So what’s the common theme Layoffs
unless you give up pay or benefits. Do
you read anywhere that layoffs guarantee
it will ease the city’s burden, or if
more concessions will be needed Not
just in the above headlines, but in the
pleadings sent to your chapter by your
administration No Gee, not surprised,
are you
Now in these big cities, you can see
they are talking major layoffs or major
concessions. Big money here. In most
of our suburban areas, the layoff numbers
are not so large. But guess what
The request to concede wages, insurance,
freeze pay or give up is a variation
on the same theme. Yes, a wage freeze
or concession is not the same for 10,
30, or 100 cops as for, say, the 1,400 in
Milwaukee, but it is still a numerically
constant percentage.
The question is, who and how does your
employer come up with the numbers
I
just got home from a funeral for
a 37-year old. You see, she once
beat this cancer a number of years
ago, went on to motherhood and then
it returned, but this time taking her life.
She named her daughter Faith as she
could see she got a second chance and
had won the battle, but now she has
lost the war. So as I was traveling home,
her life was very much on my mind. It
reminds us of how precious life is and
how we can easily take it for granted.
Then, as it goes, my mind traveled to
some other tasks that I have backed up
due to being too busy. (I am, so called,
retired!!) I’ve not gotten around to my
regular oil changes for our cars. Now, I
only drive around 10,000 miles a year so
to be a little late is not the worst thing
that could happen. Then I began thinking
in this Christian season of Easter
how wonderful to see the droves of
people who came out to churches of all
denominations for the celebration of
Easter, which is so central to our Christian
beliefs. But as the weeks go by, the
crowds once again draw back to usual
members who we see week to week. So I
wonder, what happened to this renewal
of faith
I thought about you, the men and
women of Law Enforcement, you who
going out to work strap on a bullet
resistant vest as part of your regular gear.
Most people don’t have to wear this
protection in their jobs so it should be a
constant reminder of the dangers of the
job on the street, following up on suspects
or guarding them in our jails. So
my thinking went to comparing my car
oil changes, a necessary part of normal
maintenance to our faith participation.
As much attention
we pay to
our cars, a large
and necessary
investment, I
wondered how
much attention
we pay to our
spiritual side
which leads to
maintaining our
human self. If
we paid as much
attention to our spiritual side as we
do for our prized possessions, it would
make sense.
So why not look at our spiritual lives in
a maintenance sense I am not advocating
for one faith over another or one
denomination over another, but I am
advocating that each of us feed our
spiritual side on a regular basis. We all
need support in our everyday lives and
that is just one aspect we gain from
regular church participation. Maybe you
haven’t found the church that feeds your
spiritual side. Well, maybe it’s time to
search out and renew your faith!
Life is so precious. We have but one life
to live. Why not live it to the fullest
Peace to all and stay safe out there.
Chief’s Follies
By: Joseph Andalina
Local
Board
Elections
#1 Move over, Roger, there
is a new bully from Naperville:
Davey Dial
Recently a sergeant in our MAP Naperville
chapter was involved in a vehicle accident
where two pedestrians were injured. The
injuries were not life threatening.
The chief, possibly having an axe to grind,
went after the sergeant and filed charges to
get him terminated from the PD. A prior
disciplinary issue, however, had an agreed
document between all parties that if this
sergeant was to be in trouble over other job
issues, (in the future, not criminal) then the
punishment at the maximum would be a
demotion rather than termination.
The chief went after this man’s job anyway.
MAP defended him and we chose to
enforce the terms of the disciplinary agreement,
which provided for arbitration as to
guilt or innocence with discipline being
predetermined . The chief did not like this
and brought charges against the sergeant
before the local police and fire commission,
thinking they would probably go along with
whatever he wanted them to do, which, in
this case, did not happen. He appealed to
them to hear the case. They refused; stating
that the sergeant had an agreement as
regards punishment which they felt was
valid. Good for these guys to do the right
thing. He instead threatened to simply “fire”
the sergeant without anyone else’s authority.
Luckily, calmer minds prevailed and the
City decided to comply with the terms of
the agreement.
Yes, Chief Davey “Jones” Dial wanted to
send this officer into his locker beneath
the deep blue sea. Davey Dial apparently
thought himself to be more omnipotent
than he actually is. I believe that he may
have forgotten
that there
is a legal and
lawful process involved with hiring and firing,
and that it remains within the domain
of the police and fire commissioners. I guess
he thought that the commission would just
rubber stamp his edict and pronouncements.
When they didn’t, he thought his worldly
powers as the chief could bully them, MAP,
and the officer/sergeant. Well, that didn’t
work!
When he woke up from his dream as lord
and ruler, he quietly shut up and went back
to a life of normalcy within the Naperville
Police Department. This attempted move on
the most omnificent one where he thought
he could create his own rules and regulations
on this officer is far more retributive
than anything I’ve seen from some of our
fine mayors in other venues.
Finally, someone tops the top bully of
Bolingbrook.
#2. Another bully tries to
horn in on Roger and
Davey
Up north in Hawthorne Woods, the exmayor
Keith Hunt (who apparently resigned
earlier this year) has always been an
anti-MAP, anti-labor guy since the officers
signed up and organized a couple of years
ago.
Obstinate to a fault, he fought—with village
money—every effort that MAP took to get
his officers a contract and appropriate pay
Legislative Updates
by Joseph Andalina.
It Lives!
A couple
of notes on
the Du Page
County Sheriff
’s never ending
organizing
efforts.
As you know,
MAP has been
fighting to
organize the
Du Page Patrol
Deputies for
many years. We
have won multiple
issues before
the ILRB,
lost one case at
the appellate
level, and that
one loss was
overturned by
the Illinois Supreme Court. MAP did very well and cost the
county lots of money, which they have been willing to spend
while crying that they are poor.
Now at issue is the last reason to litigate on bargaining efforts
on behalf of DuPage County by the three-headed dragon of
the county board, Sheriff Zaruba, and their attorneys, Seyfarth
and Shaw. Or are they past attorneys, since I heard that
the Du Page board finally cut that dragon head off themselves
as it has been known only to feed on “Billable Hours.” The
“uni-deputy” is the issue at hand now. You know, that creature
presumably invented by that mad scientist hiding out as
sheriff, Franken-ruba!
Apparently this new type of deputy of the millennium can
do all the work of a patrol deputy, court-service deputy, and
correctional officer. He/she is interchangeable and always
transferable from one bureau to another. He is why this case
continues onward.
Franken-ruba wants him to be alive, existing solely to incorporate
all personnel job descriptions as mentioned into one
giant body, even though the sum of its parts does not want
this to happen. When this issue initially went before the
Appellate Court with the language on the card check, and
since that card check issue was ruled upon favorably for the
county (and overturned by the Illinois Supreme Court) the
court chose not to venture into the uni-deputy issue and laid
it aside.
I’ll never really buy into why they do this, but it is the reality
in the world of jurists that if one issue is resolved and there is
another secondary issue, they don’t rule on it…fuggedabutit!
However, the ISC remanded this issue back for resolution to
the Appellate Court, so now we expect a ruling someday…
Confused Yeah, me too.
In earlier instances where a case went before the court, MAP
could continue to bargain for a contract. Not this time. The
court’s muted explanation ordered to stay bargaining until
the uni-deputy issue is resolved…someday…And to think we
were making progress! And getting along so well, too! Aww,
nuts.
Now we hear that Mr. Bob Shillerstrom, president of the
County Board, is thinking on running for governor on the
GOP ticket. Maybe he, Igor to Franken-ruba, will lose interest
and concentrate on beating out Governor Quinn and his
God-given place (see the Chief ’s Follies) in that office if he
actually gets the nomination.
It would be nice to get someone in the County Board that
truly wants to stop screwing the deputies, spending and wasting
taxpayers’ money and start a dialogue with this union,
which will, I swear, never ever go away.
And who knows, maybe he will take Franken-ruba with him.
We’ll keep you posted.
Defamation Suit
On a related issue, it has been reported that Franken-ruba
had his defamation suit thrown out of court. The fine sheriff
sued a political primary opponent over some political advertisement
that he did not like, as well as one of his deputies,
Tim Connell (whom we also beat Franken-ruba on a ULP
when he transferred him out of patrol to corrections because
they inserted and distributed a flier during the election which
I guess was not kind to Franken-ruba). We did not see it,
so we can’t comment on it, but the judge in the case said it
Chief’s Follies
Continued from page 3
and benefit increases. Even going so far
before a contract was decided in arbitration
to lay off a couple of cops based on
his theory of the village’s inability to
pay.
Well, let’s fast forward to arbitration.
On an award issued March 5, 2009,
the arbitrator among a couple of issues,
ruled in favor of MAP for a wage
increase of 4% for a three-year period.
The mayor, in his utter disregard for the
award, sent a letter/e-mail to MAP, the
press, the politicians, and who knows
who else, whining about the award and
their inability to pay the award. Never
mind that the arbitrator did not agree
with the village’s lackadaisical efforts
in arguing their position, claiming that
they were in the poor house, the mayor
tried the old standard tactics—threatened
layoffs—again.
He wrote that he found it remarkable
that the MAP bargaining unit would
demand three successive 4% raises and
force the village into interest arbitration,
costing the village tens of thousands of
dollars in legal fees. He cries that MAP
“pressed” on demanding substantial
and unprecedented raises and increased
benefits for…(its members).
Why, yes, Mr. ex-Mayor, that is what
unions do. Fight for wages and benefit
increases where our members do not get
them while being non-union. Why, do I
ask, would someone join a union if not
for this reason But he is an ex-mayor
and sometimes they do not think things
through. This inability happens to some
when they get elected to this position.
So in all his wisdom, he implored
MAP’s attorney Ron Cicinelli to forego
our arbitration award until 2010, or, you
guessed it, he would lay off more cops.
He ruled out rejecting the award
because he realized that with no guarantee
the arbitrator would change his
mind, the village would be liable not
only for their fees, but for the union
too if he would lose his appeal to the
arbitrator.
So it’s the union’s fault that Hawthorn
Woods spent tens of thousands
of dollars in legal fees to fight MAP.
It’s our fault that they could not convince
an arbitrator on their claim of
being unable to pay. It’s our fault that
we won unprecedented pay increases.
And it’s going to be our fault that if
we don’t get muscled out of town that
the mayor is going to lay off personnel.
It couldn’t be a power hungry mayor
(ex-mayor) that caused all this grief,
could it He had plenty of chances
to work out an agreement, and the
last time I checked,
MAP followed
all the rules when
impasse occurred. So let’s lay off more
people! The answer to (almost) every
mayor’s questions when they want to
screw over their cops.
More e-mails went out. MAP and the
attorney crafted a response, sent it to
the mayor, the Village Board, the press,
and the cops. We said NO! The cops,
and you have to give them credit, were
in this thing together and stood up to
these bullying tactics. NO concessions!
Remember the Alamo! Well, maybe not
that one; I do get carried away when I
am proud of coppers.
On D-day, the Village Board not only
did not vote to lay off anyone, they approved
the arbitrator’s award, and gave
a similar pay increase to their sergeants.
I applaud the current Village Board,
that said enough is enough. Let’s stop
dragging down morale, threatening
and disrespecting our police and get on
with running a village with honesty and
integrity.
I hope it stays that way. Now that another
bully has gone to pasture, whether
by resignation as here, or in an election
defeat as in many other towns, maybe a
new future is on the horizon where we
can all just get along.
#3 Don’t taze me, Chief!
It’s not known if those were the words
spoken by the wife of Chief Oly Ivy
after he tasered her for an unknown
Serving up concessions
Continued from page 1
that show they must ask for wage concessions
How do they know that giving
up a three year pay increase of 4% for 30
cops, or giving back that raise is going
to fix all the problems in your community
Just because they say so These
politicians and their inefficient form
of spending which got them into this
predicament in the first place are going
to make it all better after they con you
into giving back your hard-earned pay
raise Is giving back a 3-4% pay increase
or freezing it for most cop towns really
going to resolve years of fiscal irresponsibility
Is it not also true that the 3-4%
pay increase does not affect all police
employees equally due to steps or rank
Does this not skew the amounts and
monetary dollars involved on all sides of
the equation
Right now in MAP chapters, we have
about 25 towns who say without a wage
freeze, wage concessions, or diminished
benefits, that they are going to layoff a
certain amount of police officers. Feeding
off the public tax trough for so long,
they now want to feed off your wages
and benefits And if you don’t voluntarily
give into their demands, then they
are going to fire you Nice, eh It is a
real “Hobson’s Choice” here, isn’t it
But is this true Cities are jumping on
the bandwagon and threatening layoffs
if they don’t get their way. Is it really
that bad, folks For some who rush to
give up contractual wages and benefits
to avoid layoffs, have you ever asked
to make the employer prove that they
can’t pay It shouldn’t be that difficult to
come up with some numbers to prove
that a particular town has a crisis. Is the
reduction of consumer spending or a
reduction of the real estate transfer tax
a true barometer of a village not being
able to pay Can
it be political
greed and corruption
Do
overspending
or
pork
barrel
projects
even
enter into the
picture Do you
want to give
them the
easy way
out What if all they really want to do is
beat you out of a contract to make them
look good to the voters and reduce their
payroll obligations to you in the future
Is it simply a village’s fiscal irresponsibility
and they are only looking for a
shortcut to save money for their own
special elect-me-again projects The
brotherhood that exists in policing
lends us to think of one another and
instills a willingness in us to “give up”
something in order to save the jobs of
one, two, or a few officers, depending on
your department’s size. It is admirable,
but is it proper Should you invalidate
a contract, make concessions that will
have lasting implications on future pay
raises and your pension payout when it
is time to ride your pony into the Magic
Forest Do you give up wages, knowing
that you will, in most likelihood, never
regain what you gave up
And when the village revels in the good
times once again with an uninhibited
infusion of new taxes they are planning,
can you count on them giving it all back
to you Will they do the right thing
Don’t believe it for a moment! They will
beat this “you are a public servant” thing
to the ground and expect you
to be happy for that standing
ovation.
In not one letter I’ve seen
from municipalities have
I seen an offer from the
village in questions to give
back to you what they
expect you to give up when
times get better. And you
know they will get better. What
then Before you consider a
concession, ask them about
it. Watch them run and hide
behind their desks in order
to avoid this question. Or maybe drive
away in their Jaguars. Most likely you
will be the recipient of a stony silence as
you come to realize that you have been
had.
All of this is a grab at your emotion.
In order to save a job, some people will
consider concessions. It might be the
wrong thing to do even if they give you
that standing ovation. We have a standard
letter that we send out to municipalities
who are engaged in this dog and
pony show of threatening layoffs if you
don’t reach into your pockets and give
them money. It consists of a minimum
five-point request from village managers
to show this union that what they claim
is true.
We have yet to see any answers. Hmm,
why not Maybe because things are not
that bad, or out of control like they are
in bigger cities. Maybe it’s because, to
quote our ex-governor, some politicians
“spend money like drunken sailors.” This
is taking the idea of bailout way too
seriously. That is what they are asking
you know—a bailout, but only using the
He was arrested and jailed for aggravated
Oh, he was fired, too. The jailed chief
guess that you can get pretty bored
Need any more proof that maybe your
village or city officials are not always
being truthful Here’s a BIG Chief ’s
Follies for south suburban Crestwood.
Apparently village officials, for more
than two decades, besides touting cheap
water rates and safe drinking water,
drew their water for their 11,000 plus
residents from a well contaminated with
toxic chemicals linked to cancer and
other diseases. Read it in the Chicago
Tribune April 19, 2009, edition.
This isn’t about trying to poison the local
union guys or bs’ing their entire police
department, but knowingly hiding
the truth from their citizens in order to
save money. Gee, how many concessions
are they going to ask their employees
for now
I always enjoy village leaders’ comments
in explaining this problem. But as in
most cases such as this one, the mayor
and other village officials did not respond
to the paper’s efforts to get them
to comment on the story. Got to look
for the spin. Couldn’t find one, so they
do what most deceivers do—clam up!
And I mean no disrespect to clams. My
thoughts Too much thinking is dangerous;
it often leads to the truth!
#5 Politicians and God
If it’s one thing that you can count on in
people, particularly politicians, is when
the tough get going, they all seem to
believe that God is on their side. End of
last March, our current indicted ex-governor,
Rod Blago, (he who now wants to
be a reality show star) and our current
governor by default, Pat “Tax all the
morons now” Quinn went on the radio
and of course attacked each other.
While not unique that a lot of sniping
took place, they chose to invoke the
name of the Lord while they did so.
The Hair said he was an “instrument in
some form or another” for God. I guess
He didn’t like the current spate of celebrity
reality shows and is pushing Rod in
that direction.
The populist acting governor said on the
same day on a different radio wavelength
that “prior to Rob B, we had
George Ryan and he’s in jail” and that
“you know, I think we’ve had a decade
of problems. And God has, I guess, seen
fit to see that I’m governor.”
Yeah, I guess the Good Guy upstairs really
wanted to double your state income
tax and increase your gas tax up to 16¢
per gallon. How
did these politicians
get this information
that God is on their side Inquiring
minds want to know!
Well, maybe Rod and Pat should read
something that a truly great politician
once said. During the course of the
American Civil War, Abe Lincoln, after
pondering the petitions of both South
and North generals for God’s aid in
winning the war said, “God cannot be
for and against the same thing at the
same time.” (This is paraphrased here
naturally, as I did not actually hear Abe
say this and can’t really say if God is on
my side in this matter.)
This is how politicians become morons.
They really believe the tripe that spews
out of their mouths.
Editor’s note: Whew! Another issue of the
Really Stupid has been completed. See page
9 in this newsletter for another story, that
if put here, would have forced me to cut out
some good stuff. See you next time in the
Land of the Oompa-Loompas. Keep those
cards and letters coming, folks. But be honest
and no anonymous stuff.
The Skatin Bacon faces off
against another Firefighter
Team, hoping to keep their
unbeaten streak of W’s alive.
More importantly, they are hoping to
raise some serious cash for this years’
charity, The American Brain tumor
Association. It is a cause near and dear
to the heart of one of our own players,
Detective Ken Simpson of Bolingbrook,
who lost his mother to this damn disease
a few years ago. It is a cause we at
MAP wholeheartedly support.
As far as the game goes, the Skatin
Bacon did not give up their winning
streak, bending the Hoses at their whim
to a 7-1 thrashing. Usually our ‘Sid the
Kid’ impersonated by Jed Whitchurch
of the Illinois Department of Conservation
Police, is the dude whose affinity
for putting the puck in the net is quite
renowned.
This time around, he chose to dish the
puck more often, because at 32 and
hanging around with Old Man Simpson,
his legs ain’t what they used to
be. And when you’ve got to skate up
and down the ice carrying Simpson on
your back for most of the game, even a
Superstar can get fatigued.
With Kenny draped all over him, crying
“Give me the puck, give me the
puck,” Mr. Jed did his best to spread
around the goals via assists. But Jed did
ultimately score two goals blindfolded.
Other players who dented the net were:
Bob Liazuk of Bolingbrook, Pete Moranda
of Bolingbrook, Bill Gunther of
Naperville, Bill Weil of Hanover Park,
and Mike “the red-headed wannabe
“Mike Kommador” Ortinau of Aurora
PD. How about that great goaltending
and sterling defense, limiting the
firefighters to just one goal! A great job
by the whole team.
Actually, our man Simpson tried and
tried hard. I understand he was a sight
to see; banging pucks off the boards, the
post, the refs, other players, his players,
his own helmet, the stands, the lighting
techs, his coach, the sin bin, and everywhere
else except where it counts. No
biscuit in the basket, broosters in the
kitchen, broaches on the lapel, or Bubba
in the cell. But we love him anyway!
Quite seriously, Ken did a lot. Between
organizing this event with others,
raising cash, obtaining sponsors, and
getting signed autographed hockey
memorabilia, the game brought in the
largest crowd ever. It was the biggest
raffle and silent auction also, which
brought in a whopping total of $16,000
for this charity.
Bless you, Mr. Ken. Job well done and
congrats to the Skatin Bacon for another
Big Win.
FUBAR in Schaumburg
By: Joseph Andalina and the Schaumburg FUBAR officers
A
recent issue of the Schaumburg
FUBAR calls to light the passing
of the torch from one chief
to another. It also celebrates this “passing”
of the most disliked chief in chiefdom
who recently got his butt handed
to him when the village of Schaumburg
gave him the axe. Not just the axe; they
also provided him with a nice escort out
of the building.
It’s a classic inside newsletter that
outlines and casts a beacon of light
on those in leadership who seem to
do their utmost to drag down morale,
irritate cops and make believers out of
many that the DOPes in police work
can really make a good place bad.
Remember that this is the fellow who
retired on a chief ’s pension after being
a chief in Schaumburg and then got
rehired by the village as a Director of
Police at a six-figure salary. Can you say
double dipping with the blessings of the
city’s fathers
It was his civilian status that presumably
led to his downfall. Tired of his bs,
it was sayonara, Mr. Casler. I bring you
the FUBAR with no commercial interruption
and minimal editing.
DOPey Dumped!
By: Schaumburg writers of ‘FUBAR’
King Karma
Now that the smoke’s clearing and
speculation’s subsided, it’s time to all
raise a glass and celebrate the end of our
darkest era. Spring came early and the
best part was he never saw the axe that
took him out. Too bad he wasn’t further
humiliated and walked out of the building
like the four he tried to railroad.
The village could have even eased some
of their financial woes by selling tickets
to watch him clean out his office. That
would have been a soldout,
standing room only
event. He couldn’t even go
out with some dignity and
class. He whined like a
school girl that the village
didn’t play fair. And he
posed for that humiliating
picture in the newspaper
with folded arms trying
to look like some bad
ass, urban, rappin, wannabe
gangsta. Let’s hope
they decide not to put his
picture up on the wall of
ex-chiefs in the hallway.
He needs to have his own
wall of shame somewhere
near the dumpster out
back.
To commemorate the historic event,
we decided to re-run part of a past issue
(with some since added blunders)
that documented the damage DOPey
inflicted during his reign of ineptness.
• Created an auxiliary program to
lighten the load for the sworn officers.
Unfortunately, they don’t know
about the word “discretion,” give
the real cops a bad name, and have
managed to lighten the paychecks
of the sworn officers by being used
as cut rate fill ins.
• Continued the path of civilianizing
sworn positions that hamper
career development for officers.
• Reduced manpower on the
street and managed to convince/lie
to the elected ones that it was a
good thing.
• Changed the department
patch after he asked for a vote that
wanted no part of it.
• Issued those useless traffic
direction gloves because he couldn’t
convince a civilian Shamu they’re
not needed.
• Helped initiate the drive cams
in all the squads by lying to his
bosses and saying they wouldn’t be
used for discipline.
• Sold out and civilianized the
top cop job for his own greed. This
one actually came back to do him
in. They could only fire him like
they did because he was a civilian.
• Alienated other departments
and their chiefs with his “island” attitude
and his misuse of the multiagency
assistance program.
• Promoted lying, integrity-less,
eunuchs who were on the bottom of
the promotional lists by demoting
those above them.
• Surrounded himself with those
same eunuchs who were afraid to
tell him when he’s wrong.
• Repeatedly initiated excessive
punishment.
• Drove off good officers who
either quit to go to nearby departments
or retired early.
Serving up concessions
Continued from page 6
money that is in one pocket, while you
wait to bail out the federal government
with higher taxes from the other pocket.
They want you to stimulate them with
your money!
In Bolingbrook, for example, the village
owns a golf course. Yes, a golf course.
It is reported to be bleeding money.
They are also in the property business of
trying to sell real estate around the golf
course that is going nowhere. Should a
municipality own a golf course and use
village funds to maintain it Should any
town own real estate to sell to consumers
or lease buildings to Pro Bass Is it
an appropriate use of public funds
They also have their share of festivals
and jubilees, construction projects, expenditures
on Christmas lights and displays,
and other sources of expenditures
that we could say they could cut back
or eliminate to save cop jobs. Building
expansions, putting up fences and other
revenue-sucking projects are ongoing,
and they are asking cops to freeze their
wages for three years
Are there other things, hidden away
in budgets that the average employee
has nary a clue Sure and it could be
worse in other towns. And why does
a municipality hire three guys and put
them in the academy, and then ask cops
for a pay freeze Should they postpone
hiring and the academy How come
they didn’t see that one So do you all
agree—keep the three guys in the academy
that a city shouldn’t have hired in
the first place but be kept on by all the
other police officers by taking a threeyear,
zero percent pay raise Let me
see a show of hands here. How about a
town or two out there that wants you to
give up your pay raise so they could put
that money into a kitty to pay for new
cops! Absurdity rules! Yeah, that’s the
ticket.
And as you will read in the Chief ’s
Follies, a mayor threatened one of our
chapters up north with layoffs if cops
didn’t give up a newly won arbitration
for three years, at over 3 percent a year.
When push came to shove in this
chapter, the cops did not buckle. See our
Follies for details. Each town has their
own issues. Before you prostrate yourselves
on the altar of concessions, look
into the souls of your politicians. It can
be very dark in there.
Look, we know that in some venues
there may truly be a problem. All we
are saying is to make them prove it. If
you are in the middle of a contract, do
not massacre it by giving up anything
until they satisfy your requests to see
how it really is in your neighborhood.
You might be surprised that it will work
out, or they can wait until your contract
expires and see if the economy recovers
which it surely will do. Do not fall for
this malarkey that you too should suffer
because other job sectors are in the pits.
That is just political hyperbole to get the
politicians reelected; use cops as a buffer
against an angry citizenry and make you
the bad guy.
The place to make concessions is at the
start of your new contract, if you really
want to do that, but we even disagree
with that unless your employer can
unequivocally demonstrate to you an
inability to pay based on a variety of
factors that you can see, feel, and that it
passes the smell test.
If they fail, go to binding arbitration
and let an administrative law judge decide.
I have not yet read any arbitration
cases where an arbitrator has sided with
a municipality based on their inability
to pay, but maybe they are coming. If so,
let’s see what they say and then test the
waters. That could be a true barometer
to weigh whether you decide to bite
the bullet. They can raise taxes once in
a while for you, you know. If they can
raise them for every other thing, why
not do it for their employees Oh, I
forgot, we are public servants. We are
supposed to like the taste of crap.
Layoffs are an emotional issue. We want
to take care of our own because Lord
knows, nobody else will do it for us.
But because of this emotion, it is all the
more reason to be wary of the political
motivations of some of our leaders. Is
it really beneath them to lie to us about
the state of their city finances I just
don’t know how low a politician can go
to get their own way or get re-elected.
They are preying on our brotherhood.
I don’t trust them. I’d make them prove
that they can’t pay. But it is a decision
that you as an individual, local leader, or
union affiliate must make. We will be
there to help you make it. But you, as a
chapter, must be in this together. Stand
together. Like our brother and sister
officers in Schaumburg did when the
city asked them to give up their wages
in a newly negotiated, five-year contract.
They just laughed at them.
Opinion: More on Concessions
By: Joseph Andalina
The new top political buzzword
is “concessions.” It is taking the
place of “corruption,” “bailout,”
and “stimulus” as municipal governments
all jump on the concession
bandwagon.
While I’m not a conspiracy theorist,
what better way to swiftly change the
focus of their inept form of running
a government, inefficient spending
protocol, and dishonorable behavior
in government, but to find a buffer, a
scapegoat, a replacement villain
And that new villain is going to be
you. Want to know who won’t help
out the poor village that is in financial
straights Look at the image of the
not-so-nice policeman they are holding
up to the public.
Who won’t give up their pay raises,
or freeze their wages until this “crisis”
is over Point over to where that cop
is standing. And how about in these
tough economic or “uncertain” times”
that public servant wearing that blue,
black, or brown uniform refuses to help
out. What they are implying when you
say no to a concession is that you, Mr.
Citizen, may see your taxes raised just
to pay the unfair salary that the cops
won in arbitration. And by the way,
they won’t increase their insurance copay,
give up their prescription card or
reduce their big fat pension, either.
Getting the picture here I see it all the
time now. Besides having to read or
hear this “uncertain times” bull, now we
have to be subjected to the politicians’
efforts to stigmatize us for having a job.
Now we have to be punished for making
a decent wage, negotiating some
benefits and maintaining an equitable
retirement.
In my opinion, these “renters” in
elected office just see a conduit to drain
away their real or made up problems.
Stick it to the cops. Either give up
some pay and benefits that you will
never get back, or we are going to
lay you off and trash your image of a
centurion in blue to a greedy public
servant living off the coffers of the
public trust. What happened to all the
appreciation after 9/11 How quickly
it’s forgotten.
Should be sort of the other way
around, I would say. Not only do the
politicians not give one whit about you
when they do this, they are also just
posturing for votes. That’s the real end
of the story, isn’t it Just votes. Make
the public happy. Tell them that the
city is hurting right now and all will be
better if only the coppers would give
up their pay.
Listen to any news analysis on Fox or
CNN; doesn’t matter. Pundits, guys
selling books, or whatever agenda they
are selling will all pretty much agree
and say that all politicians lie. I heard it
again watching a news show the other
day. Problem is that everyone knows
that politicians will speak with a forked
tongue but they are masters at persuasion.
That’s how they get elected. Now with
incumbents all looking for short term
fixes, they have spotted the unsuspecting
police officer who wants to do
good and help others. So why not help
us, brothers and sisters—freeze your
wages. If so, we will applaud you (and
save money for other earmarks) and
say nice things about you (as we screw
over your measly wages and pensions)
and if you don’t, we’re going to lay you
off. The public will go for it because the
politicians have persuaded them that
you are greedy. Well, simply folks, be
strong, stand together. Say no to concessions,
unless they actually throw you
some hard evidence that you can verify.
Don’t give up so easy. When things are
better—and they will get better—and
they are re-elected, will the politicians
give back to you what they took away,
or rather conned some into giving up
Do I have to answer that one for you
Stay safe
room for this issue. Usually this stuff goes into the Follies, but we
wanted to give the Schaumburg cops some special treatment for
putting up with so much bs over the years. MAP fought continuously
for them and we share in their joy. Ding-dong, the wicked
witch has lost his ruby slippers!
column
On our website, we have incorporated
a new by-line by our
vice president, Keith George.
The purpose of this column is
to give you a short synopsis on legislation introduced in the
General Assembly that can impact your livelihood in law
enforcement.
He will provide a quick look at various bills and whether
they are law enforcement friendly or not. If so, we will
recommend that you contact your state representative and
senators to let them know how you feel about these issues.
He has some bills currently up and running. Stop by and
take a look.
