IMPACT OF THE NATIONAL ECONOMIC FACTORS ON THE COMPETITIVENESS OF THE<br />

Abstract: In the current circumstances a clear objective <strong>of</strong> the economic<br />

policies all over the world is the improvement <strong>of</strong> the efficiency <strong>of</strong><br />

production and trade and <strong>in</strong> consequence <strong>of</strong> the competitiveness <strong>of</strong> the<br />

products both <strong>in</strong>ternally and <strong>in</strong>ternationally. These aspects are essential <strong>in</strong><br />

the case <strong>of</strong> Romania because they provide the efficient participation <strong>of</strong> our<br />

country <strong>in</strong> <strong>in</strong>ternational commercial flows. This study shows that the<br />

products and sectors <strong>of</strong> the Romanian <strong>in</strong>dustry were characterized, at<br />

least <strong>in</strong> the period <strong>of</strong> 1990, through a relatively low competitiveness,<br />

aspect which was po<strong>in</strong>ted out by the evolution <strong>of</strong> the gross added value.<br />

The problem <strong>of</strong> <strong>in</strong>ternational specialization represents a highly important<br />

problem, especially under the current circumstances <strong>of</strong> the world economy. This may<br />

lead to economic advantages materialized <strong>in</strong> the reduction <strong>of</strong> the disparities between the<br />

levels <strong>of</strong> development <strong>of</strong> different states, but, at the same time to the gradual accession<br />

to the productivity and prosperity standards specific for the <strong>in</strong>dustrial countries. The<br />

accomplishment <strong>of</strong> this objective <strong>in</strong>volves a cont<strong>in</strong>uous, regulative feedback <strong>in</strong> the field<br />

<strong>of</strong> competitiveness, which should be ma<strong>in</strong>ta<strong>in</strong>ed at a high level under the context <strong>of</strong> the<br />

different positive and negative <strong>in</strong>fluences <strong>of</strong> some national and <strong>in</strong>ternational factors.<br />

Go<strong>in</strong>g on the idea <strong>of</strong> the Porter model, there are four basic factors <strong>in</strong>cluded <strong>in</strong><br />

the category <strong>of</strong> the national economic factors:<br />

a) local resources, where we have to take <strong>in</strong>to account: ♦ human resources<br />

(quality, classification and staff costs and <strong>management</strong>, standard labour time and work<br />

ethics); physical resources (abundance, quality, accessibility and cost <strong>of</strong> land water,<br />

m<strong>in</strong>eral reserves, forest reserves, fish reserves, climate conditions, geographical<br />

position, etc; ♦ scientific and technological resources; ♦ f<strong>in</strong>ancial resources, <strong>in</strong> general;<br />

♦ national <strong>in</strong>frastructure, the quality and the cost <strong>of</strong> us<strong>in</strong>g the <strong>in</strong>frastructure(transport,<br />

telecommunications, bank transfers, social assistance, etc.). The competitive advantage<br />
