The <strong>Henderson</strong> <strong>County</strong> <strong>Board</strong> <strong>of</strong> <strong>Public</strong> <strong>Education</strong> met in regular business session on May 14, 2012, in<br />

the <strong>Board</strong>room <strong>of</strong> the Administrative Offices located at 414 Fourth Avenue West, <strong>Henderson</strong>ville, N.C.<br />

CALL-TO-ORDER AND PLEDGE OF ALLEGIANCE<br />

Chairperson Ervin Bazzle called the meeting to order at 6:00 p.m. and requested that everyone present<br />

stand as the colors were posted by the North <strong>Henderson</strong> High School Air Force Junior ROTC honor<br />

guard. Mr. Bazzle led those in attendance in the pledge <strong>of</strong> allegiance to the American flag. He thanked<br />

the AFJROTC unit under the direction <strong>of</strong> Colonel James Grigsby and MSgt. Doug Draper for<br />

participating in the meeting.<br />

AGENDA APPROVAL<br />

Mrs. Corn moved that the agenda be approved as presented. Seconded by Mr. Wood. (Unanimously<br />

approved.)<br />

RECOGNITIONS<br />

Superintendent David L. Jones invited the following principals to come forward from the audience to<br />

recognize students and staff members for recent achievements: Mr. Dean Jones (West <strong>Henderson</strong> High),<br />

Mr. Bobby Wilkins (<strong>Henderson</strong>ville High), Ms. Shannon Marlowe (<strong>Henderson</strong>ville Elementary), Mr.<br />

Matthew Gruebmeyer (East <strong>Henderson</strong> High), Mr. Bill Reedy (Rugby Middle), Mr. John Bryant (Glenn<br />

C. Marlow Elementary), Mrs. Kelly Sch<strong>of</strong>ield (Dana Elementary), and Mrs. Sallie Carr (Sugarloaf<br />

Elementary).<br />

Principal Dean Jones recognized Tyler Bice, a WHHS senior, and Emily Stanley (in absentia), a HHS<br />

senior, for both having been named 2012 National Merit Finalists. He also recognized Sieara Bishop, a<br />

WHHS senior, as the winner <strong>of</strong> a 2012 National Merit Special Scholarship; more specifically, the<br />

Calmer L. Johnson/John W. Leslie ITW Scholarship administered by the National Merit® Scholarship<br />

Corporation.<br />

Principal Bobby Wilkins recognized Andrew Wells, a HHS senior, upon winning a National Merit®<br />

$2,500 Scholarship.<br />

Principal Shannon Marlowe recognized <strong>Henderson</strong>ville Elementary students Cooper Mertens and<br />

Maggie Rollins upon winning second place, and Josh Morrow honorable mention, in the NCCTM<br />

Western Region Math Fair held at Appalachian State University.<br />

Principal Matthew Gruebmeyer recognized Joreeca Dinnall, an EHHS senior, upon being named the<br />

2012 North Carolina Youth <strong>of</strong> the Year for the Boys and Girls Club.<br />

Principal Jones recognized the following students upon being selected to attend the Governor's School<br />

East on the campus <strong>of</strong> Meredith College in Raleigh: Ada Morava and Jordan Tripp (East <strong>Henderson</strong><br />

High); and Zoe Holmes and Andrew Legg (<strong>Henderson</strong>ville High). Mr. Jones recognized the following<br />

students upon being selected to attend the Governor's School West on the campus <strong>of</strong> Salem College in<br />

Winston-Salem: Sarah Boyette and Monique LaBorde (<strong>Henderson</strong>ville High); and Mallory Carnes and<br />

Zachary Younger (West <strong>Henderson</strong> High).<br />

Dr. Helen Owen, Director <strong>of</strong> Career-Technical <strong>Education</strong> Programs, along with Mr. Mike Harvey, adult<br />

sponsor from the Borg Warner Corporation, recognized the following student members <strong>of</strong> Robotics<br />

Team #1225, "The Gorillas;" namely, Jaylen Edwards and Kyle Sparger (East <strong>Henderson</strong> High); Haley<br />

Brazell, Bethany Cook, Rebecca Donovan, Billy Freeman, Matthew Gillette, Alex Hardison, and J. T.<br />

Jones (<strong>Henderson</strong> <strong>County</strong> Early College High School); Ally Benson, Ti Benson, Zach Fearnside, Reid<br />

Gudger, Jordan Muniz, Marshall Murphy, Mitchell Murphy, and Amelia Ward (<strong>Henderson</strong>ville High);<br />

Justin Uy-Camp (North <strong>Henderson</strong> High); and Ashley Heywood, Patrick Jennings, Reid Marsh, Jay<br />

Popkin, Brianna Stallings, and Jessie Stallings (West <strong>Henderson</strong> High). Dr. Owen reported that during<br />

the Robotics competition the team was awarded the Creativity Award, sponsored by Zerox. Dr. Owen<br />

cited the support <strong>of</strong> the BorgWarner Company and the J. C. Penney Company.<br />

North <strong>Henderson</strong> High Assistant Principal Jason Joyce and East <strong>Henderson</strong> High Principal Matthew<br />

Gruebmeyer announced that the Air Force Junior ROTC unit in each <strong>of</strong> their respective schools had each<br />

been named a Distinguished Unit with Merit for the 2011-2012 school year. Mr. Joyce noted that the<br />

North <strong>Henderson</strong> High unit was under the direction <strong>of</strong> Lt. Col. James Grigsby and MSgt. Doug Draper,<br />

while Mr. Gruebmeyer noted that the East <strong>Henderson</strong> High unit was under the direction <strong>of</strong> Lt. Col. Rod<br />

Clark and MSgt. Michael Jensen. Mr. Gruebmeyer also reported that MSgt. Jensen was selected by the<br />

Air Force as an Outstanding Instructor with Merit.<br />

Principal Bill Reedy reported that Rugby Middle School won Second Place during the Science<br />

Olympiad Contest held at the University <strong>of</strong> North Carolina at Asheville. Mr. Reedy recognized students<br />

Rachel Stertzbach and Sarah Stertzbach upon receiving First Place Towers and Second Place Road<br />

Scholar awards; and Hannah Grace Lemacks and Alexis Morse upon receiving First Place Rocks and<br />

Minerals awards.<br />

Principal Bobby Wilkins recognized HHS student Scott Ashcraft upon having been selected to the North<br />

Carolina All State Honors Band for the sixth consecutive year. Mr. Wilkins reported that the trombonist<br />

was the only band student from <strong>Henderson</strong> <strong>County</strong> selected in 2012 for the All State Band.<br />

Mr. Wilkins also recognized the HHS Symphonic Band and Director Fran Shelton, upon the band<br />

earning a Superior rating during the National Invitational Band and Orchestra Festival at the Festival <strong>of</strong><br />

Gold in Cosa Mesa, California. Band members recognized: Nicholas Stoker, Hailey Kater, Zachary<br />

Fearnside, and Kelly Jackson (Flute); Alex Cantwell (Clarinet); Kevin Foster (Bass Clarinet); Heather<br />

Eddy (Tenor Sax); John Jackson (Baritone Sax); Peter Lampley (Horn); Melissa Moss, Adam Howell,<br />

and Seth Alexander (Trumpet); Scott Ashcraft and Brice Molton (Trombone); Alston Rikard (Baritone);<br />

and Cavon Scott (Percussion).<br />

Principal John Bryant provided a brief overview <strong>of</strong> the Kenan Fellows Program, inclusive <strong>of</strong> noting that<br />

it was an initiative <strong>of</strong> the Kenan Institute for Engineering, Technology & Science at North Carolina<br />

State University, promoting teacher leadership, addressing teacher retention, and advancing K-12<br />

science, technology, engineering, and mathematics education. Principal Kelly Sch<strong>of</strong>ield recognized the<br />

following teachers who had been named Kenan Fellows: Ms. Annie Jones (Dana Elementary) and Ms.<br />

Cara Vaughn (Glenn C. Marlow Elementary).<br />

Principal Sallie Carr recognized Ms. Julie Conn, a K-5 Sugarloaf Elementary Exceptional Children's<br />

teacher, upon being selected by the Micros<strong>of</strong>t Corporation as one <strong>of</strong> 44 educators from 15 states to<br />

showcase the innovative ways each is using technology in and beyond the classroom at the Micros<strong>of</strong>t<br />

Partners in Learning 2012 U. S. Forum in Redmond, Washington July 31 - August 1, 2012.<br />

<strong>Board</strong> Member Lisa Edwards presented framed certificates to those recognized.<br />

PROGRAM HIGHLIGHT - (HENDERSON COUNTY EDUCATION FOUNDATION)<br />

Dr. Don Jones, Executive Director <strong>of</strong> the <strong>Henderson</strong> <strong>County</strong> <strong>Education</strong> Foundation, addressed the <strong>Board</strong><br />

providing a PowerPoint overview, prepared by HCEF <strong>Board</strong> <strong>of</strong> Directors President Dr. Wendy Edney,<br />

<strong>of</strong> Foundation highlights. He noted or cited the following:<br />

The <strong>Henderson</strong> <strong>County</strong> <strong>Education</strong> Foundation, a 501 (c) (3) corporation, was originally formed in 1989<br />

through the efforts <strong>of</strong> former <strong>Board</strong> Attorney Kenneth R. Youngblood; former Chairman <strong>of</strong> the<br />

<strong>Henderson</strong> <strong>County</strong> <strong>Board</strong> <strong>of</strong> <strong>Education</strong>, Hardy R. Caldwell, Sr. (deceased); former Vice Chairman <strong>of</strong> the<br />

<strong>Henderson</strong> <strong>County</strong> <strong>Board</strong> <strong>of</strong> <strong>Education</strong>, Virginia Drake (deceased); former Superintendent <strong>of</strong> the<br />

<strong>Henderson</strong> <strong>County</strong> Schools, Glenn C. Marlow (1970-1990) (deceased); former Assistant Superintendent<br />

<strong>of</strong> Curriculum for <strong>Henderson</strong> <strong>County</strong> Schools/<strong>Henderson</strong> <strong>County</strong> <strong>Public</strong> Schools, Dr. Amy Pace; former<br />

Principal <strong>of</strong> Balfour Elementary School, Mr. Corum Smith; and Mr. Ted Bullington original property<br />

owner (deceased) <strong>of</strong> the Bullington Horticultural <strong>Education</strong> Center (a.k.a. Bullington Center).<br />

Mission - To enhance the quality <strong>of</strong> life in <strong>Henderson</strong> <strong>County</strong> by enriching the education <strong>of</strong> students,<br />

teachers and the community.<br />

Funds and Grants - Special Fund for Children, Creative Teaching Grants, Endowment Fund, Mini-<br />

Grants, 75 Scholarships totaling over $86,000. The Foundation's current goal - "$100,000 for 100<br />

students."<br />

2011-2012 Events/Fundraisers - Membership Kick-<strong>of</strong>f and Ice Cream Social, BOGO VII Coupon Book<br />

Launch (anticipate collecting $75,000 in 2012-2013 with the schools receiving 1/2 <strong>of</strong> all proceeds), Fall<br />

Golf Classic (the brainchild <strong>of</strong> HCBPE attorney Christopher Z. Campbell, who currently donates time to<br />

other districts to help start Foundations in other counties), Hall <strong>of</strong> Fame, and Boyd Barbecue Expo.<br />

<strong>Education</strong> Centers - Bullington Center (13 acres on Zeb Corn Road, with John Murphy serving as<br />

Director, and the location <strong>of</strong> HCEF <strong>of</strong>fices; Partners/Collaborators - HCBPE, North Carolina Extension<br />

Agency, Flat Rock Playhouse, Flat Rock YouTheatre, TD Bank, Carolina Mountain Bank, and the<br />

former Carolina First Bank, Selee Corporation) and Historic Johnson Farm (on Highway 191 - the<br />

HCEF being the physical agent <strong>of</strong> same with Ingrid McNair serving as farm coordinator).<br />

Dr. Jones expressed appreciation to the School <strong>Board</strong> and administrative staff for their ongoing support<br />

<strong>of</strong> the HCEF. Superintendent Jones and <strong>Board</strong> members cited some recent examples <strong>of</strong> HCEF's<br />

financial support <strong>of</strong> the school system and expressed appreciation to Dr. Jones for same (i.e. donation<br />

toward the purchase <strong>of</strong> a kiln for the Balfour <strong>Education</strong> Center and payment <strong>of</strong> the student fee charged<br />

to each Early College High School student by Blue Ridge Community College).<br />

BOARD CHAIRMAN’S OBSERVATIONS<br />

There were none at this time.<br />

BOARD MEMBERS’ OBSERVATIONS<br />

Mrs. Edwards referenced the East <strong>Henderson</strong> High Air Force Junior ROTC "Dining Out" held recently<br />

at Bon Clarken Assembly, which she and her husband, Ronnie, had attended. Mrs. Edwards noted the<br />

love, respect and support the Cadets exhibited during the event for their instructors, Lt. Col. Rod Clark<br />

and MSGT. Michael Jensen.<br />

PUBLIC COMMENTS<br />

There were none at this time as a lady who had signed up originally to speak had left the meeting before<br />

doing so. Chairperson Bazzle asked that Assistant Superintendent Parker contact the individual and<br />

invite her to attend the June meeting to speak.<br />

CONSENT AGENDA<br />

Mr. Bazzle cited the <strong>Board</strong>’s receipt <strong>of</strong> the Consent Agenda being presented for approval upon the<br />

recommendation <strong>of</strong> the Superintendent. Mrs. Maurer moved that it be approved as submitted. Seconded<br />

by Mrs. Corn. Mrs. Edwards posed a question concerning some items on the proposed Capital Outlay<br />

budget amendment; more specifically, the decreased amounts originally earmarked to address a sewer<br />

issue, an air handler, and locker rooms at Rugby Middle School and an increase for the ro<strong>of</strong> replacement<br />

at <strong>Henderson</strong>ville Elementary School. The Superintendent reported that funds had to be shifted due to<br />

the ro<strong>of</strong> replacement cost [($348,000* - as reported by Assistant Superintendent William E. Parker<br />

during the April 16, 2012 meeting under Superintendent’s Reports) (*Base Bid submitted by Carolina<br />

Mountain Ro<strong>of</strong>ing)]. (The motion was unanimously approved.) Prior to the meeting, <strong>Board</strong> members<br />

received documentation relative to the Consent Agenda as follows:<br />

Senior Director <strong>of</strong> Human Resources, Mr. Bo Caldwell, cited the <strong>Board</strong>'s April 4, 2012 receipt <strong>of</strong> the<br />

lists <strong>of</strong> names (by school) <strong>of</strong> individuals eligible for career status (tenure). Mr. Caldwell cited the<br />

<strong>Board</strong>’s May 9, 2012 receipt <strong>of</strong> the principal-signed lists <strong>of</strong> names (by school) <strong>of</strong> individuals each<br />

principal recommended for career status. He indicated that the lists containing fewer names than those<br />

presented on April 4 were due to resignations or retirements. Mrs. Corn moved the <strong>Board</strong> approve career<br />

APPROVAL - (2012-2013) SCHOOL CALENDARS<br />

Assistant Superintendent Parker cited the <strong>Board</strong>'s receipt <strong>of</strong> the proposed 2012-2013 Early College High<br />

School, Flexible Quarter Schedule, and Traditional Schedule calendars, developed for 180 student days<br />

and including five pr<strong>of</strong>essional development days. He noted that all were approved for first reading<br />

during the April 16, 2012, regular business meeting. Mr. Parker reported that there had been no changes<br />

to the calendars since first reading approval. Mr. Parker reported that second reading approval was<br />

requested at this time based on the outcome <strong>of</strong> the May 16, 2012 session <strong>of</strong> the General Assembly, with<br />

the understanding that staff would implement the appropriate calendar having already been approved by<br />

the School <strong>Board</strong>. Mr. Parker noted that as the <strong>Board</strong> was aware the District's five-day waiver had been<br />

approved by the State <strong>Board</strong> <strong>of</strong> <strong>Education</strong> and that staff continued to hope that it would be granted some<br />

relief from the Calendar Law allowing an August 20, 2012 start date instead <strong>of</strong> one on August 27, 2012.<br />

Superintendent Jones noted that the calendar approval process had been "unorthodox" but necessary.<br />

Mrs. Maurer moved that the <strong>Board</strong> grant second reading approval <strong>of</strong> the Early College, Flex Schedule,<br />

and Traditional Schedule calendars as presented. Seconded by Mrs. Holt. (Unanimously approved.)<br />

NEW BUSINESS<br />

APPROVAL - AUTHORIZATION TO SUBMIT FEDERAL PROGRAM APPLICATIONS<br />

Dr. Revis cited the <strong>Board</strong>'s receipt <strong>of</strong> her recommendation and summary <strong>of</strong> proposals for the <strong>Board</strong> to<br />

grant authorization for staff to submit applications to receive federal Title I, Part A (PRC 050); and Title<br />

I, Part C, Migrant <strong>Education</strong> (PRC 051) funds. As reflected in her May 7, 2012 memorandum, the<br />

planning budget for 2012-2013 for Title I, Part A was $3,156,150, an increase <strong>of</strong> $20,031 over the<br />

current year's funding; while the Migrant <strong>Education</strong> planning budget was $637,348, an increase <strong>of</strong><br />

$95,569. Dr. Revis recommended approval and responded to questions. Mrs. Edwards so moved.<br />

Seconded by Mrs. Holt. (Unanimously approved.)<br />

APPROVAL - (2012-2013) INTER-UNIT STUDENT TRANSFER AGREEMENTS<br />

Assistant Superintendent Parker cited the <strong>Board</strong>'s receipt <strong>of</strong> the annual Inter-Unit Student Transfer<br />

Agreements with the Polk <strong>County</strong> <strong>Board</strong> <strong>of</strong> <strong>Education</strong> (relative to the Saluda area) and the Rutherford<br />

<strong>County</strong> <strong>Board</strong> <strong>of</strong> <strong>Education</strong> (relative to the Lake Lure area). He recommended approval. Mr. Baldwin<br />

so moved. Seconded by Mr. Wood. (Unanimously approved.)<br />

APPROVAL - (2012-2013) BUDGET RESOLUTION<br />

Superintendent Jones cited the <strong>Board</strong>'s recent receipt <strong>of</strong> the proposed 2012-2013 Budget Resolution<br />

requesting "the following appropriations be made for the benefit <strong>of</strong> the <strong>Henderson</strong> <strong>County</strong> <strong>Public</strong><br />

Schools for the fiscal year beginning July 1, 2012 and ending June 30, 2013: Local Current Expense<br />

Fund ($20,700,000); Capital Outlay Fund ($500,000); for a Total Appropriation <strong>of</strong> $21,200,000.<br />

Mr. Baldwin referenced questions relative to the 2012-2013 budget that he posed to the Superintendent<br />

earlier in the day for which Mr. Jones was currently working on to answer. Mr. Baldwin referenced the<br />

<strong>Board</strong>'s and administrative staff's budget development process conducted in previous years but not for<br />

FY2012-2013. Superintendent Jones responded that the budget development process had been an "odd"<br />

one this year given 1) the joint budget formula development efforts <strong>of</strong> Assistant <strong>County</strong> Manager David<br />

Whitson and himself that were suspended by the <strong>County</strong>; and 2) the requests <strong>of</strong> the <strong>County</strong> for the<br />

School <strong>Board</strong> to provide limited information compared to the detailed information provided in years<br />

past. Mr. Jones noted that the FY2012-2013 budget request was at the FY2010-2011 level. Mr. Bazzle<br />

stated that the proposed sales tax increase (to be voted on during the November 2012 election) could not<br />

be tied to the budget request.<br />

Mr. Baldwin questioned if the <strong>Board</strong> planned to conduct budget workshops once the <strong>County</strong><br />

appropriation was known. <strong>Board</strong> members indicated support <strong>of</strong> doing so. Mr. Jones noted that there<br />

were many unknowns relative to the State budget, inclusive <strong>of</strong> the total amount <strong>of</strong> the discretionary cut<br />

and the Governor's proposed salary increase for state employees which would impact things at the local<br />

level. Mr. Jones recommended that efforts to develop a funding formula continue. Mr. Bazzle<br />

expressed his belief that the majority <strong>of</strong> the <strong>County</strong> Commissioners had not wanted the funding formula<br />

development process to be suspended.<br />

Mr. Baldwin voiced support <strong>of</strong> a 1/4¢ sales tax increase rather than a property tax increase. Mr. Bazzle<br />

noted that the entire <strong>Board</strong> supported the sales tax increase as it would help provide the school system a<br />

stream <strong>of</strong> revenue. Mrs. Corn questioned if the Commissioners had prepared and approved a resolution<br />

dedicating the 1/4¢ sales tax increase (if approved by the general public) to the school system. Mr.<br />

Bazzle stated that he had not seen a formal resolution to date. Mrs. Maurer stated that it would be very<br />

difficult for her to support a sales tax increase without such a resolution.<br />

Mrs. Maurer moved that the "Resolution Regarding 2012-2013 Fiscal Year School Budget Request to<br />

the <strong>County</strong> <strong>of</strong> <strong>Henderson</strong>" be approved as presented. Seconded by Mrs. Corn. Mrs. Maurer, Mrs. Corn,<br />

Mrs. Edwards, Mrs. Holt, and Mr. Wood voted in favor. Mr. Baldwin voted against. (The motion<br />

carried.)<br />

Mrs. Corn commended Superintendent Jones for his work and efforts to develop a funding formula.<br />

SUPERINTENDENT’S REPORTS<br />

FINANCIAL STATEMENTS<br />

LOCAL CURRENT EXPENSE/OTHER RESTRICTED FUNDS (AS OF APRIL 30, 2012)<br />

Chief Finance Officer Kerry Shannon cited the <strong>Board</strong>’s receipt <strong>of</strong> the Local Current Expense / Other<br />

Restricted Funds financial statement as <strong>of</strong> April 30, 2012. She highlighted specifics, inclusive <strong>of</strong> noting<br />

revenues totaling $16,947,698, a decrease <strong>of</strong> $2,402,094 from last year, while expenditures were<br />

significantly higher with $16,755,920 this year compared to $14,183,651 last year, resulting in an excess<br />

<strong>of</strong> revenues over expenditures <strong>of</strong> only $191,778 compared to the prior year surplus <strong>of</strong> $5,166,141.<br />

ENTERPRISE FUNDS (AS OF MARCH 31, 2012)<br />

CHILD NUTRITION<br />

Ms. Shannon reported year-to-date revenues as <strong>of</strong> March 31, 2012, <strong>of</strong> $5,552,728, an increase <strong>of</strong><br />

$198,510 over revenues for the same period last year although year-to-date revenues as a percentage <strong>of</strong><br />

budgeted revenues was nearly the same as last year (76.38% compared to 76.89%). She reported that<br />

the increase in revenues was more than <strong>of</strong>fset by an even greater increase in expenditures, up $309,394<br />

over last year, resulting in a decrease in the excess <strong>of</strong> revenues over expenditures <strong>of</strong> $110,394, from<br />

$592,106 last year to $481,222 this year.<br />

CHILD CARE<br />

Ms. Shannon reported that results as <strong>of</strong> March 31, 2012, showed an increase in revenues over<br />

expenditures <strong>of</strong> $106,795 from the prior year, with revenues up by $23,343 compared to last year<br />

($864,634 versus $841,291), with expenditures significantly lower by $83,452, which resulted in the<br />

increase in revenues over expenditures, a surplus <strong>of</strong> $75,411 this year compared to a $31,384 deficit for<br />

last year.<br />

Ms. Shannon reported that both the child nutrition and child care programs were operating well even<br />

given the constraints <strong>of</strong> increased food costs.<br />

WATER METER RADIO TRANSMITTER (CITY OF HENDERSONVILLE)<br />

Mr. Parker cited the <strong>Board</strong>'s receipt <strong>of</strong> his May 14, 2012, memorandum regarding the request <strong>of</strong> the City<br />

<strong>of</strong> <strong>Henderson</strong>ville that the School <strong>Board</strong> allow the installation <strong>of</strong> a water meter radio transmitter tower<br />

behind Clear Creek Elementary School. He noted that the City <strong>of</strong> <strong>Henderson</strong>ville had obtained funding<br />

to automate its water and sewer readings through electronic means via the installation <strong>of</strong> 13 towers<br />

county-wide. Mr. Parker reported that this was being presented for information purposes at this time<br />

with the anticipation that the <strong>Board</strong> would be asked to approve a leasing agreement regarding same<br />

soon. Mr. Parker and Mr. Jones responded to questions, inclusive <strong>of</strong> one posed by Mrs. Holt regarding<br />

the safety <strong>of</strong> children in terms <strong>of</strong> transmissions from the proposed tower. Mr. Jones noted that the <strong>Board</strong><br />

attorney could investigate this matter. Attorney Chris Campbell responded that he could assist with<br />

issues relative to a standard agreement but not radiation issues.<br />

HIGH SCHOOL GRADUATION EXERCISES<br />

Mr. Jones cited the following information relative to HCPS 2011-2012 graduation exercises:<br />

Early College High School Friday, May 11, 2012 2:00 p.m. Bo Thomas Auditorium, BRCC<br />

Dr. Revis reported that she had attended the first graduation <strong>of</strong> a <strong>Henderson</strong> <strong>County</strong> Early College High<br />

School student (namely, Bethany Cook, who attended West <strong>Henderson</strong> High School as a Freshman) that<br />

had completed the five-year Early College High School program in four years (receiving both a high<br />

school diploma and a two-year Associate <strong>of</strong> Arts Degree from Blue Ridge Community College). Dr.<br />

Revis reported that, to date, 65 more students had applied for the Early College High School program.<br />

She stated that current plans were to enroll 45. Superintendent Jones reported that he and staff planned<br />

to assign more staff to Early College next year. He and Dr. Revis responded to questions.<br />

CALENDAR OF ACTIVITIES<br />

Superintendent Jones cited the <strong>Board</strong>'s receipt <strong>of</strong> the Calendar <strong>of</strong> Activities for the months <strong>of</strong> May and<br />

June 2012. He referenced the 8th Annual Top Scholars Banquet scheduled for Tuesday, May 29, 2012,<br />

in the Blue Ridge Conference Hall at Blue Ridge Community College beginning at 6:00 p.m. The<br />

Superintendent reported that Mr. Bryce Malsbary, the facilitator for the Bruce Drysdale<br />

Elementary/<strong>Henderson</strong>ville Elementary Study Committee, would be serving as the guest speaker for the<br />

banquet. Mr. Bazzle referenced the recent North Carolina Scholars Luncheon also held in the Blue<br />

Ridge Conference Hall and sponsored by the <strong>Henderson</strong> <strong>County</strong> Chamber <strong>of</strong> Commerce. Mr. Bazzle<br />

commended Glenn C. Marlow Elementary Principal John Bryant who served as the guest speaker for the<br />

luncheon.<br />

GENERAL OPERATIONS<br />

BRUCE DRYSDALE ELEMENTARY ENHANCEMENT INITIATIVES<br />

Superintendent Jones reported that the 22 spaces in the dual language class at Bruce Drysdale<br />

Elementary had been filled. He also reported that he and staff were considering <strong>of</strong>fering a second dual<br />

language class if sufficient interest was indicated. Mr. Jones highlighted the interview process for<br />

applicants, both from within the school and outside the school, seeking teaching and staff positions at<br />

Bruce Drysdale Elementary. Mr. Wood inquired if those applicants not selected for Bruce Drysdale<br />

Elementary positions would be available for consideration to fill openings at other high poverty schools.<br />

Superintendent Jones responded that Senior Director <strong>of</strong> Human Resources, Mr. Bo Caldwell, would be<br />

positioned to do so.<br />

THE LEADERSHIP AND LEARNING ("90/90/90") CENTER<br />

Superintendent Jones reported that Dr. Revis and Bruce Drysdale Elementary Principal Christine Smith<br />

continued to have conference calls with the staff <strong>of</strong> The Leadership and Learning Center regarding plans<br />

for the school. Mr. Jones reported that Dr. Douglas Reeves, Founder <strong>of</strong> The Leadership and Learning<br />

Center (home-based in Englewood, Colorado) would be coming to the Western Region <strong>Education</strong><br />

Service Alliance in Enka soon, and Mrs. Smith would invite him to come to Bruce Drysdale Elementary<br />

during his visit to Western North Carolina.<br />

HENDERSONVILLE ELEMENTARY LOTTERY<br />

Superintendent Jones reported that the 2012-2013 lottery selection process for <strong>Henderson</strong>ville<br />

Elementary School was conducted by Central Office staff. He reported that the process was now<br />

complete, and letter had been sent out to the parents <strong>of</strong> students who were selected. Mr. Jones noted that<br />

space was available to all fourth and fifth grade students who applied; however, such was not the case<br />

for students in grades kindergarten, first, second, and third grades.<br />

Mr. Bazzle called for a brief recess at 8:20 p.m. He called the meeting back to order at 8:27 p.m. and<br />

called for a motion to go into closed session.<br />

Mrs. Maurer moved that the <strong>Henderson</strong> <strong>County</strong> <strong>Board</strong> <strong>of</strong> <strong>Public</strong> <strong>Education</strong> go into closed session<br />

pursuant to General Statute (G.S.) §143.318.11 for the following purposes: under subsection (a)(1) to<br />

prevent the disclosure <strong>of</strong> privileged or confidential student information pursuant to 20 U.S.C. 1232g<br />

Family <strong>Education</strong>al Rights and Privacy Act (FERPA) and G.S. §115C-402(e); under subsection (a)(1) to<br />

prevent the disclosure <strong>of</strong> privileged or confidential personnel information pursuant to G.S. §115C-319-<br />

321; and under subsection (a)(3) to discuss matters protected by the attorney-client privilege. Seconded<br />
