APPROVAL - (2012-2013) SCHOOL CALENDARS
Assistant Superintendent Parker cited the Board's receipt of the proposed 2012-2013 Early College High
School, Flexible Quarter Schedule, and Traditional Schedule calendars, developed for 180 student days
and including five professional development days. He noted that all were approved for first reading
during the April 16, 2012, regular business meeting. Mr. Parker reported that there had been no changes
to the calendars since first reading approval. Mr. Parker reported that second reading approval was
requested at this time based on the outcome of the May 16, 2012 session of the General Assembly, with
the understanding that staff would implement the appropriate calendar having already been approved by
the School Board. Mr. Parker noted that as the Board was aware the District's five-day waiver had been
approved by the State Board of Education and that staff continued to hope that it would be granted some
relief from the Calendar Law allowing an August 20, 2012 start date instead of one on August 27, 2012.
Superintendent Jones noted that the calendar approval process had been "unorthodox" but necessary.
Mrs. Maurer moved that the Board grant second reading approval of the Early College, Flex Schedule,
and Traditional Schedule calendars as presented. Seconded by Mrs. Holt. (Unanimously approved.)
NEW BUSINESS
APPROVAL - AUTHORIZATION TO SUBMIT FEDERAL PROGRAM APPLICATIONS
Dr. Revis cited the Board's receipt of her recommendation and summary of proposals for the Board to
grant authorization for staff to submit applications to receive federal Title I, Part A (PRC 050); and Title
I, Part C, Migrant Education (PRC 051) funds. As reflected in her May 7, 2012 memorandum, the
planning budget for 2012-2013 for Title I, Part A was $3,156,150, an increase of $20,031 over the
current year's funding; while the Migrant Education planning budget was $637,348, an increase of
$95,569. Dr. Revis recommended approval and responded to questions. Mrs. Edwards so moved.
Seconded by Mrs. Holt. (Unanimously approved.)
APPROVAL - (2012-2013) INTER-UNIT STUDENT TRANSFER AGREEMENTS
Assistant Superintendent Parker cited the Board's receipt of the annual Inter-Unit Student Transfer
Agreements with the Polk County Board of Education (relative to the Saluda area) and the Rutherford
County Board of Education (relative to the Lake Lure area). He recommended approval. Mr. Baldwin
so moved. Seconded by Mr. Wood. (Unanimously approved.)
APPROVAL - (2012-2013) BUDGET RESOLUTION
Superintendent Jones cited the Board's recent receipt of the proposed 2012-2013 Budget Resolution
requesting "the following appropriations be made for the benefit of the Henderson County Public
Schools for the fiscal year beginning July 1, 2012 and ending June 30, 2013: Local Current Expense
Fund ($20,700,000); Capital Outlay Fund ($500,000); for a Total Appropriation of $21,200,000.
Mr. Baldwin referenced questions relative to the 2012-2013 budget that he posed to the Superintendent
earlier in the day for which Mr. Jones was currently working on to answer. Mr. Baldwin referenced the
Board's and administrative staff's budget development process conducted in previous years but not for
FY2012-2013. Superintendent Jones responded that the budget development process had been an "odd"
one this year given 1) the joint budget formula development efforts of Assistant County Manager David
Whitson and himself that were suspended by the County; and 2) the requests of the County for the
6
School Board to provide limited information compared to the detailed information provided in years
past. Mr. Jones noted that the FY2012-2013 budget request was at the FY2010-2011 level. Mr. Bazzle
stated that the proposed sales tax increase (to be voted on during the November 2012 election) could not
be tied to the budget request.
Mr. Baldwin questioned if the Board planned to conduct budget workshops once the County
appropriation was known. Board members indicated support of doing so. Mr. Jones noted that there
were many unknowns relative to the State budget, inclusive of the total amount of the discretionary cut
and the Governor's proposed salary increase for state employees which would impact things at the local
level. Mr. Jones recommended that efforts to develop a funding formula continue. Mr. Bazzle
expressed his belief that the majority of the County Commissioners had not wanted the funding formula
development process to be suspended.
Mr. Baldwin voiced support of a 1/4¢ sales tax increase rather than a property tax increase. Mr. Bazzle
noted that the entire Board supported the sales tax increase as it would help provide the school system a
stream of revenue. Mrs. Corn questioned if the Commissioners had prepared and approved a resolution
dedicating the 1/4¢ sales tax increase (if approved by the general public) to the school system. Mr.
Bazzle stated that he had not seen a formal resolution to date. Mrs. Maurer stated that it would be very
difficult for her to support a sales tax increase without such a resolution.
Mrs. Maurer moved that the "Resolution Regarding 2012-2013 Fiscal Year School Budget Request to
the County of Henderson" be approved as presented. Seconded by Mrs. Corn. Mrs. Maurer, Mrs. Corn,
Mrs. Edwards, Mrs. Holt, and Mr. Wood voted in favor. Mr. Baldwin voted against. (The motion
carried.)
Mrs. Corn commended Superintendent Jones for his work and efforts to develop a funding formula.
of Hendersonville that the School Board allow the installation of a water meter radio transmitter tower
behind Clear Creek Elementary School. He noted that the City of Hendersonville had obtained funding
to automate its water and sewer readings through electronic means via the installation of 13 towers
county-wide. Mr. Parker reported that this was being presented for information purposes at this time
with the anticipation that the Board would be asked to approve a leasing agreement regarding same
soon. Mr. Parker and Mr. Jones responded to questions, inclusive of one posed by Mrs. Holt regarding
the safety of children in terms of transmissions from the proposed tower. Mr. Jones noted that the Board
attorney could investigate this matter. Attorney Chris Campbell responded that he could assist with
issues relative to a standard agreement but not radiation issues.
