Introduction<br />

1. Personnel who are eligible for a Leisure Amenities Fund (LAF) Pass are entitled to use the<br />

<strong>Naval</strong> <strong>Base</strong> <strong>Sport</strong>ing facilities. These include a number of Cardio Vascular (CV), Spinning and<br />

Functional Strength Training areas, Outdoor Tennis Courts, Squash Courts(Sailloft) and all Fitness<br />

classes in HMS NELSON gymnasium, the Water-front gymnasium (situated within the Sail Loft<br />

building) and 1710 Sqn gymnasium (situated within Unicorn Building) and a discount to the<br />

<strong>Portsmouth</strong> Tennis Academy Indoor Courts.<br />

Aim<br />

2. The aim of this <strong>PNBTM</strong> is to clarify the rules and regulations governing the use of the <strong>Naval</strong><br />

<strong>Base</strong> sports facilities by families of serving Service Personnel in HMNB <strong>Portsmouth</strong>, ex-Service<br />

personnel, MOD and BAE employees.<br />

Eligibility<br />

3. To be eligible to apply for a LAF Pass applicants must already be in possession of a<br />

<strong>Naval</strong> <strong>Base</strong> entry permit or RN Families ID Card. Service Children between 16 – 18 MUST<br />

hold their own pass. Children below the age of 16 are not eligible. Once in possession of a<br />

LAF Pass, holders may use the recreation facilities detailed below and partake in<br />

Departmental Team Building <strong>Sport</strong> at their Line Manager’s discretion. A LAF Pass does not<br />

permit free entry to the 'Try an Activity' or 'Grass Roots Activities' programmes organised by<br />

the PT Staff.<br />

Facilities and Opening Times<br />

4. The following recreational facilities are available for use:<br />

a. HMS NELSON Gymnasium:<br />

Mon - Thu (0700 - 2000)<br />

Fri (0700 - 1500)<br />

- 2 x Indoor <strong>Sport</strong>s Hall.<br />

- 1 x Boxing Gymnasium.<br />

- 2 x Squash Courts (Wardroom).<br />

- 1 x Sauna.<br />

- 2 x Functional Strength Areas.<br />

- 1 x CV Fitness Suite & Spin-fit Suite.<br />

- 5 xTennis Courts (USSG)/2 Tennis Courts (Wardroom).<br />

Category and Cost of Passes<br />

5. For administrative purposes, a 2-tier pass system will be operated. The priority and annual<br />

charge for each are as follows:<br />

a. Pass A - £40 - Ex-Service and Families of Serving Personnel.<br />

b. Pass B - £60 - MOD Employees, Contractors & Miscellaneous Pass for long-term<br />

Contractors who work within the <strong>Naval</strong> <strong>Base</strong>.<br />

6. All passes expire on 1 July. Access is not allowed to any facility without being in possession of<br />

an in date pass. Passes applied for after this date, the following charges apply:<br />

Administration<br />

7. Payment. Payment is to be made to the LAF, HMS NELSON and should accompany a<br />

completed application form which can be found at Annex A. Passes required for less than 12 month<br />

periods will be charged at a concessionary rate dependant on the date of application. These charges<br />

are in line with other <strong>Naval</strong> Establishments and represent good value for money when compared with<br />

the membership costs of private and commercial gymnasiums.<br />

8. Security. A LAF Pass does not entitle the holders to sign guests into the facilities. If a pass<br />

is lost, HMNB Security Office (02392 723419) is to be informed immediately and a new application<br />

form completed thereafter.<br />

9. Insurance. HMS NELSON LAF has its own Public Liability Insurance and basic personal<br />

accident cover; the premiums for which are partly paid from the money received from LAF Passes.<br />

It is therefore mandatory for all civilian personnel to have a valid LAF Pass in order to have public<br />

liability insurance cover. Personal accident insurance is highly recommended.<br />

10. Applications. Eligible personnel wishing to apply for a HMS NELSON/HMNB <strong>Portsmouth</strong><br />

‘LAF Pass’ are to complete the application form, medical questionnaire and induction form at Annexes<br />

A, B and C, returning the same to the LAF Office, Ground Floor Neptune Building, together with full<br />

payment and 2 passport sized photographs.<br />

11. Control of Users. It is emphasised that Service Personnel will have priority for the use of<br />

facilities. During periods of high demand, lower priority users may be turned away.<br />

12. Induction Courses. It is a health and safety requirement and therefore compulsory that all<br />

successful applicants attend an induction brief prior to the issue of a new pass. Induction briefs<br />

take place as follows:<br />

a. Mon at 1715 in NELSON Gym.<br />

b. Tue and Thu at 0815 in NELSON Gym.<br />

c. Mon and Wed at 0900 in the Water Front gym.<br />

<strong>13</strong>. LAF passes may be suspended or revoked due to misuse of facilities or equipment, failing to<br />

adhere to Gym rules or intolerable behavior toward other Gym users or Staff. Gym users are subject<br />

to spot checks and are required to carry their LAF passes at all times. Failure to produce a valid in<br />

date pass will result in that individual being asked to leave the facility and Line Managers being<br />

informed.<br />
