Of the 134 respondents who had indicated an awareness of the
existence of courts in their respective districts, 75% stated that it
would take them less than an hour to walk to the closest court (Fig
28). Although courts were seemingly well distributed, survey
respondents did not use their services - 93% of the respondents had
not used a court in the last 12 months (Fig 29).
3.3.2. Performance of the Justice Providers
Many of the qualitative research participants reproached the formal
justice system for incompetence and corruption. Additionally, the
household survey data revealed a very low usage of formal justice
providers (courts) for any issue of justice.
