Efficiency<br />
Figure A12 shows staff productivity levels for <strong>Pacific</strong> and comparator countries. Electricity<br />
utility labor productivity levels in <strong>Pacific</strong> countries are poor compared to other utilities of<br />
similar size and level of performance, such as Dominica and Grenada. This can be improved,<br />
as the Fiji Electricity Authority (FEA) has shown in the last three years. FEA’s experience is<br />
described in Box A.6 below.<br />
