• A review on how the National Council
delivers its services to its members will be
conducted. The intention is that we can
learn from each other how best to serve
our International Membership in
determining what is successful in
creating membership growth,
membership retention, and the extent
and depth of our professional
qualification programmes
(b) Membership and Education
(M&E)
3-tier professional qualification
structure
A meeting of the M&E Committee and
a workshop on Professional
Development was held on 7 November
to discuss important issues. One of
them is the agreement to develop the
standards for the Advanced Diploma
programme. CILT HK took pride in its
quality programmes and found itself
most pleased in helping CILT
International in this aspect and
completing the long awaited 3-tier
professional qualification structure for
CILT International. M&E recommended
that the names of the 3-tier
programmes should be:
(i) CILT certificate in logistics and
transport;
(ii) CILT Diploma in logistics and
transport; and
(iii) CILT Advanced Diploma in logistics
and transport.
Satisfactory completion of (i) and (ii) will
lead to a MILT and (iii) will lead to a
CMILT.
With the completion of the standards
for the 3-tier programmes, CILT
International will have its previous
Professional Qualifying Examinations
restored to provide both logistics and
transport elements in the new
qualification framework.
Criteria and process for MILT
The M&E Committee recommended
and the Council agreed to reduce the
work experience requirement from
3 to 2 years for holders of an
accredited degree to achieve MILT
status.
Review of Fellowship
There was a thorough examination on
the current Fellowship granting
arrangement both for membership
upgrade and for direct entry. There
was a general consensus that
Fellowships should be granted
sparingly and perhaps should not
exceed 10% of the total
membership. There may not need
to be a direct link between holding
a CMILT and becoming a Fellow but
direct entry should be given lesser
priority. It was important that the
person awarded a Fellowship
should already be contributing to
the interest of the Institute prior to
nomination and there should not
be any doubt to in his/her
contribution to the industry. There was
a new emphasis that the person
should take the lead in continuing
professional development (CPD).
However, the routes for fellowship by
direct entry needs further review and
National Councils were invited to
submit their views to CILT International
by end January 2005.
CPD and additional designation
At the Interim Management Committee
meeting held in Hong Kong in July
2004, an idea for an international
specialist was raised to give recognition
to chartered members who are experts
in certain fields. The Council approved
in principle that the scheme should be
pursued in connection with CPD and
the Management Committee will
consider how to pursue this and
develop an action plan. It was
emphasized that the additional
designation is not a new level of
membership and would not undermine
chartered membership but would
instead promote professional
development. The Management
Committee was charged with
developing a proposal for
implementation.
CILT Education, Training and
Professional Development Review
9 countries have responded to an
earlier questionnaire issued by the
Director of Professional Development.
The result showed that some
countries have a more developed
education/professional framework
than others. Actions that required
immediate rectification include
granting mutual recognition to CILT
qualifications among countries and
providing standards on the diplomas
to complete the professional
qualification framework.
Accreditation of university
programmes and training providers
was a common practice and a copy of
the accreditation manual was
considered at the Council Meeting.
Transport and Logistics Award 2004
Guiding Principles
HIT does much more than simply lift
containers. We are continually faced with
several challenges: How do we compete by
offering differentiated and superior
service How do we develop responsibly
within our community and the
environment How do we maximize and
innovate under limited resources How do
we replicate globally To achieve these
goals, we believe nothing is more
important than organizing ourselves
around a few simple, time-tested, and
actionable principles:
1)Innovate relentlessly in everything we do
2)Lead the industry with the best services
3)Minimize our footprint in the
environment
4)Hire and train the best people to spread
these principles globally
Changing with the times
Back in 1995, the market growth of our
industry was 13.6 percent. HIT was faced
with a dilemma of the need to innovate or
face the consequences. Lacking the land
needed to expand operations, HIT had to
sharpen its competitiveness to preserve its
market share. Recognizing the importance
of self-preservation and the strategic
significance of the container terminal sector
to the livelihood of hundreds of thousands
of people in Hong Kong, we decided to
re-invent our core terminal operating system.
The result of this effort was the Productivity
Plus Program (3P). 3P embedded
unprecedented intelligence into our daily
operations and created additional capacity
without using additional land. HIT
invested over HK$ 1.5 billion implementing
this mission-critical system and was
recognized with the Computerworld
Smithsonian Award in 1997. Determined
not to rest on our laurels, we continue to
strive for excellence in everything we do.
Innovate and Grow Without
Sacrificing the Environment
3P is the Green innovation platform for HIT
• HIT is the world's first terminal to operate
electric Rail Mounted Gantry Cranes
• HIT is the first operator to stack
containers six high. Using sophisticated
operations research and planning
algorithms, we successfully reduced
unproductive shuffling of containers.
We pioneered contactless swipe Tractor
Identification (TID) Cards to speed up
container processing and to eliminate
traffic congestion in Kwai Chung.
• We deployed the internal truck
deployment system, ITDS, and computer
simulation to optimize the truck
scheduling and thus their utilization.
• Further reducing the impact of traffic on
local roadways, we installed specialized
rail-mounted jib cranes to encourage
river barges to bring cargo to HIT.
HIT has also provided an exceptional level of
service for our customers. The most
important indicators for our customers, the
gross quay crane rate and vessel turnaround
time, have improved by 45% and 30%
respectively. This level of productivity has
enabled us to launch new services previously
impossible. HIT is able to simultaneously
provide direct ship-to-ship container
transfer service across more than five vessels
for the same customer. According
to shipping line executives, HIT
is considered a 'catch-up'
port, enabling shipping
lines to make up lost time
in a highly time-sensitive
industry.
Promoting the
Knowledge-based
economy
HIT also is a considerable
force in the growth of
Hong Kong's local
knowledge-based
Presentation of The TLA Award 2004 (from left to right):
Mr. Kenneth Ying - Executive Director of Honghong
International Terminals, Dr. Dorothy T.F. Chan - Vice
President of CILT International , Mr. K Y Leung -
President of CILT HK
economy. In developing HIT's cutting-edge
terminal management system, it was HIT
scientists who wrote the algorithms and
mathematical formulae, with highly-trained
HIT engineers who supported the project
through hardware integration and
implementation. Whether using satellites to
manage the inventory of containers at the
terminal or uniting the local industry with
applications such as the Truckers
Identification (TID) cards, HIT produces worldclass
solutions. The solutions and systems
developed by HIT are exported to HPH ports
in over 17 countries around the globe.
To ensure we continue to grow, HIT actively
encourages our in-house development
teams to take on the new challenges. This
culture of continual improvement has been
a key driving force behind the company's
expansion worldwide.
Back To Our Roots
Hong Kong is the place we call home. In
addition to grooming the industry's future
leaders, we also are mindful of our social
commitment. Whether throwing our
support behind Community Chest or
promoting local education initiatives
through our Dock Schools, we strive to
improve on the livelihood of fellow
residents of Hong Kong.
As the company pushes the frontiers
further and further, we constantly remind
ourselves of the strong, irreplaceable Hong
Kong heritage which has helped build the
company.
Collectively and individually, We move the
World.

Ma On Shan Railway
In October, a seminar was held on the topic
of the "Ma On Shan Railway". The Speaker
was Ir. Tam Yau Kay, Thomas, Project
Manager of the Ma On Shan Rail for
Kowloon-Canton Railway Corporation.
Ma On Shan Railway will be the fourth
operational line of the Kowloon-Canton
Railway Corporation. Upon opening, this
line will serve the growing population of
684,000 in its catchment area of Shatin
and Ma On Shan. Through providing a
Site visit of the Ma On Shan Rail
safe, fast and reliable service to link
Ma On Shan to the existing East
Rail network, this railway is
expected to generate over 200,
000 interchanging passengers at
Tai Wai each day, rising to more
than 300,000 in 2011. Provisions
have been made to allow the
railway to extend further south to
connect the new strategic railway
corridor, Shatin Central Link. This
railway will not only serve the
communities in Shatin and Ma On Shan
but will be part of the environmentally
friendly transport to tackle the
deteriorating air quality in Hong Kong. The
seminar was a success with over 20
participants.
A site visit was organized following the
seminar on the topic of the "Ma On Shan
Rail" and it was once again a great
opportunity for our members to gain
Seminar delivered by Ir. Tam Yau Kay, Thomas, Project Manager of
Visit to MTR Control Centre,
15 October 2004
Thank of the support from the MTR Corporation, the first event
of the YMC was successfully held as a firm visit to the MTR
operation control centre located in Tsing Yi.
35 participants from various tertiary institutes joined this first
event. During the visit, MTR provided a seminar room, where our
participants appreciated a short movie which digested the past
development and future plans of the company.
We were also given a chance to view the operations of the
control centre and simulation system of the MTR - a system which
overviews and controls all the activities of train operations of the
whole MTR network. Detailed explanations were been given by
an MTR representative which allowed our participants to
appreciate the details of the
control system's operational
issues as well as the managing
philosophy behind it.
Seminar on 'What will you be after 10 years',
26 October 2004
YMC's first seminar was successfully held on 26th October 2004.
We were glad to invite Mr. C.K. Lam, our advisor on the Young
Members Committee, who is also the Quality Assurance Services
Manager of Cathay Pacific Airways Limited to be our honorable
speaker at this event
More than 30 participants joined this seminar. Throughout the talk,
Mr. C.K. Lam shared his acquaintance and experience with our
young members on how to plan their own careers, methods to
achieve goals, techniques to strike for the best and how to deal
with difficult situations. Active responses from the ground has
shown that the seminar was attractive and meaningful.
We are please to see that this seminar can really provide our
young members with a chance to learn from highly experienced
professionals in the local transport field. We will continue to hold
this kind of event
which directs us to
the goal of
promoting and
cultivating young
professionals for
the local logistics
industry.

Visit to the fresh food Distribution Centre of Park N' Shop,
13 November 2004
We would like to thank Part N' Shop for
giving us a chance to visit their fresh food
distribution centre in Sheung Shui. On the
morning of 13th November, 2004, about 40
student members of the Institute gathered at
Park N' Shop's fresh food distribution centre
to see how the warehouse is set up and its
internal facilities.
Before visiting the hardware infrastructure,
we were accommodated in the conference
room of the warehouse, where
representatives of Part N' Shop explained the
company's development and current
operational strategy. After the briefing, we
were coached by the senior managements of
the distribution centre to view various
operation units inside the centre including
meat processing, packaging machine, food
processing and frozen food storage.
The visit was meaningful to our participants
by allowing us to appreciate the
complicated logistics system involved in a
local retail industry and also the dynamic
logistics strategy employed by Park N' Shop,
which raised the interest of our participants
to join the logistics industry after
graduation
