SUBJECT: 23 – 26 July 2013 USAF Test Pilot School Selection Board Announcement<br />

(APPLICATION SUSPENSE: 3 June 2013)<br />

Vigilance should be taken to protect Personally Identifiable Information (PII) when submitting or<br />

sending nominations, applications or other documents to DoD agencies through government<br />

internet, software applications, system, e-mail, postal, faxing or scanning.<br />

1. The <strong>Air</strong> <strong>Force</strong> <strong>Personnel</strong> Center (AFPC) will convene the next annual United States <strong>Air</strong> <strong>Force</strong><br />

(USAF) Test Pilot School (TPS) Selection Board 23 – 26 July 2013 to fill July 2014 and January<br />

2015 classes. The board will fill requirements in the following categories:<br />

Fighter, multi-engine, helicopter and remotely piloted aircraft (RPA) pilots<br />

Combat Systems Officer (CSO), which includes navigators, electronic warfare officers,<br />

and weapons system officers<br />

Military and civilian engineers<br />

AFI 99-107, Test Pilot School, contains application procedures, eligibility criteria, and guidance<br />

for submitting waivers to eligibility requirements. Use this <strong>PSDM</strong> along with the AFI in<br />

processing your TPS application. The AFI is available on the e-Publishing website at www.e-<br />

Publishing.af.mil.<br />

NOTE: Members of the ANG and AFRC are currently ineligible to apply to TPS<br />

due to suspension of all voluntary recall programs<br />

2. MAJCOM/A3s are highly encouraged to support qualified members who are applying to meet<br />

this year's TPS Selection Board. USAF TPS is the world's preeminent fixed-wing test pilot<br />

school providing the finest flight test professionals to develop and evaluate current and future<br />

weapon systems. Graduates have profound strategic impact on the development of future<br />

combat capabilities and will ensure mission dominance in the battlefield for years to come. TPS<br />

graduates are future senior leaders who will be in high demand in an era of increasing combat<br />

technological advancements.<br />

3. Flight Test Engineer (FTE) applicants - military and civilian - must comply with AFI 99-107,<br />

paragraph 3.1.5 by completing a Flying Class III physical that is certified by Headquarters <strong>Air</strong><br />

<strong>Force</strong> Material Command (HQ AFMC) Surgeon General Aerospace Medicine (SGPA). The<br />

certified physical, must be included with the application. Engineer applications received without<br />

a certified and qualified Flying Class III physical will be returned. FTE applicants requiring


aeromedical waivers for conditions that fail to meet Flying Class III standards must have their<br />

waivers electronically submitted in the Aeromedical Information Management Waiver Tracking<br />

System (AIMWTS) by their base flight surgeon office to HQ AFMC/SGPA for certification<br />

prior to the board. Physicals and waivers are not required to be processed through the <strong>Edwards</strong><br />

AFB flight surgeon’s office unless that is the applicant’s home station.<br />

4. For FSS/FSP: You are authorized to publish the following proposed article immediately upon<br />

receipt through 3 June 2013. "The next annual United States <strong>Air</strong> <strong>Force</strong> Test Pilot School<br />

Selection Board will convene 23 – 26 July 2013 at the <strong>Air</strong> <strong>Force</strong> <strong>Personnel</strong> Center. The USAF<br />

Test Pilot School is the world's preeminent fixed-wing test pilot school. USAF TPS graduates<br />

are future senior leaders who will be in high demand in an era of increasing combat<br />

technological advancements. USAF TPS trains pilots, combat systems officers, and engineers to<br />

develop, test and evaluate the newest aircraft and weapons systems. The manned pilot selects<br />

will fill positions in the fighter, multi-engine and helicopter categories. All other selects will fill<br />

positions in the fighter, multi-engine, and remotely piloted aircraft categories. USAF TPS<br />

graduates will be awarded a Master of Science degree in Flight Test Engineering by <strong>Air</strong><br />

University, which is accredited by the Southern Association of Colleges and Schools. In<br />

addition, USAF TPS conducts exchange programs with the U.S. Navy, United Kingdom, and<br />

French Test Pilot Schools to train fixed and rotary wing pilots and flight test engineers. Rotary<br />

wing pilots and engineers will be assigned to conduct testing on the latest rotary wing systems<br />

and special operations assets. Applicants from all aircraft types and backgrounds must have<br />

strong academic and technical experience and a desire to help develop the next generation of <strong>Air</strong><br />

<strong>Force</strong> weapons and weapons systems.” For more information, visit the TPS website:<br />

5. <strong>Air</strong> <strong>Force</strong> officers and civilians eligible for TPS may volunteer for a joint <strong>Air</strong> <strong>Force</strong> Institute<br />

of Technology (AFIT) and USAF TPS program leading to an additional Master of Science in<br />

Aeronautical Engineering or Electrical Engineering. If selected, they will enter AFIT for a<br />

special program followed by entry into the regular USAF TPS curriculum 15 months later. AFIT<br />

graduate courses stress aircraft and systems analysis, design, and development. At USAF TPS,<br />

students will conduct a test management project using test aircraft, systems, and support facilities<br />

to gather essential flight test data for a thesis.<br />

6. The 48-week course consists of four closely related curricula: experimental test pilot;<br />

experimental test Combat Systems Officer (CSO); experimental test RPA pilot; and experimental<br />

flight test engineer. Note that the term CSO includes rated navigators, electronic warfare officers,<br />

and weapon system operators.<br />

7. There may be additional academic considerations. All eligible candidates are encouraged to<br />

8. Fighter and Multi-Engine pilot candidates will be required to participate in a Comprehensive<br />

Candidate Evaluation Program (CCEP) at the USAF TPS, <strong>Edwards</strong> AFB, CA (Para 3.3.3 and<br />

3.3.5 of the AFI).<br />

9. USAF TPS applications for the CY13 Selection Board should be saved/scanned as a single<br />

Adobe Acrobat file using maximum of 200 dpi. File names should follow the following format:<br />

“LastName_FirstName_TPS_CY13.pdf” Applications, including waivers, will be e-mailed to<br />

AFMCA3TPSApplication@WPAFB.AF.MIL. Due to change in agency responsibilities, DO


NOT mail applications to AFPC as described in AFI 99-107. Suspense for all applications is<br />

NLT 1600 EDT on 3 June 2013.<br />

The application will consist of the following documents scanned into a single pdf in the order<br />

indicated:<br />

a. AF Form 1711<br />

b. AF Forms 1712. At least one from immediate supervisor will be included with application<br />

c. Transcripts<br />

d. GRE scores (if applying for AFIT/USAF TPS program)<br />

e. Resume of flying experience (if applicable) per AFI 99-107 Attach 2.<br />

f. Copy of AF Form 942, Record of Evaluation (if applicable)<br />

g. Copies of all AF Forms 8, Certificate of <strong>Air</strong>crew Qualification (front/back) in order with most<br />

recent on top (if applicable)<br />

h. Flying history report from ARMS (if applicable)<br />

i. FTE applicants include a completed/certified/qualified FCIII physical, (DD Form 2808 and<br />

DD Form 2807-1 and where applicable AF Form 1042) all pages with certification page on top<br />

j. Civilian applicants will provide copies of all performance evaluations with most recent on top<br />

Requests for waivers to the eligibility requirements listed in AFI 99-107 will be submitted as a<br />

separate scanned/signed document with the rest of the application package. The request for a<br />

waiver will be written in the form of a memorandum addressed to HQ AFMC/A3F. The<br />

memorandum will state the eligibility requirement that requires a waiver and the rationale for<br />

requesting the waiver. Waiver requests will be saved/scanned as an Adobe Acrobat file using a<br />

maximum of 200 dpi. File names should follow the following format:<br />

“LastName_FirstName_TPS_CY13waiver.pdf” HQ AFMC/A3F is the approval authority for<br />

eligibility requirement waivers. Total flight time and aircraft commander time requirements will<br />

usually not be waived.<br />

10. All candidates must arrive with current physiological training that will not expire before<br />

completion of TPS training (to include centrifuge training for all pilots). This training is funded<br />

by the losing unit.<br />

11. All applicants must possess at least a SECRET clearance. SECRET clearances must be no<br />

older than five years from the projected TPS graduation date.<br />

12. Members who currently have a hard copy application on file must re-apply under the<br />

current application guidance and submit an electronic application no later than 3 June<br />

2013. All officers eligible in accordance with AFI 99-107 may apply. However, due to PCS<br />

policy and constraints, the board will only consider those applicants made available for<br />

reassignment who meet time-on-station (TOS) eligibility restrictions. Overseas long tour and<br />

CONUS applicants with fewer than 2 years TOS by class report date July 2014, will be reviewed<br />

on a case-by-case basis by HQ AFPC. Overseas short tour applicants will be expected to serve<br />

the entire short tour. AFPC will determine assignment availability prior to the board. It is very<br />

important that the applications include all required information and arrive on time. Applications<br />

received after the cut-off date will not be considered by the selection board.
