As per the directions of Hon’ble A.P.A.T., issued in various O.As., the
department has finalised the revision of dates of regularization of Inspectors of
Sericulture and issued orders vide Proceedings 2 nd cited communicating the final Zonewise
and State-wide combined seniority list of all Inspectors of sericulture (now
redesignated as Sericulture Officer) who were appointed by direct recruitment or
promotion in terms of the Service Rules issued vide G.O. 1 st cited.
During the year 1990 the Government have issued orders framing new set
of A.P.Sericulture Subordinate Service Special Rules vide G.Os. 3 rd cited read with
G.O.4 th cited.
Subsequently, in the year 1998 the Government have issued A.P.State
Sericulture Service Special Rules vide G.O.5 th cited. The Government have included the
post of Sericulture Officer in the State Sericulture Service Spl.Rules by declaring the
post as Gazetted duly deleting the same from A.P.Sericulture Subordinate Service Rules
issued vide G.O. 3 rd and 4 th cited.
Certain appointments/promotions were made to the cadre of Sericulture
Officer in terms of said new set of service Rules issued vide G.O.Ms.No.4, Housing (S)
Department, dt.13/11/1990 read with G.O.Ms.No.13, Housing (S) Dept., dt.28/1/1991
and also as per G.O.Ms.No.41, Agri. & Coop. (Seri) Department, dt.17/3/1998.
The services of all such Sericulture Officers who were eligible to hold the
post as per the Service Rules were already regularized and orders were communicated
to the individuals concerned.
As per the dates of regularisations, each zone-wise seniority lists are
appended to this memo. as Annexure-I to Annexure-VI respectively. Each zone-wise
Annexure consists of Part-I and Part-II. The Part-I of the annexure consists seniority list
of Sericulture Officers whose services were already regularised and final seniority fixed
vide Commissioner of Sericulture Proceedings 2 nd cited. Part-II of each Annexure
consist provisional seniority list of the Sericulture Officers who were appointed after
13/11/1990, as per their dates of commencement in the cadre.

Further a combined provisional State-wide seniority list is also appended
to this memo as Annexure-VII which includes all Sericulture Officers whose seniority was
already finalised as well as the Sericulture Officers who were appointed after
13/11/1990, as per their dates of commencement in the cadre.
The Provisional list shown under Part-II in each Annexure is prepared
based on the following:-
1) The seniority of individuals who were promoted or appointed either by direct
recruitment after 13/11/1990 is fixed as per Rule-33(a) of A.P.State &
Subordinate Service Rules, 1996.
2) The inter-se-seniority of individuals recruited or promoted in a batch in a
particular zone has been fixed in accordance with Rule-33(b) of A.P.State and
Sub-ordinate Service Rules, 1996.
3) Certain individuals who were conditionally promoted as Sericulture Officer
during the year 1991 have passed the Sericulture Dept. Test Part-II after their
promotion and made themselves qualified to hold the post. Their services
were already regularized in the year 2005 from the actual date of their
possessing requisite qualifications as per service rules. Hence, their seniority
is fixed as per their dates of commencement in the cadre.
4) As per the orders of Hon’ble A.P.A.T., in various O.As., notional date of
commencement of 15/3/1991 was assigned to certain individuals and their
services were regularized accordingly. Their seniority is fixed as per their
notional dates of commencement.
5) In the proceedings 2 nd cited the services of certain Sericulture Officers who
were appointed in terms of the Service Rules issued in G.O. 1 st cited (i.e.,
G.O.Ms.No.578) was fixed from a later date to 13/11/1990 due to various
reasons such as late passing of tests etc., Their names are shown in the
present provisional combined State-wide seniority list as per their dates of
commencement already finalised vide proceedings 2 nd cited at appropriate
place.
Further it is to inform that
a) during the years 2007 and 2008 certain Sericulture Officers working in various
zones were transferred by the Government to their local cadres under
implementation of Presidential Order and G.O.Ms.No.610 Genl. Admn. (SPF-A)
Dept.Dt.30-12-1985. While transferring the individuals, the Government have
ordered for protecting of their seniority in the cadre. Accordingly, the names of
those Sericulture Officer are shown in their respective zones to which they were
transferred duly protecting their seniority in the cadre.
b) Sri G. Sambob, Sericulture Officer (Zone-I) and Sri S. Venkataramana,
Sericulture Officer (Zone-IV) were transferred to Zone-II and Zone-III respectively
by the Government under implementation of Presidential Order and G.O. 610.
However, they are presently being continued in Zone-I and Zone-IV as per the
interim orders granted by the Hon’ble Tribunal. However, their seniority as was
fixed vide proceedings 2 nd cited holds good as per the orders of Government but

their status of local cadre is subject to outcome of O.As., filed by them. Their
present status is shown as Zone-I and Zone-IV respectively.
c) The seniority of the Sericulture Officers who are transferred under spouse cases,
on request or for any other reason by the Government from one zone to other
zone, their seniority is fixed from the date of their joining in the later zone to which
they were transferred, which implies that their seniority will not be protected, and
will under go change.
While preparing the seniority lists the names of those Sericulture Officers,
who are either promoted/expired/retired has been deleted and only the names of serving
Sericulture Officers are shown.
All the Sericulture Officers who were appointed after issue of new set of
service rules on 13/11/1990 are instructed to go through the dates mentioned against
their names and also the ranking provisionally assigned and communicated herewith. If
they have any claims/objections on the provisional seniority list, they shall submit their
claims/objections to reach this office on or before 15/02/2010.
The Sericulture Officers whose services were already regularized and final
seniority was fixed vide Commissioner’s proceedings 2 nd cited and shown under Part-I of
the Annexures-I to VI are informed that no claims or objections from them will be
entertained as their dates of regularization and seniority was already finalised and was
upheld by Hon’ble A.P.A.T., and also by Hon’ble High Court of A.P.
If no representation is received by 15/02/2010 it will be construed that
they have no objections to prefer against the seniority assigned to them in the cadre and
the seniority will be finalized basing on the particulars mentioned against their names in
the Annexure.
