into the WTO in 2001 now is nearing completion, and the flow of<br />

funds from Japan has substantially slowed. 182 Nonetheless, Japan<br />

ranked as <strong>China</strong>’s third largest investor in 2006.<br />

four concerns regarding Japan’s relationship with <strong>China</strong> when<br />
