Sealed tenders are hereby invited from enlisted (B&R Branch)
contractors/agencies in M.C Jalandhar for the under mentioned works on behalf of
Commissioner.
The tender will be considered only if accompanied by earnest money in
shape of Demand Draft/ Bankers Cheque/ Deposit at call- receipt of any Scheduled Bank
duly pledged in favour of Corporation Engineer, M.C Jalandhar, payable at Jalandhar.
The earnest money will be @ 5% of the estimated cost. Cost of each tender form will
be Rs.500/- at Counter or can also be downloaded from Municipal Corporation Jalandhar
website: www.mcjalandhar.in and can be submitted with demand draft of Rs. 500/- as
tender form cost in favour of Corporation Engineer, Municipal Corporation Jalandhar.
Validity of tenders shall be four months.
If the tender’s day happens to be holiday the tenders will be issued/
received & opened on next subsequent working day. The following two conditions are
mandatory to be fulfilled by the Contractor/Agency:-
1. The bids will be submitted in three envelops viz. (a) Earnest money (b)
Technical bids and (c) Financial bid separately. Initially in first stage, first two
envelops will be opened and finally in stage two, the financial bid of the
successful bidder of stage one only will be opened. The Technical bid should
contain the detail of machinery with documents, experience and performance of
the firm whereas financial bid should contain rates only. The bids will be
scrutinized and monitored by a committee headed by the Joint Commissioner,
Municipal Corporation, Jalandhar.
2. Tenders can only be submitted by the Contractors/agencies having their own
following machinery:
(a) Fully computerized Hot Mix plant:- 1 no.
(b) Sensor paver:-
1 no.
(c) Vibrator roller:-
1 no.
The contractor/agency should have the above said machinery in their name
through ownership (with documentary proof of ownership). The corporation can
verify the same before finalizing the tenders. Any conditional tender, supported
with lease/ rent/hired machinery by the agency will not be considered.

SCHEDULE OF TENDERS:
Tender forms will be issued on 04.06.2010 at 9.00 Hrs to 14.00 Hrs and will be
received & opened on same day at 16.00 Hrs.

Terms & Conditions
1. Payments will be released only after receipt of IQAC reports.
2. The difference of bitumen rate (For group A & B) will only be applicable for
the works which will be executed within the stipulated time period as per NIT.
3. The Contractors/agencies will arrange for workers Insurance, Identity cards,
Rubber Gloves, Helmets & other safety equipments wherever required.
4. Income Tax/Sale Tax/Vat/Labour cess or any other tax if levied by Govt. will
be deducted from the bill.
5. The Contractor/agency will be responsible to follow/Maintain Labour Laws, P.F
act/rules & Income tax rules etc. as payable for the labour engaged for the work.
6. The Commissioner Municipal Corporation Jalandhar will be the sole Arbitrator
in case any dispute arises during / after execution of the work.
7. All legal proceedings with the contractor will be subject to the territorial
jurisdiction of Civil Courts at Jalandhar.
8. The estimated amount, quantities and scope of work can be increased or
decreased.
9. The Contractors/Agency should not be black listed from any department and an
affidavit/undertaking will be required to be submitted along with technical bid.
10. Rates will be quoted with pen/ball pen & it should be covered with Cello tape.
11. Contractors/agencies will have to quote their rates in percentage (minus or plus)
on C.S.R+ N.S.P as well as on N.S items. Conditional & Over writing tenders
shall be rejected.
12. Free of cost condition and other conditional rates which are not covered in the
scope of estimates shall not be considered & in such cases tender will be
straight way rejected.

statement worked out at the final stage.
15. The Contractors will not sub-let the contract to any other agency.
16. Tenders can only be submitted by the Contractors/agencies having their own
following machinery:

(b) Sensor paver:-

(c) Vibrator roller:-
1 no.
The contractor/agency should have the above said machinery in their name

17. The Contractor/ agency must have Vat No. as per Govt. rules.
18. Any tender can be rejected without assigning any reason by M.C.Jalandhar.
