establishment period. For the office to be effective all member states have to adopt standard<br />

rules based on New Zealand legislation. Intended member states are Tonga, Samoa,<br />

Vanuatu, Kiribati, Solomon Islands, Fiji and Papua New Guinea. Only Kiribati, Samoa,<br />

Tonga and Vanuatu are currently signatories. BoxA.11 contains a description of regional air<br />

regulation in the Eastern Caribbean States.<br />

BoxA.11 : Regional Air Regulation in the Organization of Eastern Caribbean States<br />

<strong>The</strong> Directorate of Civil Aviation (the Directorate) is based in St Johns Antigua. It was<br />

established in 1957 to facilitate a collective and uniform approach to Civil Aviation matters<br />

affecting the then Windward and Leeward Islands, now known as the Organization of<br />

Eastern Caribbean States (OECS). <strong>The</strong> West Indies Associate States (WIAS) Council of<br />

Ministers is responsible for the administration of the organization.<br />

<strong>The</strong> Directorate’s objectives are to:<br />

Develop and maintain a safe Civil Aviation environment for OECS Governments, air<br />

carriers, operating flight crew and traveling public<br />

Develop a safe, efficient and modernized Civil Aviation infrastructure in the OECS<br />

Assist in the development of tourism in the OECS by providing sound technical advice<br />

to the Air Transport Licensing Boards of all the participating governments in the<br />

advancement of air transport in their respective territories<br />

Maintain a high quality of telecommunications and air navigation facilities at OECS<br />

airports<br />

Provide safety oversight through a system of inspecting, investigating, maintaining,<br />

monitoring, coordinating, licensing and regulating all Civil Aviation activities in the<br />

OECS in accordance with the applicable ICAO annexes and Civil Aviation Legislation.<br />

<strong>The</strong> diagram below shows the Directorate’s organizational structure:<br />

<strong>The</strong> Directorate operates under the directive of the OECS Civil Aviation regulatory Board,<br />

comprised of OECS Ministers responsible for Civil Aviation. This body sets aviation policy<br />

and reviews Aviation laws and regulations within the OECS.<br />

<strong>The</strong> Director of Civil Aviation is a Chief Executive Officer who reports to the Aviation<br />

Board. He is responsible for the day to day operations of the Directorate and advises the<br />

Board on Air Fares, rates, Air Services Agreements, Air Transport and Environmental<br />

Protection. He is assisted by the Managers of the Flight Safety, Air Navigation Services and<br />

Finance and Administrative Division Managers. <strong>The</strong>se divisions are each staffed by officers<br />

and Technical Specialists.<br />
