should maintain a well-equipped hospital.
The Goan Palika should maintain citizenship
records and provide passports.
Distribution of power between center and
province: The fifth group concluded that although
decentralization of power is the basic principle of
federalism, the proposed distribution of power
supports a centralized federalism system of
government. Thus, the group suggested that all
areas of government other than international
affairs and centrally significant areas be given to
the provincial government.
The group listed the following powers
of the central government: Defense and
army, Central Bank, Fiscal and monetary
policy, Foreign and diplomatic relations and
relations with the United Nations, Foreign
aid and donations and loans, International
organizations, Extradition, International
border management, Supreme court and
constitutional court, Election commission
and other constitutional commissions,
Customs and excise duty, Value added tax,
Visas, International and National Aviation,
Arms and ammunition.
The powers of the province were listed
as the following: Provincial law and
administration; Provincial legislature and
local government; Provincial court, family
court and child court; Provincial civil service
management; Provincial commissions,
Police, peace and security; Citizenship and
passport management; Individual income
tax, property tax and other taxes; Royalty
from natural resources; Land management,
registration and land tax; Inter provincial
trade; Agriculture and livestock development
and factories; Provincial railway service and
provincial highways; Language, culture,
script, and religious protection; F. M. Radio
and television.

Contextual Analysis of Proposed Taruwan Province by local resource
person Mr. Resam Tamu
Mr. Tamu presented the history of Tamuwan
province, noting that the Gurung ethnic
group originated in this region. The Gurung
Khol state covered the area between the
current Lamjung and Kaski districts. The
state was abolished about 500 years ago
during the period of the Thakuri king of
Kaski, Jagati Khan. The Gorkha king Drabya
Shah murdered the Tamu king Samari Klhen
in 1559. The traditional practices and culture
of the Gurungs were also obliterated by the
state, which compelled them to practice the
Hindu culture.

contributed to the unification of Nepal, he
