ong>Theong> ong>Luxembourgong> ong>Declarationong> on Workplace Health Promotion in the European Union Workplace Health Promotion (WHP) is the combined efforts of employers, employees and society to improve the health and well-being of people at work. This can be achieved through a combination of: • improving the work organisation and the working environment • promoting active participation • encouraging personal development Introduction Two factors provide the basis for the current activity in Workplace Health Promotion. ong>Theong> first, being the Framework Directive on safety and health (Council Directive 89/391/EC) which prepared the ground for a reorientation of traditional occupational health and safety (OHS) legislation and practice, and the second the increasing profile of the workplace as a public health setting. A healthy, motivated and well-qualified workforce is fundamental to the future social and economic wellbeing of the European Union. ong>Theong> responsible European Commission’s service has therefore supported an initiative to establish a European Network for Workplace Health Promotion. This initiative is in accordance with Article 129 of the Treaty on European Union and the Programme for Action on Health Promotion, Information, Education and Training within the framework for action in the field of Public Health (No 645/96/EC). ong>Theong> European Network includes organisations from all 15 Member States and the countries of the European Economic Area (EEA countries). ong>Theong>y act as National Contact Offices (NCOs). ong>Theong> objective of the network is to identify and disseminate examples of good practice of WHP by exchanging experience and knowledge. By doing this the Union is encouraging the Member States to place WHP high on their agenda and to incorporate workplace health issues in all respective policies. Challenges for the working world in the 21 st century ong>Theong> world of work is undergoing major change - a process which will continue. Some of the key issues to be confronted are: • globalisation • unemployment • increasing use of information technology • changes in employment practice (e.g. short-term and part-time employment, tele-work) • ageing • increasing importance of service sector • downsizing • increasing number of people working in small and medium sized enterprises (SMEs) • customer orientation and quality management ong>Theong> future success of organisations is dependent on having well-qualified, motivated and healthy employees. WHP has a significant role to play in preparing and equipping people and organisations to face these challenges.

<str<strong>on</strong>g>The</str<strong>on</strong>g> <str<strong>on</strong>g>Luxembourg</str<strong>on</strong>g> <str<strong>on</strong>g>Declarati<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Workplace</strong> <strong>Health</strong> Promoti<strong>on</strong><br />

<strong>in</strong> <strong>the</strong> European Uni<strong>on</strong><br />

<strong>Workplace</strong> <strong>Health</strong> Promoti<strong>on</strong> (WHP) is <strong>the</strong> comb<strong>in</strong>ed efforts of employers, employees and<br />

society to improve <strong>the</strong> health and well-be<strong>in</strong>g of people at work.<br />

This can be achieved through a comb<strong>in</strong>ati<strong>on</strong> of:<br />

• improv<strong>in</strong>g <strong>the</strong> work organisati<strong>on</strong> and <strong>the</strong> work<strong>in</strong>g envir<strong>on</strong>ment<br />

• promot<strong>in</strong>g active participati<strong>on</strong><br />

• encourag<strong>in</strong>g pers<strong>on</strong>al development<br />

Introducti<strong>on</strong><br />

Two factors provide <strong>the</strong> basis for <strong>the</strong> current activity <strong>in</strong> <strong>Workplace</strong> <strong>Health</strong> Promoti<strong>on</strong>. <str<strong>on</strong>g>The</str<strong>on</strong>g> first, be<strong>in</strong>g <strong>the</strong><br />

Framework Directive <strong>on</strong> safety and health (Council Directive 89/391/EC) which prepared <strong>the</strong> ground for a<br />

employees. WHP has a significant role to play <strong>in</strong> prepar<strong>in</strong>g and equipp<strong>in</strong>g people and organisati<strong>on</strong>s to<br />

face <strong>the</strong>se challenges.

<strong>Workplace</strong> <strong>Health</strong> Promoti<strong>on</strong>: an organisati<strong>on</strong>al <strong>in</strong>vestment for <strong>the</strong> future<br />

Traditi<strong>on</strong>al OHS has significantly improved health <strong>in</strong> <strong>the</strong> workplace by reduc<strong>in</strong>g accidents and prevent<strong>in</strong>g<br />

occupati<strong>on</strong>al diseases. However, it has become obvious that OHS al<strong>on</strong>e cannot address <strong>the</strong> wide range<br />

of issues menti<strong>on</strong>ed above.<br />

By promot<strong>in</strong>g health <strong>in</strong> <strong>the</strong> workplace organisati<strong>on</strong>s will see a reducti<strong>on</strong> <strong>in</strong> sickness related costs and an<br />

<strong>in</strong>crease <strong>in</strong> productivity. This results from a healthier workforce with <strong>in</strong>creased motivati<strong>on</strong>, higher morale<br />

and improved work<strong>in</strong>g relati<strong>on</strong>ships.<br />

WHP is a modern corporate strategy which aims at prevent<strong>in</strong>g ill-health at work (<strong>in</strong>clud<strong>in</strong>g work-related<br />

diseases, accidents, <strong>in</strong>juries, occupati<strong>on</strong>al diseases and stress) and enhanc<strong>in</strong>g health-promot<strong>in</strong>g<br />

potentials and well-be<strong>in</strong>g <strong>in</strong> <strong>the</strong> workforce.<br />

<strong>Workplace</strong> <strong>Health</strong> Promoti<strong>on</strong>: healthy people <strong>in</strong> healthy organisati<strong>on</strong>s<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> workplace <strong>in</strong>fluences health and disease <strong>in</strong> various ways. Work can cause ill-health if employees<br />

have to work with<strong>in</strong> health-damag<strong>in</strong>g work<strong>in</strong>g c<strong>on</strong>diti<strong>on</strong>s, <strong>the</strong> available skills are <strong>in</strong>adequate, or <strong>the</strong><br />

mutual support from colleagues is lack<strong>in</strong>g. At <strong>the</strong> same time work can be a resource for pers<strong>on</strong>al development<br />

and enhancement of pers<strong>on</strong>al skills.<br />

WHP c<strong>on</strong>tributes to a wide range of work factors which improve employees’ health. <str<strong>on</strong>g>The</str<strong>on</strong>g>se <strong>in</strong>clude:<br />

• management pr<strong>in</strong>ciples and methods which recognise that employees are a necessary success factor<br />

for <strong>the</strong> organisati<strong>on</strong> <strong>in</strong>stead of a mere cost factor<br />

• a culture and corresp<strong>on</strong>d<strong>in</strong>g leadership pr<strong>in</strong>ciples which <strong>in</strong>clude participati<strong>on</strong> of <strong>the</strong> employees and<br />

encourage motivati<strong>on</strong> and resp<strong>on</strong>sibility of all employees<br />

• work organisati<strong>on</strong> pr<strong>in</strong>ciples which provide <strong>the</strong> employees with an appropriate balance between job<br />

demands, c<strong>on</strong>trol over <strong>the</strong>ir own work, level of skills and social support<br />

• a pers<strong>on</strong>nel policy which actively <strong>in</strong>corporates health promoti<strong>on</strong> issues<br />

• an <strong>in</strong>tegrated occupati<strong>on</strong>al health and safety service<br />

<strong>Workplace</strong> <strong>Health</strong> Promoti<strong>on</strong> is evidenced-based and successful<br />

WHP is based <strong>on</strong> multisectoral and multidiscipl<strong>in</strong>ary co-operati<strong>on</strong> and can <strong>on</strong>ly be successful if all <strong>the</strong><br />

key players are committed to it.<br />

WHP can reach <strong>the</strong> aim “healthy people <strong>in</strong> healthy organisati<strong>on</strong>s” if it is oriented al<strong>on</strong>g <strong>the</strong> follow<strong>in</strong>g<br />

guidel<strong>in</strong>es:<br />

1. All staff have to be <strong>in</strong>volved (participati<strong>on</strong>).<br />

2. WHP has to be <strong>in</strong>tegrated <strong>in</strong> all important decisi<strong>on</strong>s and <strong>in</strong> all areas of organisati<strong>on</strong>s (<strong>in</strong>tegrati<strong>on</strong>).<br />

3. All measures and programmes have to be oriented to a problem-solv<strong>in</strong>g cycle: needs analysis, sett<strong>in</strong>g<br />

priorities, plann<strong>in</strong>g, implementati<strong>on</strong>, c<strong>on</strong>t<strong>in</strong>uous c<strong>on</strong>trol and evaluati<strong>on</strong> (project management).

4. WHP <strong>in</strong>cludes <strong>in</strong>dividual-directed and envir<strong>on</strong>ment-directed measures from various fields. It<br />

comb<strong>in</strong>es <strong>the</strong> strategy of risk reducti<strong>on</strong> with <strong>the</strong> strategy of <strong>the</strong> development of protecti<strong>on</strong> factors and<br />

health potentials (comprehensiveness).<br />

Priorities of <strong>the</strong> European Network for <strong>Workplace</strong> <strong>Health</strong> Promoti<strong>on</strong><br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> European Network for WHP co-ord<strong>in</strong>ates <strong>the</strong> exchange of <strong>in</strong>formati<strong>on</strong> and <strong>the</strong> dissem<strong>in</strong>ati<strong>on</strong> of<br />

examples of good practice <strong>in</strong> Europe. Its member organisati<strong>on</strong>s have committed <strong>the</strong>mselves to <strong>in</strong>itiate<br />

<strong>in</strong>formal <strong>in</strong>formati<strong>on</strong> networks at nati<strong>on</strong>al level. All activities and priorities are based <strong>on</strong> <strong>the</strong> pr<strong>in</strong>ciple of<br />

subsidiarity and support <strong>the</strong> co-operati<strong>on</strong> between <strong>the</strong> Member States. In view of <strong>the</strong> future challenges<br />

and with <strong>the</strong> aim to expand health-promot<strong>in</strong>g workplaces, <strong>the</strong> European Network for WHP regards <strong>the</strong><br />

follow<strong>in</strong>g priorities as a basis for future activities:<br />

1. Increase awareness of WHP and promote resp<strong>on</strong>sibility for health with regard to all stakeholders.<br />

2. Identificati<strong>on</strong> and dissem<strong>in</strong>ati<strong>on</strong> of models of good practice.<br />

3. Develop guidel<strong>in</strong>es for effective WHP.<br />

4. Ensure commitment of <strong>the</strong> Member States to <strong>in</strong>corporate respective policies.<br />

5. Address <strong>the</strong> specific challenges of work<strong>in</strong>g toge<strong>the</strong>r with SMEs.<br />

This declarati<strong>on</strong> was adopted by all members of <strong>the</strong> European Network for <strong>Workplace</strong> <strong>Health</strong> Promoti<strong>on</strong><br />

at <strong>the</strong> network meet<strong>in</strong>g held <strong>in</strong> <str<strong>on</strong>g>Luxembourg</str<strong>on</strong>g> <strong>on</strong> November 27-28, 1997.
