15 <strong>of</strong> the Bihar Secretariat Clerical Service Rules, 2006, the State Government <strong>of</strong> Bihar<br />
(Personnel and Administrative Reforms Department) hereby makes the following<br />
Regulations for determination <strong>of</strong> Procedurcs <strong>of</strong> Recruitment, Educational <strong>Qualification</strong>s<br />
and eligibility for recruitment in the Lower Division Clerk Grade <strong>of</strong> the Bihar Secretariat<br />
Clerical Service according to rule 7(1), (5) and (7), <strong>of</strong> the said rules.<br />
l. Short title and commencement.- (l) These Regulations may be called "The Bihar<br />
Secretariat Clerical Service (Recruitment) Regulation, 2008'<br />
(2) It shall come into force at once.<br />
2. Definition .- In these Regulationso unless the context otherwise requires -<br />
(i) "Available Vacancies" means the calculated vacancies as on lst April<br />
every year in the Lower Division Clerk Grade <strong>of</strong> the Service;<br />
(ii) "Service" means the Bihar Secretariat Clerical Service;<br />
(iii) ,'commission" rneans the Bihar staff Selection commission;<br />
(iv) "Examination" means the Competitive Examination held for direct<br />
recruitment in the Lower Division Grade <strong>of</strong> the Service;<br />
(v) 'Rules means' "The Bihar Secretariat Clerical Service Rules, 2006;<br />
(vi) "Regular recruited Personnel <strong>of</strong> group D" means such personnel <strong>of</strong> Group<br />
D whose services have been confirmed; and<br />
(vii) Words and Refbrences used in these regulations but not defined herein, have<br />
the same meaning as defined in the Bihar Secretariat Clerical Service Rules, 2006.<br />
3. Direct Recruitment.- (l) Direct Recruitment in the Lower Division Clerk<br />
Grade <strong>of</strong> the service shall be made in accordance with sub-rule (3) and (7) <strong>of</strong> rule 7 <strong>of</strong> the<br />
Rules on the recommendation <strong>of</strong> the written competitive examination conducted for the<br />
purpose by the Commission.
(2) The requisition for categorywise vacancies shall be sent to the commission<br />
by the Personnel and Administrative Reforms Department on the basis <strong>of</strong> vacancies<br />
reported by concerned departments.<br />
4. Hotding and conduct <strong>of</strong> examinationfor direct requitment.' (l) The<br />
written examination for direct recruitment in the Lower Division Clerk Grade <strong>of</strong> the<br />
service shall be held and conducted by the commission for this purpose, the procedure,<br />
date, time and place shall be determined by the commission.<br />
(2) EligibilityandTerms andConditions.- The candidate shall have to<br />
fulfill the following conditions to appear at the examination:-<br />
(i) (a) Age - The minimum age shall be 18 years and maximum age<br />
limit shall be as prescribed by the State Government (Personflel and Adminishative<br />
Reforms Department) from time to time.<br />
(b) Educationat <strong>Qualification</strong>.- (i)<br />
The candidate must possess<br />
the minimum qualification <strong>of</strong> Matric from State School Examination Board or any other<br />
Board/Examining body which is recognized by the State Government <strong>of</strong> Bihar as<br />
equivalent to matriculation.<br />
(ii) The candidate must possess the knowledge <strong>of</strong> typing on typewriter<br />
and words processing/typing in Hindi on Computer;<br />
(iii) Fee,- The candidate shall be required to pay the fee as<br />
determined by the Commission;<br />
Provided that in case <strong>of</strong>candidates <strong>of</strong>reserved categories relaxation in fee<br />
may be allowed as presuibed by the Personnel and Administrative Reforms Department<br />
from time to time.<br />
(iv) Scrutiny <strong>of</strong> Elisibility.- The eligibility <strong>of</strong> the candidate to<br />
appear in the examination shall be scrutinized by the commission which would be final.<br />
5. Syllabus for written Competitive Examination.- The Written examination<br />
shall be taken in three subjects, namely- Hindi, General Knowledge and Mathematics.<br />
Each paper shall be <strong>of</strong> three hours duration and each paper shall be <strong>of</strong> 100 marks. It shall<br />
be essential to obtain a minimum <strong>of</strong> 30 percent marks in Hindi and this subject shall only<br />
be for qualifying purpose. Merit list shall be prepared only on the basis <strong>of</strong> marks obtained<br />
in rest two papers. The syllabus <strong>of</strong> question papers shall be <strong>of</strong> Matric Standard.<br />

(2) The successf'ul candidates as per merit list prepared on tire basis <strong>of</strong> written<br />
examination shall be required to appear in the typing and computer competency test. It<br />
shall be necessary to type 300 (three hundred) words in 10(ten) minutes in Hindi @ 30<br />
(thirty) words per minute on typewriter as well as on computer. To become successful<br />
there must 1ot be more than 1.5 percent errors, otherwise they will be declared<br />
disqualified. The final merit list <strong>of</strong> successful candidates shall be prepared by the<br />
Commission on the basis <strong>of</strong> this test.<br />
6. Recruitment through Limited Competitive Examination" (l) Recruitment<br />
through Limited Competitive Exarnination in Lower Division Clerk grade <strong>of</strong> this service<br />
shall be made according to the recommendation <strong>of</strong> the Commission based on written<br />
competitive examination held for the purpose under sub-rule (5) and (7) <strong>of</strong> rule-7 <strong>of</strong> the<br />
Rules.<br />
(2) The requisition for categorywise vacancies shall be sent to the commission by<br />

by the concerned dePartments.<br />
7. Hottling <strong>of</strong>'examinationfor recruitment through limited compelitive examination'-<br />
(1) <strong>For</strong> recruitment on Lower Division Clerk grade <strong>of</strong> the service through<br />
lirnited competitive examination the written examination shall be held and conducted by<br />
the Commission. <strong>For</strong> this procedure, date, time and place <strong>of</strong> examination shall be<br />
determined by the commission.<br />
(2) Eligibitity antl conclitions.- A candidate shall be required to fulfill the<br />
following conditions to appear at the limited competitive examination:-<br />
(i) Tenure <strong>of</strong> Service.- He has completed a minimum <strong>of</strong> 5 years <strong>of</strong> service<br />
in Group ,D, in the permanent establishment <strong>of</strong> Departments <strong>of</strong> Secretariat or its attached<br />
<strong>of</strong>fices.<br />
(ii) Age- His age must not be more than 50 years'<br />
(iii) Educational Quali/ication.-<br />
The candidate must possess the minimum<br />
qualification <strong>of</strong> Matric from State School Examination Board or any other<br />
Board/Examining body which is recognized by the State Government <strong>of</strong> Bihar as<br />
equivalent to matriculation.<br />

(iv) He must possess the knowledge <strong>of</strong> Hindi Typing on typewriter machine<br />
and words processing/typing on Computer in Hindi.<br />
(v) Examination Fee.- A candidate shall be required to pay the<br />
examination fee as determined by the Commission:<br />
Provided that in case <strong>of</strong> candidates <strong>of</strong> reserved categories relaxation in fee<br />
may be allowed as prescribed by the Personnel and Administrative Reforms Department<br />
fi'om time to time.<br />
(3) Determination<strong>of</strong>Eligibility.- The eligibility <strong>of</strong> the candidates to<br />
appear in the examination shall be determined by the commission which shall be final.<br />
Only such candidates shall be eligible to appear in the examination to whom admit cards<br />
are issued by the commission fbr this purpose.<br />
8' Syllabus for written examination for recruitment through timited compelitive<br />
examination.-<br />
(l)<br />
The written examination shall be taken in three subjects, namely Hincli,<br />
General Knowledge and Mathematics. Each paper shall be <strong>of</strong> thr.ee hours duration and<br />
each paper shall <strong>of</strong> 100 marks. It shall be essential to obtain a minimum <strong>of</strong> 30 percent<br />
marks in Hindi and this subject shall only be for qualiffing pu{pose. Merit list shall be<br />
prepared only on the basis <strong>of</strong> marks obtained in rest two papers. The syllabus <strong>of</strong> question<br />
papers shall be <strong>of</strong> Matric standard.<br />
(2) The successful candidates as per merit list prepared on the basis <strong>of</strong> written<br />
examination shall be required to appear in the Typing and Computer competency Test. If<br />
shall be necessary to type 300 (three hundred) words in 10 (ten) minutes in Hindi @ 30<br />
(thirty) words per minute on typewriter as well as on computer. To become successful<br />
there must not be more than 1.5 percent errors, otherwise they will be declared as<br />
disqualified. The final merit list <strong>of</strong> successful candidates shall be prepared by<br />
Commission on the basis <strong>of</strong> this test.<br />
9' Result'' (i) A list <strong>of</strong> eligible and reservation categorywise candidates shall be<br />
prepared by the Commission in order <strong>of</strong> merit and shall be recommended according to<br />
requisitioned vacancies for appointment;<br />
(ii) Communication <strong>of</strong> results to a candidate shall be done according to the<br />
mode and procedure as prescribed by the commission.<br />

(iii) The validity <strong>of</strong> recommendation shall be for 1 year from the date <strong>of</strong><br />
receipt in the Department.<br />
10. Appointment.- (i) Success in the examination confers no riglrt to selection,<br />
unless the State Government, after such enquiry about his/her educational qualifir:ation,<br />
character and antecedent, which it feels necessary for appointment on that post, is<br />
satislied:<br />
Provided that a candidate recommended by the commission is fit<br />
for appointment or not, shall be decided by the Personnel and Administrative Refonns<br />
Department.<br />
(ii) Options, shall be invited from the eligible candidates for posting in<br />
departrnents zurd allotments to departntents shall be made, as for as possible in light <strong>of</strong><br />
option-cum-merit and vacancies reported from departments,<br />
11. Penaltyfor misconduct,- (1) A candidate who is or has been declared by<br />
the Commission to be guilty <strong>of</strong>:-<br />
(i) Obtaining support for his candidature by any means, or<br />
(ii) Impersonating or fraud; or<br />
(iii) Procuring impersonation by any person' or<br />
(iv) Submitting fabricated documents or documents which have been tampered<br />
with, or<br />
(v) Making statements which are incorrect or false, or suppressing material<br />
information, or<br />
(vi) Resorting to any other irregular or improper means in connection with his<br />
candidature for the examination, or<br />
(vii) Using unfair means in the examination hall, or<br />
(viii) Misbehaving in the examination hall.<br />
(Z) Attempting to commit or, as the case may be, abetting the oommission <strong>of</strong><br />
all or any <strong>of</strong> the acts specifred in the foregoing clauses, may in addition to rendering<br />
himself liable to criminal prosecution, be liable:-<br />
(i) To be disqualified by the Commission from the examination fbr which he<br />
is a candidate,<br />
