The roles <strong>and</strong> responsibilities <strong>of</strong> st<strong>and</strong>ards <strong>and</strong> guidance <strong>of</strong>ficers<br />

St<strong>and</strong>ards <strong>and</strong> guidance <strong>of</strong>ficers have <strong>the</strong> duty to report allegations <strong>of</strong> breaches <strong>of</strong> <strong>the</strong> TS<br />

Act <strong>and</strong> DPP to <strong>the</strong> appropriate Authorised Person.<br />

Where a teacher is alleged to have committed a criminal <strong>of</strong>fence <strong>the</strong> st<strong>and</strong>ards <strong>and</strong><br />

guidance <strong>of</strong>ficer has a pr<strong>of</strong>essional responsibility to report <strong>the</strong> allegation to <strong>the</strong> police.<br />

The roles <strong>and</strong> responsibilities <strong>of</strong> <strong>the</strong> Authorised Person<br />

The Authorised Person has <strong>and</strong> may exercise all <strong>the</strong> powers (except those <strong>of</strong> appeals) <strong>of</strong><br />

<strong>the</strong> TSC in regards to teacher discipline. Their authority is delegated to <strong>the</strong>m by <strong>the</strong> TSC.<br />

They have <strong>the</strong> responsibility to ensure complaints about breaches <strong>of</strong> <strong>the</strong> TS Act are<br />

investigated <strong>and</strong> dealt with in accordance to <strong>the</strong>se Policy <strong>and</strong> Procedures.<br />

If <strong>the</strong> Authorised Person has a conflict <strong>of</strong> interest in relation to <strong>the</strong> complaint <strong>the</strong>y should<br />

immediately h<strong>and</strong> <strong>the</strong> case to ano<strong>the</strong>r Authorised Person.<br />

Investigations<br />

The Authorised Person may appoint a suitable independent investigator in consultation<br />

with <strong>the</strong> Adviser or TSC.<br />

The appointed investigator must have -<br />

• A working underst<strong>and</strong>ing <strong>of</strong> <strong>the</strong> TS Act <strong>and</strong> <strong>the</strong> Education Act.<br />

• A detailed underst<strong>and</strong>ing <strong>of</strong> <strong>the</strong> DPP<br />

• A detailed underst<strong>and</strong>ing <strong>of</strong> <strong>the</strong> PNGTA Code <strong>of</strong> Ethics.<br />

• A basic underst<strong>and</strong>ing <strong>of</strong> <strong>the</strong> criminal code <strong>and</strong> summary <strong>of</strong>fences<br />

• A basic underst<strong>and</strong>ing <strong>of</strong> investigation skills such as interviewing, critical analysis<br />

<strong>and</strong> report writing<br />

• No conflict <strong>of</strong> interest<br />

The Authorised Person has <strong>the</strong> responsibility <strong>of</strong> charging a teacher <strong>and</strong> may suspend a<br />

teacher if necessary. The charge <strong>and</strong> <strong>the</strong> investigation report must be sent immediately to<br />

<strong>the</strong> teacher <strong>and</strong> to ei<strong>the</strong>r <strong>the</strong> Adviser/Departmental Head (<strong>for</strong> minor <strong>of</strong>fences) or <strong>the</strong><br />

appropriate Disciplinary Committee (<strong>for</strong> serious <strong>of</strong>fences).<br />

Where a teacher is alleged to have committed a criminal <strong>of</strong>fence <strong>the</strong> Authorised Person<br />

has a pr<strong>of</strong>essional responsibility to report <strong>the</strong> allegation to <strong>the</strong> local police.<br />
