include water policy,

communications, public
relations, education programs,
accounting and
finance, human resources,
network administration
and project engineering.
GBRA's general manager and his administrative staff, who carry out a variety of management
and support responsibilities, are Connie Rothe, Board Relations; Todd Votteler, Director of
Water Policy; Judy Gardner, Manager of Communications and Education; W. E. "Bill" West, Jr.,
General Manager; Cricket Dietert, Executive Assistant; Janet Thome, Administrative
Assistant; and Tammy Beutnagel, Public Communications Assistant.
