Cost recovery is an important indicator for water utilities. <strong>The</strong> higher the cost recovery ratio<br />

Figure A.22 shows the cost recovery ratios for four <strong>Pacific</strong> countries based on an ADB<br />

evaluation in 2003. Most notable is Vanuatu’s UNELCO and the Papua New Guinea Water<br />

Board (PNGWB), which have managed to achieve a total cost recovery of over 100%<br />
