strong>of</strong> <strong>the</strong> Council selected by <strong>the</strong> Rectorate have a 3 year mandate with <strong>the</strong><br />

right to re-elect.<br />

7. The remuneration <strong>of</strong> council’s members is based on <strong>the</strong> provisions in power.<br />

8. The functioning <strong>of</strong> Faculty Council is based on <strong>the</strong> regulation guideline.<br />

Article 10<br />

The competences <strong>of</strong> Faculty Council<br />

1. Approves faculty’s statute, guideline <strong>of</strong> activities and long term development plan.<br />

2. Approves faculty’s structure and organigram.<br />

3. Approves faculty’s budget, incomes and expenditures.<br />

4. Approves <strong>the</strong> syllabus and teaching guidelines.<br />

5. Develops proposals for <strong>the</strong> teaching process, changing or closure <strong>of</strong> faculty’s study<br />

programs.<br />

6. Approves <strong>the</strong> acceptance criteria and procedures for students and pr<strong>of</strong>essional training<br />

centres.<br />

7. Regulates <strong>the</strong> cooperation between <strong>FASTIP</strong> and pr<strong>of</strong>essional training centres (PTC).<br />

8. Coordinates studies at <strong>FASTIP</strong> with practical training at PTC.<br />

9. Plans and provides <strong>the</strong> capacity for <strong>FASTIP</strong> and PTC by determining <strong>the</strong> participation<br />

volume <strong>of</strong> special pr<strong>of</strong>essional training centres.<br />

10. Proposes <strong>the</strong> representatives from <strong>FASTIP</strong> that will be part <strong>of</strong> UAMD’s Academic Senate<br />

and Administrative Council.<br />

11. Selects three candidates for <strong>the</strong> Dean’s position to be sent to UAMD’s rector for final<br />

selection.<br />

12. Develops activities’ annual report including financial activities to be sent for approval<br />

to <strong>the</strong> University’s Administrative Council, which are sent for a final approval to <strong>the</strong><br />

Ministry <strong>of</strong> Education and Science.<br />

13. Approves <strong>the</strong> cooperation agreements between <strong>FASTIP</strong> and practical partners.<br />

14. Approves <strong>the</strong> guideline for <strong>the</strong> functioning <strong>of</strong> <strong>the</strong> Council.<br />

15. Approves <strong>the</strong> establishment <strong>of</strong> Internal Quality Assurance Unit <strong>of</strong> <strong>the</strong> faculty and<br />

guideline for <strong>the</strong> organization and functioning <strong>of</strong> <strong>the</strong> unit.<br />

Article 11<br />

<strong>FASTIP</strong> Deanery<br />

1. The deanery is a collegial executive body responsible for <strong>the</strong> faculty’s function. It is<br />

composed by:<br />

a. The Dean;<br />

b. Deputy Dean;<br />

c. Head <strong>of</strong> Administration.<br />

The deanery is chaired by <strong>the</strong> Dean<br />

2. The main functions <strong>of</strong> deanery are:<br />

a. Formulates <strong>the</strong> institution’s development plan and passes it for approval to <strong>the</strong><br />

Faculty Council;


. Develops faculty’s annual programme <strong>of</strong> activities and follows up <strong>the</strong><br />

implementation after <strong>the</strong> approval by Faculty Council;<br />

c. Elaborates <strong>the</strong> criteria for <strong>the</strong> dissemination <strong>of</strong> materials, financial and human<br />

resources;<br />

d. Develops <strong>the</strong> investment plan, contracts and agreements under <strong>the</strong> deanery’s<br />

competence;<br />

e. Proposes recommendations regarding projects for study programme, scientific<br />

research and needed structural changes to implement <strong>the</strong>m;<br />

f. Implements all decisions approved by Academic Senate, Administrative Council and<br />

Faculty Council;<br />

g. Develops and proposes for approval <strong>the</strong> budget plan;<br />

h. Proposes institution’s general structure and staff numbers in all levels;<br />

i. In line with legislation in power, takes measures for vacancies announcements,<br />

development <strong>of</strong> competitive procedures and selection <strong>of</strong> candidates.<br />

Article 12<br />

The Dean<br />

1. The Dean is faculty’s leading authority and legal representative. He should have, at<br />

least, <strong>the</strong> “Doctor” degree and, at least, 3 years <strong>of</strong> experience.<br />

2. Dean’s main tasks are:<br />

a. Leads and supervises all <strong>the</strong> scientific/teaching process at <strong>FASTIP</strong> or <strong>the</strong> main unit;<br />

b. Appoints or releases from duty <strong>the</strong> deputy dean and heads <strong>of</strong> departments, after <strong>the</strong><br />

approval <strong>of</strong> candidates by <strong>the</strong> Faculty Council;<br />

c. Suggests and implements <strong>the</strong> development policy <strong>of</strong> <strong>the</strong> faculty or unit;<br />

d. Directs <strong>the</strong> preparation <strong>of</strong> internal guidelines for <strong>the</strong> main or integrated units <strong>of</strong> <strong>the</strong><br />

faculty;<br />

e. Organizes and leads <strong>the</strong> development <strong>of</strong> teaching plans for study programs <strong>of</strong> <strong>the</strong><br />

faculty or <strong>the</strong> main unit;<br />

f. Has authority over academic and administrative staff, teaching assistants, students<br />

<strong>of</strong> <strong>the</strong> main unit;<br />

g. Controls <strong>the</strong> quality <strong>of</strong> teaching process, scientific research and every o<strong>the</strong>r tasks<br />

<strong>of</strong> <strong>the</strong> main units;<br />

h. Decides on disciplinary measures for faculty students;<br />

i. Calls to report and takes disciplinary measures toward subordinates, in line with<br />

<strong>FASTIP</strong>’s regulations and provisions in power.<br />

3. A detailed definition <strong>of</strong> tasks deriving from this statute, and all o<strong>the</strong>r issues related to<br />

it, is provided in line with Faculty’s guideline.<br />

4. The Dean is appointed by UAMD Rector and is one <strong>of</strong> three candidates proposed by<br />

<strong>FASTIP</strong>’s Faculty Council.<br />

5. In case <strong>of</strong> an absence <strong>of</strong> <strong>the</strong> Dean, <strong>the</strong> deputy dean takes <strong>the</strong> ad-interim leadership <strong>of</strong><br />

<strong>the</strong> faculty, and in case <strong>of</strong> <strong>the</strong> absence <strong>of</strong> deputy dean, one <strong>of</strong> <strong>the</strong> Heads <strong>of</strong><br />

Departments or member <strong>of</strong> <strong>the</strong> Faculty Council takes <strong>the</strong> leadership.<br />

6. The Dean is released from duty when:<br />

a. When submits resignation;<br />

b. Breaks <strong>the</strong> law provisions, <strong>FASTIP</strong> statute and UAMD statute or UAMD and <strong>FASTIP</strong><br />

regulation;<br />

c. Sentenced with a irrevocable court decision;<br />

d. Leaves <strong>the</strong> job in contradiction with <strong>the</strong> provisions in power.<br />

Until a new Dean is appointed, <strong>the</strong> UAMD’s Rector transfers <strong>the</strong> functions and competences<br />

to <strong>the</strong> deputy dean.


Article 13<br />

Deputy Dean<br />

1. Deputy Dean is appointed by <strong>FASTIP</strong>’s dean and is one <strong>of</strong> three candidates proposed by<br />

<strong>the</strong> <strong>FASTIP</strong>’s Faculty Council. At <strong>the</strong> same time he can be head <strong>of</strong> a department <strong>of</strong> <strong>the</strong><br />

faculty. Deputy Dean should have, at least, <strong>the</strong> “Doctor” degree and three years <strong>of</strong><br />

experience.<br />

2. Apart from <strong>the</strong> tasks and competences defined in <strong>the</strong> normative acts in power, <strong>the</strong><br />

deputy dean has <strong>the</strong>se tasks and competences:<br />

a. Supports <strong>the</strong> dean in academic-related aspects <strong>of</strong> <strong>the</strong> faculty;<br />

b. Organises and supervises <strong>the</strong> teaching and scientific process <strong>of</strong> <strong>the</strong> faculty;<br />

c. Coordinates <strong>the</strong> cooperation between heads <strong>of</strong> departments with domestic or foreign<br />

universities for <strong>the</strong> recruitment <strong>of</strong> honorary lecturers;<br />

d. Follows up <strong>the</strong> preparation and implementation <strong>of</strong> <strong>the</strong> teaching programme plans;<br />

e. Coordinates <strong>the</strong> teaching schedule and takes it for approval to <strong>the</strong> dean;<br />

f. Follows up <strong>the</strong> scientific cooperation between <strong>the</strong> faculty unit, scientific research<br />

institutions and universities;<br />

g. Leads and follows up <strong>the</strong> implementation <strong>of</strong> teachings schedule and exams<br />

development;<br />

h. Organises and controls <strong>the</strong> development <strong>of</strong> all study cycles (levels).<br />

3. The deputy dean is released from duty when:<br />

a. When submits resignation;<br />

b. Breaks <strong>the</strong> law provisions, <strong>FASTIP</strong> statute and UAMD statute or UAMD and <strong>FASTIP</strong><br />

regulation;<br />

c. Sentenced with a irrevocable court decision;<br />

d. Leaves <strong>the</strong> job in contradiction with <strong>the</strong> provisions in power.<br />

Until <strong>the</strong> appointment <strong>of</strong> a new deputy Dean, <strong>the</strong> Dean passes on <strong>the</strong> competences and<br />

tasks to one <strong>of</strong> <strong>the</strong> heads <strong>of</strong> departament.<br />

Article 14<br />

The Head <strong>of</strong> Administration<br />

1. <strong>FASTIP</strong>’s Head <strong>of</strong> Administration is ano<strong>the</strong>r authority <strong>of</strong> <strong>the</strong> faculty, responsible for<br />

everyday leadership, administrative and financial functioning, budget implementation,<br />

supervising and controlling <strong>the</strong> financial activities, as well as implementation <strong>of</strong> <strong>the</strong><br />

law at <strong>FASTIP</strong>.<br />

2. The candidature for Head <strong>of</strong> Administration is selected from on open competition in line<br />

with <strong>the</strong> legal provisions in power. The Head <strong>of</strong> Administration is approved by <strong>the</strong><br />

Rector <strong>of</strong> UAMD from three candidates proposed by UAMD Administrative Council. The<br />

Head <strong>of</strong> Administration should have a university diploma, majoring in economy or law,<br />

and at least, 5 years <strong>of</strong> work experience.<br />

3. Head <strong>of</strong> Administration’s functions:<br />

a. Supports <strong>the</strong> Dean in accomplishing his tasks;<br />

b. Leads <strong>the</strong> faculty’s administration activities;<br />

c. Proposes to <strong>the</strong> Dean disciplinary measures for administrative staff;<br />

d. Carries out financial administration;<br />

e. Supervises <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> guidelines for <strong>FASTIP</strong> activities;<br />

f. Organizes <strong>the</strong> work to develop a budget plan and a plan for provision <strong>of</strong> basic<br />

teaching materials, scientific materials and services;<br />

g. Organizes <strong>the</strong> work to develop a perspective for investment and services, proposes<br />

recommendations to <strong>the</strong> Faculty Council;<br />

h. Leads <strong>the</strong> employment procedures and assesses <strong>the</strong> performance <strong>of</strong> <strong>the</strong><br />

administrative staff;<br />

i. Organizes and leads <strong>the</strong> service activity toward <strong>the</strong> third parties and proposes <strong>the</strong><br />

prices;<br />

j. Organizes and supervises <strong>the</strong> services <strong>of</strong> maintenance and reconstructions;


k. Presents to <strong>the</strong> Faculty Council planed and emergency needs for teaching/scientific<br />

materials, provides <strong>the</strong> delivery, planes <strong>the</strong> distribution in <strong>the</strong> faculty;<br />

l. With <strong>the</strong> authorization <strong>of</strong> <strong>the</strong> Dean, represents or co-represents <strong>FASTIP</strong> in <strong>the</strong> court<br />

or resolve disagreement with third parties, individuals or legal persons;<br />

m. Reports periodically to <strong>the</strong> Head <strong>of</strong> Administration <strong>of</strong> UAMD and <strong>the</strong> Dean regarding<br />

<strong>the</strong> implementation <strong>of</strong> tasks and functions.<br />

The Head <strong>of</strong> Administration is released from duty when:<br />

a. When submits resignation;<br />

b. Brakes <strong>the</strong> legal and sub-legal acts, <strong>FASTIP</strong> and UAMD statute, <strong>FASTIP</strong> and UAMD<br />

guidelines;<br />

c. Sentenced with a irrevocable court decision;<br />

d. Leaves <strong>the</strong> job disobeying <strong>the</strong> provisions in power.<br />

Until a new Head <strong>of</strong> Administration is appointed, <strong>the</strong> dean carries out <strong>the</strong> tasks and<br />

competences.<br />

Article 15<br />

Departments<br />

1. The department is <strong>the</strong> basic teaching unit. The teaching and scientific research<br />

objectives <strong>of</strong> <strong>the</strong> department include some disciplines <strong>of</strong> a given scientific field. The<br />

proposal to open or close a department is done by <strong>the</strong> Faculty Council with <strong>the</strong><br />

approval <strong>of</strong> <strong>the</strong> Academic Senate.<br />

2. The head <strong>of</strong> department is <strong>the</strong> highest ranking authority <strong>of</strong> <strong>the</strong> department. Should<br />

have, at least, a “Doctor” degree and at least 3 years <strong>of</strong> work experience.<br />

3. The Head <strong>of</strong> Department is approved by <strong>FASTIP</strong> dean.<br />

4. The competences <strong>of</strong> <strong>the</strong> Head <strong>of</strong> Department are:<br />

a. Follows up <strong>the</strong> implementation <strong>of</strong> teaching programs;<br />

b. Gives evidence regarding <strong>the</strong> scientific activity <strong>of</strong> each department member. The<br />

documentation is made available to <strong>the</strong> department;<br />

c. Proposes to <strong>the</strong> dean measures for eventual discipline violation at work;<br />

d. Develops and proposes for approval to <strong>the</strong> faculty council <strong>the</strong> teaching programs <strong>of</strong><br />

all cycles <strong>of</strong> studies;<br />

e. Contacts partner training companies and verify <strong>the</strong>ir relevance to deliver <strong>the</strong><br />

training;<br />

f. Cooperates with different foreign universities to find lecturers that can teach at<br />

<strong>FASTIP</strong>;<br />

g. In line with <strong>the</strong> proposal <strong>of</strong> Faculty council or head <strong>of</strong> <strong>the</strong> integrated units,<br />

approves <strong>the</strong> teaching programs and research plans for each academic staff<br />

member <strong>of</strong> <strong>the</strong> faculty or <strong>the</strong> main unit;<br />

h. Divides and follows up <strong>the</strong> yearly work load for academic staff under his<br />

supervision, in line with provisions in power;<br />

i. Proposes to <strong>the</strong> dean candidates for lecturers;<br />

j. Proposes to <strong>the</strong> dean disciplinary measures for academic staff;<br />

k. Advices foreign lecturers regarding <strong>the</strong> work methodology in <strong>FASTIP</strong>;<br />

l. Attends <strong>the</strong> needs <strong>of</strong> students under his department and advices <strong>the</strong>m;<br />

m. Proposes to <strong>the</strong> dean <strong>the</strong> special entrance criteria for academic staff with<br />

temporary contract or invited academic staff;<br />

n. Proposes to <strong>the</strong> faculty council <strong>the</strong> opening, closure or changing <strong>of</strong> study/scientific<br />

groups and <strong>the</strong>ir structure;<br />

o. Carries out periodical and annual analysis for teaching and scientific-research work<br />

<strong>of</strong> <strong>the</strong> department.<br />

The Head <strong>of</strong> Department is released from duty when:<br />

a. When submits resignation;<br />

b. Brakes <strong>the</strong> legal and sub-legal acts, <strong>FASTIP</strong> and UAMD statute, <strong>FASTIP</strong> and UAMD<br />

guidelines;


c. Sentenced with a irrevocable court decision;<br />

d. Leaves <strong>the</strong> job in contradiction with <strong>the</strong> provisions in power.<br />

Until a new Head <strong>of</strong> Department is appointed, <strong>the</strong> competences and functions are given to a<br />

member <strong>of</strong> <strong>the</strong> department, with <strong>the</strong> decision <strong>of</strong> <strong>the</strong> dean.<br />

Article 16<br />

Funding and economic activity<br />

1. <strong>FASTIP</strong> is funded by <strong>the</strong> state budget, under <strong>the</strong> MoES budget, and also from o<strong>the</strong>r<br />

legal resources.<br />

2. <strong>FASTIP</strong> benefits, in basis <strong>of</strong> competition, from <strong>the</strong> state’s financing programme for<br />

research-development project.<br />

3. <strong>FASTIP</strong> benefits financial resources also from private subjects interested in tertiary<br />

education, scientific research or provision <strong>of</strong> services, subjects that operate in <strong>the</strong><br />

same field <strong>of</strong> activity as <strong>FASTIP</strong>.<br />

4. The rate <strong>of</strong> funding for private subject is determined by Faculty Council.<br />

5. The financial activity is carried out by <strong>the</strong> Head <strong>of</strong> Administration and <strong>the</strong> Dean.<br />

6. <strong>FASTIP</strong> has <strong>the</strong> right to independently create and use financial incomes resulting from<br />

<strong>the</strong> main and secondary activities as well as cooperation with domestic or foreign third<br />

parties.<br />

7. Based on <strong>the</strong> legislation in power <strong>FASTIP</strong> can independently create financial incomes<br />

through short courses <strong>of</strong> different study fields, on <strong>the</strong> demand <strong>of</strong> third parties.<br />

8. Scholarships are granted to <strong>FASTIP</strong>’s students according to <strong>the</strong> criteria determined by<br />

<strong>the</strong> Council <strong>of</strong> Minister. For special categories <strong>of</strong> students rewards for excellent results<br />

or scientific research are given according to <strong>the</strong> criteria determined by <strong>the</strong> Faculty<br />

Council in line with <strong>the</strong> legislation in power.<br />

9. O<strong>the</strong>r specific issues related to implementation <strong>of</strong> accounting regulations and<br />

administration <strong>of</strong> <strong>FASTIP</strong> monetary and material assets are determined in <strong>FASTIP</strong><br />

guideline, in line with <strong>the</strong> legislation in power.<br />

Article 17<br />

Faculty Acceptance<br />

1. <strong>FASTIP</strong> provides full time and compulsory studies.<br />

2. To attend first cycle studies, students should:<br />

a. Have a signed contract with a company approved by <strong>FASTIP</strong>;<br />

b. Have successfully completed State Matura or graduated from ano<strong>the</strong>r faculty;<br />

c. Have a grade point average <strong>of</strong> Secondary School above 7;<br />

d. Have knowledge <strong>of</strong> business English.<br />

3. To attend second cycle studies, students should:<br />

a. Have a signed contract with a companies approved by <strong>FASTIP</strong>;<br />

b. Have completed a study programme <strong>of</strong> <strong>the</strong> first cycle;<br />

c. Very good knowledge <strong>of</strong> English language;<br />

d. Meet <strong>the</strong> academic standards <strong>of</strong> acceptance criteria determined by faculty’s<br />

academic structure.<br />

Article 18<br />

Studies<br />

1. <strong>FASTIP</strong> provides compulsory full time studies, with a minimum duration <strong>of</strong> three<br />

academic years.<br />

2. In line with Bologna Process, studies <strong>of</strong> <strong>the</strong> first cycle are not completed with less<br />

<strong>the</strong>n 180 credits.<br />

3. Studies are organized in 6 semesters; each semester is composed <strong>of</strong> 50% <strong>of</strong> <strong>the</strong>ory and<br />

50% <strong>of</strong> practice.


4. The teaching process is developed in modules. Details for developing <strong>the</strong> teaching<br />

process and student’s assessment procedure (exams and re-exams), are determined in<br />

<strong>the</strong> studies and exams’ guideline, which is approved by <strong>the</strong> Faculty Council.<br />

5. The teaching-scientific activity is carried out based on study programs developed and<br />

approved by <strong>the</strong> Faculty Council and fur<strong>the</strong>r, approved by UAMD Academic Senate.<br />

Article 19<br />

1. <strong>FASTIP</strong> accepts students transferred from domestic and foreign universities, who are on<br />

<strong>the</strong> intermediate years; <strong>FASTIP</strong> allows students to study in o<strong>the</strong>r universities according<br />

to <strong>the</strong> procedures foreseen in <strong>the</strong> Ministry <strong>of</strong> Education and Science’s guideline, legal<br />

and sub-legal acts in power. The transfer procedures are determined in <strong>FASTIP</strong><br />

regulation approved by <strong>the</strong> Faculty Council.<br />

2. Students that have already completed a study programme can attend a second one. The<br />

full cost <strong>of</strong> studies is supported by <strong>the</strong> student; students with excellent results are<br />

exceptions to this rule.<br />

Article 20<br />

The second cycle <strong>of</strong> tertiary studies is organized in line with legal and sub legal acts in<br />

power. Organization and functioning <strong>of</strong> <strong>the</strong> second cycle is determined in a special guideline<br />

that is approved by Faculty Council.<br />

Article 21<br />

1. Students, who at <strong>the</strong> end <strong>of</strong> <strong>the</strong> study programme have been assessed with <strong>the</strong> grade<br />

10 at all <strong>the</strong> courses taken, receive <strong>the</strong> “Golden Medal” accompanied with a certificate;<br />

students that have been assessed with grade 10 in not less <strong>the</strong>n 80% <strong>of</strong> courses taken<br />

receive <strong>the</strong> “Excellent Student” certificate.<br />

2. Students who complete <strong>the</strong> first year, have grade 10 in all <strong>the</strong> subjects, receive a<br />

scholarship (in line with <strong>the</strong> DoCM) for <strong>the</strong> coming academic year. The scholarships are<br />

financed by <strong>FASTIP</strong> in line with <strong>the</strong> legislation in power.<br />

3. Diplomas are given in a ceremony. Students receiving <strong>the</strong> “Golden Medal” or “Excellent<br />

Student” certificate, diplomas are given by <strong>the</strong> Rector in <strong>the</strong> presence <strong>of</strong> Academic<br />

Senate representative, Faculty Council, administrative staff and students.<br />

Article 22<br />

Students should be part <strong>of</strong> <strong>the</strong> evaluating process <strong>of</strong> <strong>the</strong> lecturers’ teaching quality.<br />

Lecturers’ evaluation is done through surveys, where each student’s opinion is given<br />

regarding <strong>the</strong> teaching quality <strong>of</strong> <strong>the</strong> lecturer.<br />

Article 23<br />

The academic structure <strong>of</strong> <strong>FASTIP</strong> is composed <strong>of</strong> 3 Departments:<br />

1. Bank Management Department;<br />

2. SME Management Department;<br />

3. Hotel-Tourism Management Department.<br />

Article 24<br />

1. Quality assurance and accreditation are specific tasks <strong>of</strong> <strong>the</strong> Deanery, which<br />

establishes <strong>the</strong> Unit for Internal Quality Assurance.<br />

2. Parts <strong>of</strong> <strong>the</strong> Internal Unit are academic staff as well as students’ representatives and<br />

external experts.<br />

3. The unit yearly assesses <strong>the</strong> effectiveness <strong>of</strong> teaching, research, administrative and<br />

financial activities <strong>of</strong> <strong>FASTIP</strong>.<br />

4. The unit <strong>of</strong> Internal Quality Assurance has operative independence and all <strong>the</strong><br />

university data are made available.


Article 25<br />

Students’ rights and obligations<br />

1. The student obtains <strong>the</strong> students’ status at <strong>the</strong> moment <strong>of</strong> registration at <strong>FASTIP</strong> and<br />

loses it with <strong>the</strong> diploma acquisition, expulsion from school or a written request to be<br />

unregistered form <strong>FASTIP</strong>.<br />

2. Students have <strong>the</strong> right to:<br />

a. Be equipped with <strong>the</strong> student’s ID card;<br />

b. Attend <strong>the</strong> study programme and all teaching activates, in line with <strong>the</strong>ir status;<br />

c. To express <strong>the</strong>ir opinion regarding <strong>the</strong> quality <strong>of</strong> teaching process and <strong>FASTIP</strong>’s<br />

academic staff;<br />

d. Use all equipment installation for scientific and teaching purposes, according to <strong>the</strong><br />

regulations and programs, to use <strong>the</strong> library and all <strong>the</strong> sportive, cultural and<br />

informative premises <strong>of</strong> <strong>FASTIP</strong>;<br />

e. To chose and to be chosen in <strong>the</strong> faculty students’ councils;<br />

f. To meet <strong>the</strong> requirements determined by <strong>the</strong> Council <strong>of</strong> Minister, to benefit<br />

scholarship and special awards for merits in studying and scientific research<br />

administered by <strong>FASTIP</strong>;<br />

g. To be organized in non political student associations in line with legal and sub<br />

legal acts in power.<br />

3. Students have <strong>the</strong> obligation to:<br />

a. To fulfil all <strong>the</strong> obligations that derive from this statute, <strong>the</strong> university regulation<br />

and all o<strong>the</strong>r regulations in power as well as every o<strong>the</strong>r legal and sub legal act<br />

for tertiary education;<br />

b. To fulfil all <strong>the</strong> obligations deriving from syllabus and study programs;<br />

c. To pay <strong>the</strong> tuition fee and all o<strong>the</strong>r services <strong>of</strong>fered by university and <strong>FASTIP</strong>;<br />

d. To respect <strong>the</strong> code <strong>of</strong> conduct approved by <strong>the</strong> Faculty Council;<br />

e. To respect <strong>the</strong> rights <strong>of</strong> academic, assistant teaching, administrative staff and that<br />

<strong>of</strong> <strong>the</strong> o<strong>the</strong>r students.<br />

4. Disrespecting <strong>the</strong> obligations defined in this statute and in <strong>the</strong> faculty’s guideline will<br />

result in disciplinary measures determined in <strong>the</strong> faculty guideline.<br />

5. The students have <strong>the</strong> same rights as <strong>the</strong>m <strong>of</strong> o<strong>the</strong>rs UAMD faculties.<br />

Article 26<br />

1. The students’ council is an independent student organization at <strong>FASTIP</strong>, which does not<br />

carry out political and economical activities. The aim is to promote students’<br />

participation in extracurricular activities.<br />

2. The students’ council proposes ideas for all general issues regarding <strong>FASTIP</strong>, as well<br />

as study programs, regulations regarding teaching activities, <strong>the</strong> right to study and<br />

quality <strong>of</strong> services. The activities are supported by <strong>the</strong> leadership <strong>of</strong> <strong>FASTIP</strong>.<br />

3. The students’ council is composed by members; students that are elected each year<br />

with <strong>the</strong> direct vote <strong>of</strong> students. After <strong>the</strong> election process, <strong>the</strong> students’ council elects<br />

<strong>the</strong> Head <strong>of</strong> Council and decides regarding <strong>the</strong> structure, organization and functioning.<br />

4. The students’ council cannot be involved in o<strong>the</strong>r political and non-political structures<br />

outside <strong>FASTIP</strong>.<br />

Article 27<br />

Students’ register<br />

1. The secretary compiles in electronic and written form, <strong>the</strong> register <strong>of</strong> students.<br />

2. The secretary generates <strong>the</strong> entry number for each student at <strong>the</strong> moment <strong>of</strong> <strong>the</strong> final<br />

registration at <strong>FASTIP</strong>, in line with <strong>the</strong> legal and sub legal acts in power.<br />

3. The register is developed in line with legal and sub-legal acts in power and is under<br />

constant protection.


Article 28<br />

Employment in <strong>FASTIP</strong><br />

1. <strong>FASTIP</strong> staff is composed <strong>of</strong>:<br />

a. Academic staff;<br />

b. Administrative staff;<br />

c. Assistant academic staff.<br />

2. Staff is selected on basis <strong>of</strong> an open competition compliant to <strong>the</strong> approved procedures<br />

in <strong>FASTIP</strong>’s guideline.<br />

3. <strong>FASTIP</strong>’s Dean signs working contracts with all <strong>the</strong> staff.<br />

4. Work conditions foreseen in <strong>the</strong> contract, type <strong>of</strong> contract, duration and o<strong>the</strong>r juridical<br />

related issues, are decided in compliance with this statute, legislation in power and<br />

sub legal acts.<br />

5. Based on <strong>the</strong> specification <strong>of</strong> <strong>the</strong> teaching process, external academic staff is hired<br />

(national and international).<br />

6. Criteria <strong>of</strong> selection and payments <strong>of</strong> <strong>the</strong> external academic staff are defined by <strong>the</strong><br />

Faculty Council.<br />

7. Academic, administrative and teaching-assistant staff has all <strong>the</strong> rights and<br />

obligations defined in legal and sub-legal acts in power and foreseen in <strong>the</strong> contract<br />

between staff and <strong>FASTIP</strong>.<br />

8. Selection and recruitment <strong>of</strong> academic, administrative and teaching-assistant staff:<br />

a. Departments and faculty identify <strong>the</strong> specific criteria for <strong>the</strong> vacancies;<br />

b. The notice for vacancies is published electronically and in written form;<br />

c. Applications are accepted only through mail;<br />

d. Assessment <strong>of</strong> candidatures is carried out in two phases:<br />

I. Evaluation <strong>of</strong> <strong>the</strong> dossier;<br />

II. Interview;<br />

e. Assessment commissions present to <strong>the</strong> deanery a list <strong>of</strong> ranked candidatures.<br />

f. The dean decides on <strong>the</strong> winning candidates.<br />

g. The dean presents to <strong>the</strong> Rectorate <strong>the</strong> written list <strong>of</strong> winning candidates and <strong>the</strong><br />

recruitment procedure.<br />

Article 29<br />

Teaching load and overload<br />

1. Academic staff carries out <strong>the</strong> teaching activity, scientific or applied research, services<br />

for institution development, advice students and administrative tasks.<br />

2. Full time academic staff should fulfil <strong>the</strong> pr<strong>of</strong>essional obligation based on legislation<br />

in power.<br />

Article 30<br />

Work conditions<br />

1. At <strong>FASTIP</strong> <strong>the</strong> normal working hours are not less <strong>the</strong>n 40 hours/week, distributed in 5<br />

week days. For <strong>the</strong> academic staff, <strong>the</strong> working load is determined in <strong>the</strong> yearly<br />

agreement <strong>of</strong> <strong>the</strong> teaching load.<br />

2. The extra work load is given to <strong>the</strong> full-time academic staff only in special cases<br />

when <strong>the</strong>re is an emergency for academic work and when all o<strong>the</strong>r options are<br />

consumed, in line with <strong>the</strong> legal and sub legal acts. The remuneration for <strong>the</strong><br />

additional work is done according <strong>the</strong> normative acts in power.<br />

3. The monthly and annual remuneration <strong>of</strong> <strong>the</strong> employees is determined in line with <strong>the</strong><br />

legislation in power.<br />

4. O<strong>the</strong>r issues related to work load and vacations are based on <strong>the</strong> legislation in power.


Article 31<br />

Disciplinary measures<br />

1. The leadership authorities in FASIP apply disciplinary measures in case <strong>of</strong> non<br />

completion <strong>of</strong> foreseen tasks stated in <strong>the</strong> working contract, disobedience <strong>of</strong><br />

supervisors’ orders, violation <strong>of</strong> discipline in work or violations <strong>of</strong> ethical regulations<br />

foreseen in <strong>the</strong> guideline .<br />

2. The disciplinary measures taken by university leadership in case <strong>of</strong> violation <strong>of</strong> <strong>the</strong><br />

above provision are:<br />

a. Letter <strong>of</strong> rebuke;<br />

b. Warning rebuke;<br />

c. Termination <strong>of</strong> contract.<br />

3. The disciplinary measures are taken by <strong>the</strong> Head <strong>of</strong> <strong>the</strong> institution following an<br />

administrative procedure that guarantees <strong>the</strong> right to be informed, listened, defended,<br />

and to appeal. The decision for disciplinary measure is communicates by <strong>the</strong> Head <strong>of</strong><br />

institution to <strong>the</strong> <strong>of</strong>fice that administrates <strong>the</strong> employee’s personal dossiers. The <strong>of</strong>fice<br />

communicates to <strong>the</strong> employee <strong>the</strong> decision made by <strong>the</strong> Head <strong>of</strong> institution for<br />

disciplinary measure. For each violation only one disciplinary measure is given. It is<br />

not necessary to take all <strong>the</strong> disciplinary measures before <strong>the</strong> contract has been<br />

finally terminated.<br />

4. The procedure to decide about disciplinary measures:<br />

a. The disciplinary measures are given to <strong>the</strong> employee only in case <strong>of</strong> violation <strong>of</strong> <strong>the</strong><br />

law and regulation in power;<br />

b. For each violation, a written request is prepared to support <strong>the</strong> disciplinary<br />

measure, accompanied with a verbal warning;<br />

c. The disciplinary measure “letter <strong>of</strong> rebuke” is taken only when <strong>the</strong> employee,<br />

academic or administrative staff, does not obey an order <strong>of</strong> <strong>the</strong> Head <strong>of</strong> institution<br />

or <strong>the</strong> direct supervisor;<br />

d. If after taking <strong>the</strong> above measure, <strong>the</strong> employee continues to violate <strong>the</strong> orders <strong>of</strong><br />

<strong>the</strong> employer, <strong>the</strong> employer has <strong>the</strong> right to proceed with <strong>the</strong> “warning rebuke”<br />

measure;<br />

e. If after giving <strong>the</strong> disciplinary measures <strong>of</strong> “warning rebuke”, <strong>the</strong> employee<br />

continues to violate <strong>the</strong> regulations <strong>of</strong> discipline in work, to disrespect <strong>the</strong> orders <strong>of</strong><br />

<strong>the</strong> employer, <strong>the</strong> obligation <strong>of</strong> <strong>the</strong> contract and <strong>the</strong> code <strong>of</strong> conduct, <strong>the</strong> employer<br />

has <strong>the</strong> right to decide for <strong>the</strong> termination <strong>of</strong> contract.<br />

5. The cancellation <strong>of</strong> disciplinary measures.<br />

The above disciplinary measures given to <strong>the</strong> employee can be cancelled if within 6 month<br />

from <strong>the</strong> starting date, no o<strong>the</strong>r extra disciplinary measure has been given. The record <strong>of</strong><br />

employee’s disciplinary measure taken is removed from <strong>the</strong> employee’s personal dossier.<br />

Article 32<br />

Council <strong>of</strong> Ethics<br />

1. The Ethic Council is a collegial body, in charge to discuss <strong>the</strong> ethical problems <strong>of</strong> <strong>the</strong><br />

academic life.<br />

2. The Ethic Council is composed <strong>of</strong> 5 members from <strong>the</strong> academic and administrative<br />

staff. They are selected by <strong>the</strong> Faculty Council and have a three year mandate.<br />

3. The head <strong>of</strong> Ethic Council is selected by <strong>the</strong> ethic council members on <strong>the</strong> first<br />

meeting.<br />

4. In principal, <strong>the</strong> ethic council ga<strong>the</strong>rs every two months or when <strong>the</strong> dean calls for an<br />

emergency meeting. After evaluation, <strong>the</strong> council makes proposals to <strong>the</strong> deanery and<br />

Faculty Council to decide on proper measures.<br />

The regulation for functioning <strong>of</strong> <strong>the</strong> Ethic Council is approved by <strong>the</strong> Faculty Council.


Article 33<br />

Code <strong>of</strong> conduct<br />

Code <strong>of</strong> Conduct guideline is based in compliance with Law Nr. 9741, <strong>of</strong> date 21.05.2007<br />

“Tertiary Education in <strong>the</strong> Republic <strong>of</strong> Albania” amended, respecting <strong>the</strong> basic human rights,<br />

freedom and secularity <strong>of</strong> tertiary education institution, and in compliance with <strong>the</strong> declared<br />

philosophy <strong>of</strong> organization and functioning <strong>of</strong> UAMD and <strong>FASTIP</strong>, and is compulsive to <strong>the</strong><br />

academic and non-academic staff and student.<br />

The specific elements <strong>of</strong> Code <strong>of</strong> Conduct are defined by <strong>the</strong> Council <strong>of</strong> Ethic and approved<br />

by Faculty Council, and fur<strong>the</strong>r, by <strong>the</strong> Academic Senate.<br />

Article 34<br />

External Relations<br />

1. <strong>FASTIP</strong> has <strong>the</strong> right to establish relations with foreign institutions <strong>of</strong> tertiary<br />

education with <strong>the</strong> purposes to exchange academic experience, cooperation in <strong>the</strong><br />

academic process, qualification <strong>of</strong> <strong>the</strong> academic staff and scientific research.<br />

2. <strong>FASTIP</strong> has <strong>the</strong> right to become a member <strong>of</strong> international associations and<br />

organizations <strong>of</strong> tertiary education and can take part in international programs <strong>of</strong><br />

scientific research.<br />

3. <strong>FASTIP</strong> has <strong>the</strong> right to cooperate with national and international non-governmental<br />

organizations that help in development <strong>of</strong> higher education and scientific research.<br />

4. University ‘Aleksandër Moisiu” and <strong>the</strong> Ministry <strong>of</strong> Education and Science are informed<br />

about <strong>the</strong>se activities.<br />

Article 35<br />

Scientific research<br />

1. The academic staff <strong>of</strong> <strong>the</strong> university and students <strong>of</strong> <strong>the</strong> second cycle have <strong>the</strong> right to<br />

develop scientific research activities to support functions <strong>of</strong> <strong>FASTIP</strong> or o<strong>the</strong>r<br />

institutions.<br />

2. The scientific research activity inside <strong>the</strong> university is planned and financed in line<br />

with legal and sub-legal acts in power.<br />

3. The criteria for financial support are approved by <strong>the</strong> Academic Senate. The<br />

announcement <strong>of</strong> competitions for financial support is given in November and within<br />

next April <strong>the</strong> results <strong>of</strong> <strong>the</strong> winners, fully or partially financed by <strong>the</strong> school funds,<br />

will be announced.<br />

4. After <strong>the</strong> approval by <strong>the</strong> Rectorate, <strong>the</strong> academic staff, independently or as a group,<br />

has <strong>the</strong> right to apply for financial support from state or private association to carry<br />

out scientific research project.<br />

5. In all <strong>the</strong> cases <strong>the</strong> copy right should be guaranteed for <strong>the</strong> academic staff and<br />

university.<br />

6. The scientific research activities for <strong>the</strong> third parties should be carried out when <strong>the</strong><br />

following criteria are met:<br />

a. Doesn’t cause un-fulfilment <strong>of</strong> obligations toward accomplishing <strong>the</strong> university tasks<br />

as defined in <strong>the</strong> work contract;<br />

b. Is not an obstacle toward <strong>the</strong> scientific research <strong>of</strong> <strong>the</strong> university.<br />

7. The incomes from <strong>the</strong> scientific research activity, on behalf on university <strong>of</strong> o<strong>the</strong>r<br />

institutions, are used in line with legal and sub legal acts in power, encouraging <strong>the</strong><br />

participation in <strong>the</strong>se activities.<br />

Article 36<br />

Qualification<br />

The employees <strong>of</strong> <strong>FASTIP</strong> have <strong>the</strong> right to fur<strong>the</strong>r qualification in line with <strong>the</strong> provisions in<br />

power.


Article 37<br />

Sabbatical Year<br />

1. The academic staff with scientific title, every 7 years has <strong>the</strong> right to take up to a year<br />

<strong>of</strong>f, to fur<strong>the</strong>r academic qualification in a sector related to his/her study field outside<br />

<strong>the</strong> country.<br />

2. The academic staff entitled to sabbatical year signs a contract with <strong>the</strong> university<br />

regarding <strong>the</strong> rights, obligations and financial conditions extended to <strong>the</strong> period.<br />

3. During this period, <strong>the</strong> academic staff is not assigned with teaching load. The academic<br />

staff can attend specializing courses outside <strong>the</strong> university during this period, with<br />

duration <strong>of</strong> at least three months.<br />

Article 38<br />

The <strong>of</strong>ficial stamp and emblem<br />

1. <strong>FASTIP</strong> has an <strong>of</strong>ficial stamp in line with <strong>the</strong> model approved by <strong>the</strong> Council <strong>of</strong><br />

Studies with Practice” and in <strong>the</strong> bottom, University “Aleksandër Mosiu” Durrës”.<br />

2. <strong>FASTIP</strong> emblem is presented in <strong>the</strong> model 2 on <strong>the</strong> proceeding page.<br />

Article 39<br />

Documentation <strong>of</strong> <strong>FASTIP</strong> and preservation<br />

<strong>FASTIP</strong> as a main unit under <strong>the</strong> University “Aleksandër Mosiu” with a scientific and<br />

educational character has <strong>the</strong> obligation to organize, maintain and preserve <strong>the</strong><br />

documentations.<br />

Article 40<br />

<strong>FASTIP</strong> is obliged to preserve some main documents, in line with <strong>the</strong> legislation in power<br />

and <strong>the</strong> law on archiving. The list <strong>of</strong> <strong>the</strong> documents, <strong>the</strong> deadline and mode <strong>of</strong> completing,<br />

is defined in <strong>the</strong> guideline <strong>of</strong> <strong>FASTIP</strong>.<br />

Article 41<br />

The guideline <strong>of</strong> <strong>FASTIP</strong>, regulations and o<strong>the</strong>r acts are developed in compliance with Law<br />

Nr. 9741, date 21.05.2007 on “Tertiary Education in <strong>the</strong> Republic <strong>of</strong> Albania” amended, and in<br />

line with this statute.<br />

Article 42<br />

Final provisions<br />

1. Studies at <strong>FASTIP</strong> for <strong>the</strong> probation period shall last until 2013, based on this statute<br />

and in <strong>the</strong> relevant instructions by <strong>the</strong> Ministry <strong>of</strong> Education and Science.<br />

2. Following after <strong>the</strong> probation period, relevant amendment <strong>of</strong> <strong>the</strong> legal and by-law<br />

provisions shall be made for ensuring continuity <strong>of</strong> studies in <strong>FASTIP</strong>.<br />

Article 43<br />

This statute was approved in <strong>the</strong> Faculty Council’s meeting on 14.10.2010.
