On behalf <strong>of</strong> the Board <strong>of</strong> Directors <strong>of</strong> the New York Thoroughbred Breeding and Development<br />

Fund, I am pleased to present this annual report for 2011. This report includes information<br />

about revenue, award payments, research funding, promotional spending and operational<br />

improvements to the Fund during the past year.<br />

New Yorks reputation as the home <strong>of</strong> world-class Thoroughbred horses continues to be<br />

bolstered by the Funds efforts. <strong>The</strong> Empire State is now the sought-after home for stallions<br />

from Kentucky, California and the rest <strong>of</strong> the country. Additionally, horses competing in New<br />

York are being claimed at unprecedented rates.<br />

<strong>The</strong> debut <strong>of</strong> Resorts World Casino New York City at Aqueduct in October marked a significant<br />

highlight for the Fund and the industry, which directly benefit from revenue generated by video<br />

lottery terminals (VLTs). Between the facilitys opening and <strong>January</strong> <strong>2012</strong>, it contributed more<br />

than $1 million to the Fund, which will distribute the revenue to the breeding industry in the form<br />

<strong>of</strong> increased breeder awards.<br />

<strong>The</strong> Fund expects to receive a total <strong>of</strong> $7.6 million in revenue from Resorts World Casino New<br />

York City in calendar year <strong>2012</strong>. <strong>The</strong> VLT revenue breathed new life into the Thoroughbred


Breeding and Development Fund, as the Board <strong>of</strong> Directors increased breeders and stallion<br />

awards based on the anticipated revenue boost.<br />

Another positive development and an indication that New York-bred Thoroughbreds remain in<br />

demand is double-digit increase in the sale <strong>of</strong> New York-bred yearlings at the 2011 Fasig-<br />

Tipton sale at Saratoga.<br />

In the aftermath <strong>of</strong> 2010s closure <strong>of</strong> New York City OTB Corporation, the developments <strong>of</strong> the<br />

past year signify optimism for the future <strong>of</strong> Thoroughbred breeding in New York State.<br />

Looking ahead through 2011 and beyond, the Fund will continue to deliver benefits to the<br />

Thoroughbred industry in New York and contribute to the agricultural viability and general<br />

economic health <strong>of</strong> the state.<br />

Executive Summary<br />

As the thoroughbred industry looks back on 2011, we believe experts will say the business bottomed out,<br />

turned around and bounced back best <strong>of</strong> all in New York State thanks to gutsy breeders who survived the<br />

storm, political leadership that delivered on the VLT promise made ten years ago to the states racing and<br />

breeding industries, and decisions made by the New York Thoroughbred Breeding Funds Board <strong>of</strong><br />

Directors.<br />

Industry observers such as Eclipse Award-winning Turf writer Paul Moran lauds our programs, saying<br />

<strong>The</strong> New York breeding program is already the best in the U.S. in terms <strong>of</strong> incentives, and will see<br />

unprecedented prosperity.<br />

This 2011 report highlights NY-bred performances on the racetrack, in the breeding shed, and in the<br />

sales ring. It also provides a full accounting <strong>of</strong> revenue receipts and disbursements <strong>of</strong> breeders award<br />

payments to breeders, owners and stallion owners. <strong>The</strong> reader will find analysis <strong>of</strong> the New York State<br />

Thoroughbred Breeding and Development Funds role in holding the line on farm count and foal<br />

production, and in attracting promising stallions to New York State.<br />

American and international earnings by NY-breds totaled $64,904,722 in 2011. <strong>The</strong> hero <strong>of</strong> the 2010<br />

edition <strong>of</strong> Japans Grade I Mile Championship, A Shin Forward, retired at the end <strong>of</strong> 2011 to stand stud<br />

at Japans Lex Stud in Hokkaido. Bred in New Yorks Hudson Valley by two-time NY Breeder <strong>of</strong> the<br />

Year Vivien Malloys Edition Farm, the Forest Wildcat horse retired as the second-highest-earning NYbred<br />

ever ($3,421,360) with a record <strong>of</strong> 6 wins from <strong>31</strong> starts. Kentucky Derby winner Funny Cide<br />

remains the states top earner <strong>of</strong> all time with $3,529,412, earned strictly on American tracks.<br />

Other highlights <strong>of</strong> the year include back-to-back Grade I wins by the two-year-old NY-sired NY-bred<br />

Weemissfrankie, and the Breeders Cup Mile win by Calebs Posse, a son <strong>of</strong> the leading NY sire for<br />

2011, Posse. Another New York powerhouse stallion, Freud, sired Giant Ryan, who had a six-race win<br />

streak in 2011 and took the Grade I Vosburgh in a typical burst <strong>of</strong> gate-to-wire speed. And New Yorkbred<br />

Mission Approved, who was claimed for a tag <strong>of</strong> $35,000 in 2010, took a long break to come back<br />

stronger than ever and take down the lions share <strong>of</strong> the $400,000 purse in Belmonts Grade I Manhattan<br />

Handicap in June <strong>of</strong> 2011.<br />

NY-breds continued to perform admirably compared to runners from other states, with average earnings<br />

per starter in North America <strong>of</strong> $18,126.<br />

Milestones<br />

Sadly, 2011 saw the passing <strong>of</strong> both equine and human stalwarts who nobly served the New York racing<br />

industry.<br />

Joseph Lynch, Chief <strong>of</strong> Operations <strong>of</strong> the NYS Racing and Wagering Board, died at age 64 in <strong>January</strong>.<br />

He wore his title humbly but knew that his colleagues in the industry gave him the affable moniker the<br />

go-to guy for his ability to answer questions based on his deep knowledge <strong>of</strong> racing rather than having<br />

to look up the answer in a book. <strong>The</strong> Saratoga native would have been proud that a race for NY-breds<br />

was named <strong>The</strong> Joe Lynch Memorial in his honor this past August.<br />

On the equine front, NY-bred and Eclipse Champion Fleet Indian was euthanized in October after<br />

developing complications from colic. A foal <strong>of</strong> 2001, Fleet Indian won the Eclipse Award as champion<br />

older mare in 2006. Her accomplishments will forever be intertwined with the passion for thoroughbreds<br />

exhibited by Olivia M. Saylor, the late daughter <strong>of</strong> Paul H. Saylor who raced Fleet Indian in his colors<br />

for the mares remarkable record <strong>of</strong> stakes wins in 2006. Henceforth, the scholarships provided by the<br />

Race for Education for the children <strong>of</strong> industry workers will be called the Olivia M. Saylor/Fleet Indian<br />

Scholarships. Olivia was only 21 when she died tragically in a house fire in <strong>January</strong> 2011.<br />

Video Lottery Terminals<br />

<strong>The</strong> New York Thoroughbred Breeding and Development Fund Corporation (the Fund) and its<br />

stakeholders held their collective breath as they waited for the frequently delayed opening date <strong>of</strong> the<br />

Resorts World Racino to finally arrive.<br />

On October 28, 2011 the gates opened, the parking lots filled, and approach roads backed up with traffic<br />

for many city blocks as a public longing for its first taste <strong>of</strong> a New York-based casino-style experience<br />

made its way to the betting palace. Visitors must have liked what they found at the racino, because the<br />

Video Lottery Terminals took in an average <strong>of</strong> $445 per machine per day between the start date and<br />

midnight on New Years Eve.* This was crucially important to the Fund, as it receives 1% <strong>of</strong> the<br />

casinos pr<strong>of</strong>its during the first year <strong>of</strong> operation. For 2011, the brief two-month operation brought in<br />

$898,572 to the Fund.<br />

With every delay, the Fund recalculated the tight 2011 budget and maintained a 30% withholding rate on<br />

breeders awards to ensure that breeders whose horses earned awards money at the end <strong>of</strong> the year would<br />

not be impacted more severely than those with award winners at the beginning <strong>of</strong> the year should the<br />

VLT start date be pushed back to <strong>2012</strong>. With 2011 wrapped up, its clear that all withholdings will be<br />

paid out by the Fund in early <strong>2012</strong> (pending approval <strong>of</strong> the Board <strong>of</strong> Directors at their Feb. 16 meeting).<br />

Financial Outlook<br />

<strong>The</strong> Fund finished the year in good financial shape for several reasons:<br />

¨ We estimated a daily win rate per machine far below what actually occurred.<br />

¨ Lower amounts than forecast were paid out in breeders awards.<br />

¨ We correctly anticipated that the handle would continue to decline both on-track and at the<br />

states remaining Off-Track Betting operations.<br />

¨ We instituted cost-saving measures in 2011.<br />

¨ <strong>The</strong> pickup in NYRA business made up for roughly one-third <strong>of</strong> the revenue lost by the Fund<br />

due to the demise <strong>of</strong> NYC OTB.<br />

Promotion<br />

This improved financial landscape allowed the Fund to conduct some promotional spending on its own<br />

behalf and to plan for the establishment <strong>of</strong> scholarship programs for college students who are likely to<br />

pursue careers in the equine or agricultural industry here in New York. <strong>The</strong> Fund also conceived an idea<br />

to link tourism and racing, as outlined in our Promotion and Advertising section.<br />

Rule Change<br />

<strong>The</strong> Board <strong>of</strong> Directors brought closure to a sad episode <strong>of</strong> animal abuse at the former Center Brook<br />

Farm in Climax, NY by adopting a formal rule that animal abusers will be barred from collecting any<br />

amount <strong>of</strong> awards money from the Funds programs.<br />

Mission Statement Change<br />

<strong>The</strong> Authorities Budget Office requested that the Fund board review its original mission statement with<br />

an eye towards revamping it to reflect current Fund goals. More can be read about this subject elsewhere<br />

in this report.<br />

Swift Response to VLT Revenue<br />

Just six days before the grand opening <strong>of</strong> Resorts World Racino, the Funds Board <strong>of</strong> Directors reviewed<br />

the revenue and spending studies compiled by Fund CFO Michael DeMarco and concluded that they<br />

could safely make increases in two Fund award programs. As the reader will find later in this report, the<br />

award hikes were highlighted in an end-<strong>of</strong>-year ad campaign to woo pregnant mares to New York State<br />

in an attempt to reverse the decline in the foal crop that began in 2005 and continued through 2011.<br />

Economic Contributions<br />

Since 1973, the Fund has been responsible for the injection <strong>of</strong> more than $360 million into our<br />

agricultural and equine economy. <strong>The</strong> breeding incentive awards program administered by the Fund,<br />

which contributed to decades <strong>of</strong> growth, helped many stakeholders in our state survive the downturn<br />

experienced nationwide by the thoroughbred industry over the past several years. In 2011, the Saratoga<br />

County Industrial Development Agency determined that the economic activity generated by NYRAs<br />

Saratoga Racecourse (thoroughbreds), Saratoga Racing and Gaming (standardbreds), and area breeding<br />

farms has a $200-million impact on nine upstate counties annually. Fund staff would like to suggest that<br />

its time to have a statewide study conducted to determine the total impact that all racing and equine<br />

activities have on the states economy.<br />

Research<br />

It is with great pride that the Fund continues to support equine research and education as part <strong>of</strong> its<br />

efforts to help foster advances in equine health. Most significant is that we will continue to make<br />

contributions for the important research conducted by Cornell Universitys Zweig Memorial Fund, to<br />

which the Fund allocated a total <strong>of</strong> $218,500 in 2011.<br />

This report provides an outline and some examples <strong>of</strong> the Breeding Funds advertising and promotional<br />

activities, a chart comparing various states breeding incentive programs, and the comments <strong>of</strong> a number<br />

<strong>of</strong> industry members on the benefits <strong>of</strong> the New York Thoroughbred Breeding and Racing Program.<br />

2011 – <strong>The</strong> Year in Review<br />

A pair <strong>of</strong> Grade 1 triumphs in California carried the 2-year-old filly Weemissfrankie to national<br />

prominence and on to the Breeders Cup, where she was third in the Juvenile Fillies, as well as to the top<br />

spot on the 2011 earnings list for New York-breds, with $559,920.<br />

Weemissfrankies victories in the Del Mar Debutante and the Oak Leaf made her the first New Yorkbred<br />

to win two Grade 1 races in the same year since Indian Blessing achieved the feat in 2006. Since<br />

1981, seven New York-breds have had Grade 1 doubles in the same year, and four others have won two<br />

Grade 1s but in different years. Kentucky Derby, Preakness and Jockey Club Gold Cup winner Funny<br />

Cide is the only New York-bred to finish first in three Grade 1s.<br />

Like the Triple Crown series, New Yorks Big Apple Triple races were won by three different horses.<br />

Preachintothedevil was a player in all three, winning the Mike Lee, finishing second to Socialsaul in the<br />

New York Derby, and running third behind Bigger Is Bettor and Socialsaul in the Albany.<br />

Giant Ryan and Inherit the Gold each won four black-type races in 2011, while Hessonite, Compliance<br />

Officer and Ava K. won three apiece. Victories in the Grade 1 Vosburgh Invitational and Grade 2 Smile<br />

helped Giant Ryan finish second on the earnings list, a mere $430 behind Weemissfrankie at $559,490.<br />

Compliance Officer was third at $305,050, Inherit the Gold seventh at $241,084, and Hessonite eighth at<br />

$239,600.<br />

By the late sire Sunriver out <strong>of</strong> the Hidden Point Farm mare Starinthemeadow, the chestnut filly<br />

Weemissfrankie was purchased for $175,000 at the Ocala Breeders Sale Companys April sale. She was<br />

foaled at Empire Stud near Hudson.<br />

California-based trainer Peter Eurton, representing a group <strong>of</strong> longtime clients, said he spent more than<br />

expected to land the filly. Weemissfrankie turned out to be a bargain buy in a year in which New Yorkbred<br />

prices at auction showed huge increases.<br />

A total <strong>of</strong> 705 New York-breds were sold in 2011 for a total <strong>of</strong> $27,371,414. Weanling prices jumped 73<br />

percent, yearlings were up 35 percent, and the prices for 2-year-olds in training increased by a<br />

remarkable 88 percent.<br />

<strong>The</strong> spike came in the year following the announcement that the long-delayed video lottery terminal<br />

(VLT) casino would open in 2011 at Aqueduct Racetrack, positively impacting purses and the states<br />

incentive programs. <strong>The</strong> increases in sales prices reversed the downward trends <strong>of</strong> recent years, and in<br />

some cases produced record figures for New York-breds.<br />

On racetracks in North America, a total <strong>of</strong> 3,513 New York-breds earned $63,677,618 in 24,055 starts. It<br />

was the fourth straight year <strong>of</strong> fewer horses and starts made which is in line with the national trend in<br />

an era <strong>of</strong> shrinking foal crops but average earnings per start for New York-breds increased for the first<br />

time since 2008.<br />

Eleven different New York-breds won a total <strong>of</strong> 14 graded stakes in 2011, and another 11 won ungraded<br />

unrestricted stakes.<br />

Landing on both lists was the sprinter Giant Ryan. <strong>The</strong> 5-year-old son <strong>of</strong> the outstanding sire Freud had a<br />

terrific six-victory season for Bisnath Parboo, who trains the horse for his son, owner Shivananda<br />

Parboo.<br />

Giant Ryan won the Vosburgh at Belmont Park on October 1 at odds <strong>of</strong> 12-1, the Grade 2 Smile at<br />

Calder Race Course on July 9, and the ungraded Ponche on June 6 at Calder. He completed his season<br />

with an eighth-place finish in the Breeders Cup Sprint.<br />

Mission Approved picked up a surprise Grade 1 victory in the Manhattan Handicap on the Belmont<br />

Stakes Day program. <strong>The</strong> 7-year-old With Approval horse, bred by Dr. William F. Coyro Jr. and owned<br />

by Terikchand Chatterpaul, defeated a field <strong>of</strong> nine turf runners, including the champion Gio Ponti.<br />

Weemissfrankies dam Starinthemeadow produced two New York-breds before being relocated to<br />

Florida by Hidden Point Farm. Her progeny includes a 2-year-old Florida-bred full sister to<br />

Weemissfrankie. Following Weemissfrankies success at Del Mar and Santa Anita, Starinthemeadows<br />

value soared and she was sold in foal to Leroidesanimaux for $220,000.<br />

In the Breeders Cup, Weemissfrankie finished behind the unbeaten champion My Miss Aurelia and<br />

Grade 1 Spinaway winner Grace Hall. Weemissfrankie stumbled badly at the start <strong>of</strong> the Grade 1<br />

Hollywood Starlet in December, but recovered and finished a competitive fourth. She came out <strong>of</strong> the<br />

race with a non-displaced leg fracture, underwent surgery and is expected to be able to resume her career<br />

in <strong>2012</strong>.<br />

Prior to the Hollywood Starlet, Eurton said that Weemissfrankie was very mature. She acts older than<br />

her age, he said. Shes pretty low-key, not overly spirited, very quiet. She may buck a little when you<br />

put a rider up.<br />

<strong>The</strong> list <strong>of</strong> New York-bred stakes winners in 2011 begins with Final Mesas triumph in the Grade 3 Old<br />

Hat on <strong>January</strong> 5 at Gulfstream Park. Adirondack Summer finished first in the Dania Beach Stakes on<br />

<strong>January</strong> 16, and Band Box won the Private Terms on March 19 at Laurel in Maryland. A week later at<br />

Aqueduct, R. Betty Graybull took the top prize in the Ladies Handicap.<br />

Be Bullish kicked <strong>of</strong>f April with a win on the first day <strong>of</strong> the month in the Mr. Nasty Stakes at Aqueduct.<br />

On April 2, the veteran steeplechaser Sunshine Numbers won the Grade 3 Carolina Cup Hurdle Stakes at<br />

Camden, South Carolina, and Inherit the Gold won the Grade 3 Excelsior at Aqueduct.<br />

Straight Story captured the Grade 3 Fort Marcy on the turf at Belmont Park on May 7. Friend or Foe won<br />

the Easy Goer at Belmont on June 5, Giant Ryan took the Ponche on June 11 at Calder, and Street Game<br />

finished first in the Grade 3 Hill Prince on June 18 at Belmont Park.<br />

In July, Giant Ryan prevailed in the Smile on the 9 th and Miss Valentine won the Serenas Song on the<br />

16 th at Monmouth Park. After Giant Ryan won his fifth straight in the Smile, trainer Bisnath Parboo gave<br />

him a lengthy lay<strong>of</strong>f, training him up to his victory in the Vosburgh.<br />

At Saratoga, Ahvees Destiny won the Smart and Fancy Stakes on August 1, while Go Tiger Jack was<br />

the winner <strong>of</strong> the Barksdale Stakes at Louisiana Downs on August 16.<br />

Future Prospect grabbed the Grade 3 Kentucky Cup Stakes at Turfway Park on September 24, and Miss<br />

Valentine added some more black type to her resume with a win in the Moms Command on September<br />

28 at Belmont Park.<br />

Pure Gossip hit the wire first in the Grade 3 Miss Grillo at Belmont on October 2, and <strong>The</strong> Funky<br />

Express was the winner <strong>of</strong> the Small Wonder on October 15 at Delaware Park.<br />

<strong>The</strong>re was a pair <strong>of</strong> NY-bred Grade 2 winners in November: Straight Story in the Autumn Stakes at<br />

Woodbine in <strong>To</strong>ronto on November 12, and Lovely Lil in the Go for Wand on November 25 at<br />

Aqueduct.<br />

Straight Story, trained by Alan Goldberg for Richard Santulli, won on the lead for jockey Jesse<br />

Campbell. "He broke sharp and we just let him run his own race, Campbell said. "We thought we'd be<br />

laying second. He's pretty adamant, the horse, when he left the gate to be on the lead. I let him get<br />

comfortable and tried to get away at the top <strong>of</strong> the lane. I didn't want to let somebody come to me, I<br />

wanted to open it up and try to hold on. He ran really game."<br />

<strong>The</strong> longest shot in the field <strong>of</strong> 10 at 38-1, Straight Story paid $78 and earned $159,904 in purse money.<br />

<strong>The</strong> son <strong>of</strong> Giants Causeway, foaled at Gallaghers Stud, has a 7-6-0 record from 22 starts, with<br />

earnings <strong>of</strong> $736,000.<br />

Compliance Officer completed a memorable and productive year for owner Thomas La Marca and<br />

trainer Bruce Brown with a victory under Alex Solis in the Claiming Crown Emerald on December 3 at<br />

Fair Grounds in New Orleans. Compliance Officer won six <strong>of</strong> eight starts in 2011, four <strong>of</strong> them stakes.<br />

La Marca and Brown claimed the gelding for $35,000 on November 18, 2010 and put him away for the<br />

winter. He had been trained by Saratoga Springs native Terri Pompay for Klaravich Stable and William<br />

Lawrence.<br />

Bruce has done a fabulous job and Alex fits him to a T, La Marca said. Its been like a<br />

fantasyland.<br />

Weemissfrankies third in the Juvenile Fillies was the top finish by the six New York-breds that<br />

competed in the Breeders Cup. In addition to Giant Ryan, the other native New Yorkers to compete on<br />

racings biggest stage were Pure Gossip, Royal Bonnie, Dayatthespa and Compliance Officer, who had a<br />

tough trip and finished 11 th in the Mile.<br />

<strong>The</strong> post really hurt him in the Breeders Cup, Brown said after the Claiming Crown win. When hes<br />

tucked behind horses he relaxes. In the Breeders Cup he got hung wide. <strong>To</strong>day he was able to tuck in<br />

and thats the secret.<br />

Two <strong>of</strong> the top runners in New York-bred history completed their careers in 2011 and moved into stud<br />

duty. Two-time New York Horse <strong>of</strong> the Year Haynesfield captured the McMahon Adena Empire Classic<br />

for the second time on October 22, and was retired following a fourth-place finish in the Grade 1 Cigar<br />

Mile in November. Owned by Harvey Weinsteins Turtle Bird Stable, Haynesfield won 10 <strong>of</strong> 19 starts,<br />

eight <strong>of</strong> them stakes, and ranks 13 th on the NY-bred career earnings list with $1,<strong>31</strong>9,481.<br />

A Shin Forward, bred by Edition Farm, was winless in his final season <strong>of</strong> racing in Japan, but the son <strong>of</strong><br />

Forest Wildcat left the track for the stallion barn with a 6-3-3 record from <strong>31</strong> starts, and his earnings <strong>of</strong><br />

$3,421,360 rank second on the New York-bred career list to Funny Cide.<br />

New York-bred stakes, which are run throughout the year, were on the NYRA programs at Aqueduct on<br />

the first and last days <strong>of</strong> 2011.<br />

<strong>The</strong> Jockey Club limits the names <strong>of</strong> thoroughbreds to 18 letters, which includes spaces and punctuation<br />

marks. Appropriately, a <strong>January</strong> 1 stakes race with a name that consumes all 18 letters, the $60,000<br />

Champagneforashley, was won by a horse whose name also goes the distance: Preachintothedevil.<br />

Jeffrey Tucker bred the 3-year-old bay colt, who races for Crossed Sabres Farm.<br />

R. Betty Graybull got her season <strong>of</strong>f properly and set the stage for her score in the Ladies in March with<br />

a victory in the $60,000 Leecoo Stakes on <strong>January</strong> 13. <strong>The</strong> daughter <strong>of</strong> Hall <strong>of</strong> Famer Holy Bull was<br />

bred by Pegasus Farms. On <strong>January</strong> 26, Inherit the Gold started his big 2011 by capturing the $60,000<br />

Mr. International Stakes. <strong>The</strong> homebred son <strong>of</strong> Gold <strong>To</strong>ken races for Glas-Tipp Stable and Suzanne<br />

Hooper, and is trained by James Hooper.<br />

In February, breeder-owner Adam Madkours Spa City Princess won the $60,000 Belle Born Stakes on<br />

the 5 th , and Earle Macks veteran Icabad Crane won the $60,000 GDay Mate Stakes on the 17 th .<br />

Eminent Tale, bred by Thomas-Narlinger LLC and <strong>To</strong>ny Grey, took the $60,000 Undaunted Mettle on<br />

the 18 th , and Be Bullish closed the month with a win in the $65,000 Hollie Hughes Stakes, a race named<br />

for the Hall <strong>of</strong> Fame trainer who for decades handled the horses <strong>of</strong> the Sanford family <strong>of</strong> Amsterdam. Be<br />

Bullish, by Pure Prize, was bred by Carol and Herbert Schwartz.<br />

March was a busy month for New York-breds, with R. Betty Graybull topping open-company horses in<br />

the Ladies, Bandbox taking the Private Terms at Laurel, Inherit the Gold and Eminent Tale picking up<br />

their second stakes wins <strong>of</strong> the year, and Meese Rocks, Ava K. and Lots <strong>of</strong> Stones gaining black-type<br />

victories. Meese Rocks snagged the $65,000 Broadway Stakes for fillies and mares on the 5 th , Ava K.,<br />

bred by Sugar Maple Farm and H. Lewis Rappaport, took first in the $60,000 Proud Puppy for 3-year-old<br />

fillies on the 11 th , and Inherit the Gold won the $65,000 Kings Point the next day.<br />

Eminent Tale, a son <strong>of</strong> Read the Footnotes, followed up his win in the Undaunted Mettle with a victory<br />

in the Sweet Envoy on March 13. Lots <strong>of</strong> Stones, bred and owned by Roddy Valente, won the $60,000<br />

Ruby Rubles Stakes on March <strong>31</strong>.<br />

Be Bullish was back in the winners circle on April 1, when he beat open-company runners in the<br />

$60,000 Mr. Nasty. <strong>The</strong> Dresden Farms-bred Sunshine Numbers got his graded steeplechase win on the<br />

Carolina Cup program on the 2 nd , the same day that Inherit the Gold won the $100,000 Excelsior at<br />

Aqueduct, his third triumph <strong>of</strong> the year. Midnight Visit won the $60,000 Love is Eternal Stakes on the<br />

3 rd for Thoroughbred Futures Racing and trainer <strong>To</strong>dd Pletcher. <strong>The</strong> Henny Hughes filly was bred by Dr.<br />

Jerry Bilinski and Harry Patten.<br />

Giant Ryan picked up his first stakes win <strong>of</strong> the season on April 6 in the Hamlet, and owner-breeder<br />

Barry K. Schwartzs 3-year-old Bold Deed won the one-mile Packetts Landing on April 10. Spa City<br />

Princess was a winner again on the 13 th in the $60,000 Chase the Dream, and Stormys Majesty got to<br />

the wire first in the Noble Nashua on the 22 nd to earn the winners share for Well Spring Stables. <strong>The</strong><br />

John Terranova-trained Chorus Music earned the top prize in the $60,000 Irish Linnet Stakes on the 29 th<br />

at Belmont Park.<br />

Trainer Leah Gyarmati and her partners were in the winners circle at Belmont Park on May 4 to<br />

celebrate Big Brownies win in the Cupids Way.<br />

<strong>The</strong> first two races <strong>of</strong> the New York Stallion Stakes series were held in early May at Belmont. Lady on<br />

the Run took the opener, the $100,000 Park Avenue for 3-year-old fillies sprinting 6 1/2 furlongs. <strong>The</strong><br />

daughter <strong>of</strong> Ten Most Wanted was bred by Jeffrey Tucker. Darrins Dilemma, a son <strong>of</strong> Freud bred by<br />

<strong>To</strong>ny Grey, won the Stallion Stakes $100,000 Times Square division for males on May 11.<br />

Patsy Symons Gitchee Goomie won the first <strong>of</strong> her stakes on May 29 with a victory in the $100,000<br />

Mount Vernon. On the same card, owner-trainer Scott Schwartz Pocket Cowboys was the winner in the<br />

companion stake for males, the $100,000 Kingston.<br />

<strong>The</strong> Mike Hushion-trained Ava K. won again on June 3 in the $60,000 Wandering Cloud. Chester and<br />

Mary Bromans Friend or Foe earned an open-company victory in the Easy Goer on June 5.<br />

Freud sired both winners <strong>of</strong> the second round <strong>of</strong> the New York Stallion Stakes run on June 5. Darrins<br />

Dilemma added to his resume and his bankroll with a first-place finish in the $75,000 Spectacular Bid,<br />

and Hessonite, bred by Berkshire Stud and Waterville Lake Stables, won the Cupecoys Joy division for<br />

fillies.<br />

June 11 was a big day for New York-breds, with Mission Approved winning the Grade 1 $400,000<br />

Manhattan Handicap at Belmont and Giant Ryan taking the $75,000 Ponce at Calder. Mission<br />

Approveds front-running score in the Manhattan came a year to the day after he was claimed for<br />

$35,000 by trainer Naipul Chatterpaul and was his first start in 11 months.<br />

I tried to get him a prep, Chatterpaul said, but I couldnt get him in one, so I figured Id keep training<br />

him to get him right for this. He was coming into this race really good, and I had a lot <strong>of</strong> confidence.<br />

Chatterpaul, who picked up his first Grade 1 win, was not concerned about running on yielding turf.<br />

<strong>The</strong> horse seemed to like it, he said, and for the past couple <strong>of</strong> weeks weve had a lot <strong>of</strong> dry weather. I<br />

was worried about how dry it was.<br />

And Chatterpaul wasnt concerned about facing Grade 1 winners, including champion Gio Ponti, in the<br />

Manhattan. As long as hes in front, hes not a horse thats going to give it up, Chatterpaul said. It<br />

would really take a good horse to run him down, and not today.<br />

Flying Zee Stables 3-year-old Street Game, a son <strong>of</strong> Street Cry, secured a Grade 3 victory in the<br />

$100,000 Hill Prince on June 18, and Smokin Hero, bred by Wachtel Stable, won the $60,000 Noble<br />

Nashua Stakes the next afternoon.<br />

Ava K., a daughter <strong>of</strong> Dixie Union, captured her third stakes victory <strong>of</strong> the year on June 26 in the<br />

$100,000 Bouwerie, keeping her record perfect in five state-bred races. She finished the year with five<br />

wins and two thirds from eight starts and earnings <strong>of</strong> $201,467.<br />

On that same June 26 program, Preachintothedevil won the $100,000 Mike Lee, the opener <strong>of</strong> the Big<br />

Apple Triple for 3-year-olds. Preachintothedevil returned to state-bred stakes company after spending<br />

some time on the Kentucky Derby trail. <strong>The</strong> son <strong>of</strong> Pulpit was third in the Whirlaway, sixth in the Grade<br />

3 Spiral Stakes behind eventual Derby winner and 3-year-old champion Animal Kingdom, and eighth in<br />

the Grade 1 Wood Memorial.<br />

Giant Ryan continued his roll on July 9 with a triumph in the Smile. Socialsaul handled<br />

Preachintothedevil by 4¼ lengths on the 16 th in the New York Derby at Finger Lakes, the second leg <strong>of</strong><br />

the Big Apple Triple. Miss Valentine, trained by Christophe Clement, took home the top prize in the<br />

Serenas Song at Monmouth, and the Nick Zito-trained Bankers Buy snagged the Reno Miss South<br />

Shore Stakes on July 17.<br />

Racing then moved upstate to Saratoga, and Curragh Stables Chorus Music accomplished the Irish<br />

Linnet double, winning the Saratoga edition <strong>of</strong> the $77,500 race named after the fine race mare trained<br />

by Leo OBrien. Icabad Crane added another stakes to his resume, winning the $75,000 Evan Shipman<br />

on July 25.<br />

Ahvees Destiny opened August with a victory on the first day <strong>of</strong> the month in the $78,000 Smart and<br />

Fancy Stakes. Two days later, Anstu Stables Ibboyee came from <strong>of</strong>f the pace to win the $77,000 John<br />

Morrissey by a neck.<br />

Meanwhile, at Louisiana Downs, Go Tiger Jack won the Barksdale Stakes for owner Melissa<br />

Cantacuzene on August 6.<br />

William Punk and Phillip DeLeos filly Hessonite, trained by David Donk, grabbed another Stallion<br />

Series victory on August 11 by beating males in a $100,000 mile race on the turf.<br />

Trainer Bruce Brown earned the first stakes victory <strong>of</strong> his career on August 18, when Compliance<br />

Officer proved again that he was a very good claim for La Marca Stable with a win in the $101,000 West<br />

Point. It was Compliance Officers third straight win.<br />

Gitchee Goomie prevailed in the $101,000 Yaddo and Lovely Lil won the $77,000 Union Avenue on<br />

August 22.<br />

<strong>The</strong> $101,000 Albany Stakes featured a rematch between individual Big Apple Triple race winners<br />

Preachintothedevil and Socialsaul. <strong>The</strong>y had to settle for minor rewards, though, as Bigger is Bettor won<br />

for owner-breeders Chester and Mary Broman.<br />

During the final two weeks <strong>of</strong> the Spa meeting, Driven by Success won the $75,000 Easy N Dirty, and<br />

the Bromans struck again with Mineralogist in the $75,000 Saratoga Dew. In the first 2-year-old New<br />

York-bred stakes <strong>of</strong> the year, Flying Zees Harbor Mist won the Anne M. Clare on September 1 and<br />

Repole Stables Zow won the Gold and Roses on September 2.<br />

Weemissfrankie created a buzz on September 3 with her first Grade 1 win at Del Mar.<br />

On Labor Day at Finger Lakes in 2-year-old stakes, Bay Park Boy won the $126,387Aspirant and Shot<br />

Gun Pennie took the $135,325 Lady Finger.<br />

Back at Belmont Park for the fall meet, Compliance Officer won the Ashley T. Cole on September 11<br />

and Johannesburg Smile prevailed in the Noble Nashua on September 24.<br />

Future Prospect gave Freud a Grade 2 win in the $100,000 Kentucky Cup Stakes, and the outstanding<br />

sires son Pretty Boy Freud won the Corma Ray Stakes on September 28 at Belmont Park. Miss<br />

Valentine gained some more black type in the one-mile Moms Command at Belmont Park to complete<br />

the September schedule.<br />

New Yorkers captured two Grade 1s during the first weekend <strong>of</strong> October, with Giant Ryan taking the<br />

Vosburgh on October 1 and Weemissfrankie prevailing in the Oak Leaf at Santa Anita the next day. That<br />

weekend in 2-year-old races in New York, Wildcats Smile won the $260,876 Breeders Futurity at<br />

Finger Lakes and Pure Gossip punched her ticket to the Breeders Cup in the Miss Grillo at Belmont<br />

Park. Yet another Freud, <strong>The</strong> Funky Express, won the Small Wonder at Delaware Park for 2-year-olds<br />

on October 15.<br />

<strong>The</strong> annual New York Showcase Day was held on October 22 and produced an array <strong>of</strong> stakes winners.<br />

Sanford Bacons Risky Rachel, a daughter <strong>of</strong> the great Dancin Renee, won the $125,000 Friendly Island<br />

Iroquois Stakes for trainer H. James Bond. Flying Zees Night Maneuver checked in first in the Bertram<br />

F. Bongard Stakes. Freuds son General Maximus won the Posse Hudson Stakes and Hessonite gave the<br />

sire a victory in the Justenuffhumor Ticonderoga Stakes.<br />

Really, really good race they finished really fast and beating a really good older filly like Gitchee<br />

Goomie bodes well for the future, said Hessonites trainer David Donk. She could be a really nice 4-<br />

year-old. Shell get turned out until the first <strong>of</strong> the year, then come back here, and well get her ready<br />

here for April.<br />

Donk, who worked as an assistant to Hall <strong>of</strong> Fame trainer Woody Stephens early in his career, believed<br />

in the fillys ability, sending her to the Stallion Series race at Saratoga where she beat males, and running<br />

her back in the Ticonderoga 12 days after she finished second against open company in the Pebbles.<br />

I think she has improved through the year, Donk said. I think the numbers are a little deceiving<br />

because just like in Saratoga she couldnt have won with any more confidence, so you know theres more<br />

in the tank. But today was a really, really good test hooking [Gitchee Goomie].<br />

Bellacourt, bred by Cheryl Prudhomme and Dr. Michael T. Gallivan, won the $100,000 Joseph A.<br />

Gimma Stakes on October 22, and Compliance Officer finished first in the Bluegrass Cat Mohawk<br />

Stakes on the same day.<br />

Haynesfield capped the day by winning the McMahon Adena Empire Classic.<br />

Straight Storys win in the Autumn at Woodbine was the first <strong>of</strong> a number <strong>of</strong> stakes wins in November.<br />

Four New York Stallion Series stakes were run on November 13. Shane Roars won the Great White Way<br />

for 2-year-old males, and <strong>The</strong> Funky Express was first in the Fifth Avenue for 2-year-old fillies. Lady on<br />

the Run won her second stakes <strong>of</strong> the year in the Staten Island, and Inherit the Gold won his fourth stakes<br />

in a sparkling campaign with a victory in the Thunder Rumble division.<br />

Groomed for Victory, by Victory Gallop, won the $60,000 Adirondack Holme Stakes on November 20<br />

and Barry Schwartz homebred Lovely Lil won the Go for Wand on November 25.<br />

Compliance Officer strengthened his case for seasonal honors by winning the Emerald at the Claiming<br />

Crown in New Orleans on December 3. Swag Daddy, a son <strong>of</strong> Scat Daddy bred by Sugar Maple Farm,<br />

stepped into the spotlight with a pair <strong>of</strong> 2-year-old stakes wins in December. He opened the month with a<br />

victory in the $65,000 Damon Runyon on December 4, and closed it on the <strong>31</strong> st by winning the $75,000<br />

Restrainor for owner Eric Fein.<br />

<strong>The</strong> Eltish filly Double Mint won the East View on December 7, Mineralogist earned her second stakes<br />

win <strong>of</strong> the year in the S<strong>of</strong>t Morning on the 8 th , and Jim and Susan Hills Lemon Splendor captured the<br />

$75,000 Swirlaway Stakes on the 29 th .<br />

In the final stakes <strong>of</strong> the year, Spa City Fever, a gelded full brother to Spa City Princess, won the<br />

$75,000 Alex M. Robb Stakes on New Years Eve. <strong>The</strong> victory by a head over Icabad Crane was a fitting<br />

finish to a busy year in which the game 5-year-old ran in nine stakes and earned two seconds and three<br />

thirds.<br />

A Brief Review <strong>of</strong> Recent Breeder Awards History<br />

It is no coincidence that 2009, 2010 and 2011 were among the most difficult years for the states<br />

breeders. In addition to the fact that demand for thoroughbreds began a steep slide in 2009, the Fund<br />

Board felt that the failure <strong>of</strong> NYC OTB to make statutory payments required an increase in the<br />

withholding rate on breeder awards from 20% to 30%. This move was made so that that all breeders<br />

would be affected equally by the revenue hit. In other words, NY-breds that earned awards in the second<br />

half <strong>of</strong> 2009 would not be impacted more greatly than those who did their running in the first half <strong>of</strong> the<br />

year.<br />

<strong>The</strong> Fund never did receive any portion <strong>of</strong> the $2.1 million NYC OTB owed it for 2009. In 2010, despite<br />

promising to make statutory payments, NYC OTB stopped paying full amounts owed beginning in<br />

March. <strong>The</strong> Racing and Wagering Board explained that it would not allow the betting giant to carry out<strong>of</strong>-state<br />

simulcast wagering unless it set aside the proper payments for 2010. <strong>The</strong> result was that the Fund<br />

did receive, by <strong>January</strong> <strong>of</strong> 2011, $1,162,958.49 that had been withheld during 2010.<br />

<strong>The</strong> Board, still concerned with the damages done to breeders in 2009, took an extraordinary measure at<br />

its meeting <strong>of</strong> <strong>January</strong> 27, 2011. It voted to accept NYRAs <strong>of</strong>fer to forego its purse enrichment payment<br />

for 2010 as long as the entire amount <strong>of</strong> $383,332 was used to pay breeder awards for 2009.<br />

This purse enrichment allowed the Fund to come up with $1.46 million to reimburse winners <strong>of</strong> breeder,<br />

stallion, and owner awards for 2009 withholdings. Due to the OTB situation, award winners had only<br />

received 70% <strong>of</strong> the awards due them for 2009. <strong>The</strong> checks that the Fund sent out to breeders at the end<br />

<strong>of</strong> February represented 52 percent <strong>of</strong> their 2009 withholding amount. In other words, every breeder<br />

who earned awards in 2009 eventually received about 86 cents on the dollar <strong>of</strong> what they were owed.<br />

<strong>The</strong> <strong>January</strong> 27, 2011 meeting produced some additional good news for breeders, as the Board voted to<br />

pay out 100% <strong>of</strong> the withholdings imposed for the entire year. Some $3.2 million was sent out to award<br />

recipients in early March, in time for breeding season, as Board member Joe McMahon remarked.<br />

<strong>The</strong> Board voted unanimously at its March <strong>31</strong> meeting to use more than $861,000 on hand to make<br />

supplemental payments to breeders for 2010.<br />

By the end <strong>of</strong> 2011, it was apparent that the Fund would be able to pay breeder, owner and stallion<br />

awards at 100% <strong>of</strong> what was earned during the year.<br />

It is expected that the Board will consider the possibility <strong>of</strong> a supplemental payment to breeders at its<br />

first meeting <strong>of</strong> the year on February 16, <strong>2012</strong>.<br />

earning total purses <strong>of</strong> $63,677,618. <strong>The</strong>se New York-breds finished first 2,798 times,<br />

second 2,979 times, and third 2,995 times, for a total <strong>of</strong> 8,772 top-three finishes and an<br />

overall in-the-money rate <strong>of</strong> 36.4%. A total <strong>of</strong> 2,574 NY-breds made 16,041 starts on<br />

New York tracks in 2011.<br />

In 2010, 3,632 thoroughbreds bred in New York made 25,134 starts in North America,<br />

earning total purses <strong>of</strong> $65,700,7<strong>31</strong>. <strong>The</strong>se New York-breds finished first 2,946 times,<br />

second 3,027 times, and third 3,045 times, for a total <strong>of</strong> 9,018 top-three finishes and an<br />

overall in-the-money rate <strong>of</strong> 35.9%.<br />

In 2009, 3,856 thoroughbreds bred in New York made 26,755 starts in North America,<br />

earning total purses <strong>of</strong> $70,194,634. <strong>The</strong>se New York-breds finished first 2,944 times,<br />

second 3,081 times, and third 3,234 times, for a total <strong>of</strong> 9,259 top-three finishes and an<br />

overall in-the-money rate <strong>of</strong> 34.6%.<br />

In 2008, 3,851 thoroughbreds bred in New York made 27,357 starts in North America,<br />

earning total purses <strong>of</strong> $81,562,424. <strong>The</strong>se New York-breds finished first 3,126 times,<br />

second 3,324 times, and third 3,306 times, for a total <strong>of</strong> 9,756 top-three finishes and an<br />

overall in-the-money rate <strong>of</strong> 35%. <strong>The</strong> total purses earned represents an increase <strong>of</strong> over<br />

6% compared to last years figure <strong>of</strong> $76,378,645, marking the eleventh consecutive year<br />

<strong>of</strong> record earnings.<br />

In 2007, a total <strong>of</strong> 3,934 thoroughbreds bred in New York made 26,292 starts in North<br />

America, earning total purses <strong>of</strong> $76,378,645. <strong>The</strong>se New York-breds finished first<br />

2,974 times, second 3,148 times, and third 3,098 times, for a total <strong>of</strong> 9,220 top-three<br />

finishes and an overall in-the-money rate <strong>of</strong> 35%. <strong>The</strong> total purses earned represents an<br />

increase <strong>of</strong> nearly 4% over last years figure <strong>of</strong> $73,535,643, marking the tenth<br />

consecutive year <strong>of</strong> record earnings. <strong>The</strong> total North American purse earnings by New<br />

York-breds in 2007 represent an increase <strong>of</strong> nearly 72% over the 1997 figure <strong>of</strong><br />

$44,456,305.<br />

In 2006, a total <strong>of</strong> 3,873 thoroughbreds bred in New York made 26,320 starts worldwide,<br />

earning total purses <strong>of</strong> $73,535,643. <strong>The</strong>se New York-breds finished first 2,956 times,<br />

second 3,180 times, and third 3,101 times, for a total <strong>of</strong> 9,237 top-three finishes and an<br />

overall in-the-money rate <strong>of</strong> 42.4%, an increase <strong>of</strong> over 6 percentage points compared to<br />

the figure for last year. North American earnings by New York-breds increased to a total<br />

<strong>of</strong> $72,092,598 for 2006, marking the ninth consecutive year <strong>of</strong> record earnings. <strong>The</strong><br />

total North American purse earnings by New York-breds in 2006 represent an increase <strong>of</strong><br />

over 62% compared to the 1997 figure <strong>of</strong> $44,456,305.<br />

In 2005, a total <strong>of</strong> 3,591 thoroughbreds bred in New York made 24,495 starts in North<br />

America, finishing first 2,940 times, second 2,949 times, and third 2,929 times, for a total<br />

<strong>of</strong> 8,818 top-three finishes and an overall in-the-money rate <strong>of</strong> 36%. <strong>To</strong>tal North<br />

American purse earnings by New York-breds in 2005 reached an all-time high <strong>of</strong><br />

$71,907,213, surpassing the record set in 2004 by nearly $6.7 million. This marks the<br />

eighth consecutive year <strong>of</strong> record-setting earnings by New York-breds.<br />

In 2004, a total <strong>of</strong> 3,466 thoroughbreds bred in New York made 24,234 starts in North<br />

America, finishing first 2,658 times, second 2,656 times, and third 2,852 times, for a total<br />

<strong>of</strong> 8,166 top-three finishes and an overall in-the-money rate <strong>of</strong> 33.7%. <strong>To</strong>tal North<br />

American purse earnings by New York-breds in 2004 reached an all-time high <strong>of</strong><br />

$65,211,933, surpassing the record set in 2003 by over $7.5 million.<br />

In 2003, a total <strong>of</strong> 3,187 thoroughbreds bred in New York made 22,053 starts in North<br />

America, finishing first 2,550 times, second 2,634 times, and third 2,627 times, for a total<br />

<strong>of</strong> 7,811 top-three finishes and an overall in-the-money rate <strong>of</strong> 35.4%. <strong>To</strong>tal North<br />

American purse earnings by New York-breds in 2003 reached an all-time high <strong>of</strong><br />

$57,674,759, surpassing the record set in 2002 by over $2.5 million.<br />

In 2002, a total <strong>of</strong> 2,985 thoroughbreds bred in New York made 22,079 starts in North<br />

America, finishing first 2,575 times, second 2,576 times, and third 2,617 times, for a total<br />

<strong>of</strong> 7,768 top-three finishes and an overall in-the-money rate <strong>of</strong> 35.2%. <strong>To</strong>tal North<br />

American purse earnings by New York-breds in 2002 reached $54,963,235, surpassing<br />

the record set in 2001 by over $1 million.<br />

In 2001, a total <strong>of</strong> 2,880 thoroughbreds bred in New York made 22,019 starts in North<br />

America, finishing first 2,585 times, second 2,641 times, and third 2,686 times, for a total<br />

<strong>of</strong> 7,912 top-three finishes and an overall in-the-money rate <strong>of</strong> nearly 36%. <strong>To</strong>tal North<br />

American purse earnings by New York-breds in 2001 reached $53,860,329, surpassing<br />

the record set in 2000 by nearly $1.25 million.<br />

Performance <strong>of</strong> NY Stallions in 2011<br />

With the late-running Calebs Posse doing the heavy lifting, Posse maintained his<br />

position as New Yorks leading sire for the second consecutive year in 2011.<br />

Once again, Posse and Freud were one-two in the standings, with Vinerys Posse just<br />

missing cracking the $5 million plateau. For the second consecutive year, New Yorks<br />

top two sires each surpassed $4 million, a double that had not occurred for a decade.<br />

Bluegrass Cat stands third in the rankings, but is new to New York in <strong>2012</strong> after being<br />

relocated from Kentucky. He will stand for a stud fee <strong>of</strong> $17,500 at Vinery New York at<br />

Sugar Maple Farm.<br />

Calebs Posse, runner-up for the 3-year-old Eclipse Award and winner <strong>of</strong> the Grade 2<br />

Amsterdam, the Grade 1 Forego at Saratoga, and the Grade 1 Breeders Cup Dirt Mile,<br />

earned $1,030,909 and provided about 20 percent <strong>of</strong> Posses figure <strong>of</strong> $4,998,699. That<br />

total may well be a record for the state, easily eclipsing Regal Classics 2002 figure <strong>of</strong><br />

$4,621,068.<br />

Posse, who entered stud in the state in 2010, will have his first New York-bred runners<br />

hit the track in 2013. Standing for a stud fee <strong>of</strong> $10,000 at Vinery New York at Sugar<br />

Maple, he covered 87 mares in 2010 and 86 in 2011.<br />

From six crops to race, Posse has produced 225 winners, 15 <strong>of</strong> them stakes winners, and<br />

his runners have earned over $16 million in purses. His first star, Kodiak Kowboy, was a<br />

two-time champion and, like Calebs Posse, is a millionaire. During the 2011 season, 112<br />

<strong>of</strong> his 208 runners were winners, piling up a total <strong>of</strong> 196 victories. Five horses combined<br />

to win a total <strong>of</strong> eight stakes.<br />

Freud has stood in New York since going to stud in 2002, and has been one <strong>of</strong> the leading<br />

sires in the state since his <strong>of</strong>fspring began competing. He led the standings in 2008 and<br />

2009, and though he ranks second to Posse on the general sire list, nearly all <strong>of</strong> his<br />

runners are New York-breds. That group <strong>of</strong> Freuds will continue to grow rapidly; he<br />

covered 110 mares in 2010 and 115 last year.<br />

Giant Ryan was Freuds top runner in 2011, earning $559,490 from nine starts. <strong>The</strong> 5-<br />

year-old horse put together a six-race winning streak that he capped with a victory in the<br />

Grade 1 Vosburgh Invitational at Belmont Park on October 1. He finished eighth in the<br />

Breeders Cup Sprint.<br />

A total <strong>of</strong> 1<strong>31</strong> sons and daughters <strong>of</strong> Freud started in 2011. From that group, 72 were<br />

winners, accounting for a total <strong>of</strong> 122 victories. <strong>The</strong>y included eight stakes winners,<br />

pushing the son <strong>of</strong> Storm Cats career total to 28.<br />

<strong>To</strong>uch Gold began his tour as a stallion in New York in 2011. He covered 30 mares, and<br />

his first group <strong>of</strong> babies will arrive this year. He is fourth on the general sire list for New<br />

York-based stallions with 2011 earnings <strong>of</strong> $2,604,159, and stands at McMahon <strong>of</strong><br />

Saratoga Thoroughbreds for a stud fee <strong>of</strong> $10,000.<br />

Congarees first group <strong>of</strong> New York yearlings will reach the market in <strong>2012</strong>. He was<br />

relocated to the state in 2010, and ranks fifth on the general sires list. Based at Highcliff<br />

Farm in Delanson, where he will stand for a $7,500 stud fee, Congarees two most<br />

productive runners last year were the 2-year-old filly Killer Graces and the five-year-old<br />

horse Jeranimo. Killer Graces took the Grade 1 Hollywod Starlet in December, and<br />

Jeranimo bounced back from an <strong>of</strong>f-the-board finish in the Breeders Cup Mile with a<br />

win in the Grade 2 Citation Handicap, having also won the Grade 2 Oak Tree Mile prior<br />

to the Breeders Cup. Congaree covered 40 mares in New York during the last breeding<br />

season.<br />

<strong>The</strong> initial crop <strong>of</strong> 2-year-olds from Stonesider debuted in 2011. <strong>The</strong> Giants Causeway<br />

horse, who stands at Highcliff for a $3,000 stud fee, covered 66 mares last year.<br />

NY-Breds at Auction in 2011<br />

Its an understatement to say that the value <strong>of</strong> New York-breds rebounded in auction<br />

rings across the country in 2011. Starting with the 2-year-old sales in Florida in winter<br />

and early spring, prices were up, up, up.<br />

<strong>The</strong>re were major increases in horses sold, gross sales, and average and median prices as<br />

owners bid for stock eligible for awards from the New York State Thoroughbred<br />

Breeding & Development Fund while running for the increased purses at NYRA tracks.<br />

This came as wonderful news for New Yorks breeders.<br />

<strong>The</strong> average price for New York-bred yearlings jumped 46 percent from 2010 figures, to<br />

$37,635, the second-highest figure in history. <strong>The</strong> median price <strong>of</strong> $20,000 is a record,<br />

and was a 67 percent gain over 2010 and double the price from 2009.<br />

Led by Brigand, a $925,000 purchase and the highest-priced New York-bred sold in<br />

2011, 2-year-old sales showed across-the-board increases. A total <strong>of</strong> 206 New York-bred<br />

2-year-olds were sold during the year, a 56 percent increase, and the $9,578,588 in gross<br />

sales was an 88 percent jump over 2010. <strong>The</strong> average price <strong>of</strong> $46,498 was a 21 percent<br />

one-year increase and was a 40 percent jump from 2009.<br />

A total <strong>of</strong> 23 New York-bred 2-year-olds brought six-figure sales prices, a huge step<br />

forward from the 12 <strong>of</strong> 2010. A member <strong>of</strong> that class <strong>of</strong> 23 was a Starinthemeadow filly<br />

later named Weemissfrankie. Purchased for $175,000 at the Ocala Breeders Sales Co.<br />

April sale, Weemissfrankie won two Grade 1 races in California, finished third in the<br />

Breeders Cup Juvenile Fillies, and was the leading New York-bred earner for the year<br />

with $559,920.<br />

<strong>The</strong> 63 weanlings that passed through the ring at the end <strong>of</strong> the year were a record-setting<br />

bunch, bringing an average price <strong>of</strong> $37,521, which was 26 percent higher than the mark<br />

set in 2010 and more than double the average for the 2009 group. <strong>The</strong> total number sold<br />

in 2011 represented an increase <strong>of</strong> 40 percent, and the gross sales <strong>of</strong> $2,363,823 were up<br />

73 percent. <strong>The</strong> median <strong>of</strong> $20,000 was up 111 percent from the previous year.<br />

Brigand, bred at Dr. Doug Kochs Berkshire Stud in Pine Plains, was the sales topper at<br />

the Ocala Breeders Sales Companys Selected Two-Year-Olds in Training sale in<br />

March. Owner Kaleem Shah handled the bidding for the son <strong>of</strong> Flatter and turned the colt<br />

over to his trainer, Hall <strong>of</strong> Famer Bob Baffert. Brigand broke his maiden in his first try on<br />

July 3, was second in the Grade 3 Hollywood Juvenile Championship Stakes, and ran<br />

fourth in the Grade 2 Best Pal. A half-brother to stakes winner Sky Music, Brigand is out<br />

<strong>of</strong> the Berkshire Stud homebred mare Silence Please by Quiet American. A member <strong>of</strong><br />

the family <strong>of</strong> Notice Me that has produced a number <strong>of</strong> stakes winners for Berkshire<br />

Stud, he was purchased for $90,000 at the 2010 Fasig-Tipton New York-Bred Preferred<br />

sale at Saratoga.<br />

During the summer at Saratoga, Silence Pleases yearling bay colt by Bluegrass Cat sold<br />

for $150,000. He was the only Bluegrass Cat New York-bred yearling sold in 2011, but<br />

that prominent young sires influence will be felt in the next few years, as he is beginning<br />

stud duty in the state at Vinery New York at Sugar Maple this season.<br />

A colt by Medaglia dOro out <strong>of</strong> Bubbling Heights, subsequently named White City, was<br />

purchased for $500,000 at the Fasig-Tipton February sale by John Ferguson for Sheikh<br />

Mohammed. White City is a half-brother to stakes winner JRay, and the dam, owned by<br />

Lawrence Goichman, resides at Edition Farm in Hyde Park.<br />

<strong>The</strong> third-highest-priced 2-year-old, at $225,000, was the Lawyer Ron filly Sing Like a<br />

Bird, out <strong>of</strong> the mare Birthday Wire. <strong>The</strong> filly, bred by Michele and <strong>To</strong>dd Graves <strong>of</strong><br />

Hickory Hill Farm <strong>of</strong> Fort Edward, was sold as a weanling and again as a yearling. She<br />

raced once in 2011.<br />

A colt by Medaglia DOro out <strong>of</strong> Summer Flash, bred by Gallagher Stud, brought<br />

$500,000 at the Fasig-Tipon Saratoga Select sale in August, the top price paid for a New<br />

York-bred yearling last year. John Ferguson purchased the dark bay or brown colt on<br />

behalf <strong>of</strong> Sheikh Mohammed. He is the fourth and final foal out <strong>of</strong> Summer Flash, who<br />

contracted laminitis a month after giving birth. Summer Flash was a multiple route<br />

winner on turf by Belong to Me, and was purchased by Gallaghers Stud at the Fasig-<br />

Tipton Kentucky November sale in 2005 for $260,000.<br />

In October at Fasig-Tipton in Kentucky, a $375,000 Lemon Drop Kid yearling filly out <strong>of</strong><br />

Salty Romance led the way in the first phase <strong>of</strong> Flying Zee Stables dispersal <strong>of</strong> the<br />

racing and bloodstock <strong>of</strong> Carl Lizza, who died in July. Lizzas prominent breeding<br />

operation was based at Highcliff Farm in Delanson, and the dispersal at auction in<br />

Kentucky and Maryland had a significant impact on New York-bred sales for the year.<br />

A colt out <strong>of</strong> Open Window by Street Boss, bred by Jerry Bilinski and Harry Patten, sold<br />

for $285,000 at the Fasig-Tipton Saratoga Select sale.<br />

A total <strong>of</strong> 38 yearlings brought six-figure sale prices, exactly double the number from a<br />

year ago.<br />

<strong>To</strong>pping the weanling list was a Bernardini colt out <strong>of</strong> the Compadre mare La Grande<br />

Mamma, bringing $280,000 at the Fasig-Tipton November sale. <strong>The</strong> bay colt was bred by<br />

Darley, Edwin Schatzel and Robert OBrien, and foaled at the Equine Clinic at<br />

OakenCr<strong>of</strong>t in Ravena.<br />

Just behind the Bernardini colt on the weanling sales list was a Stormy Atlantic colt out<br />

<strong>of</strong> Forest Lady who sold for $225,000, and a son <strong>of</strong> Hard Spun out <strong>of</strong> the Unbridleds<br />

Song mare <strong>The</strong> Real Melody, who went for $205,000.<br />

Multiple stakes winner Mother Russia was the leading New York-bred mare sold in 2011,<br />

fetching $290,000 at the Keeneland November sale. <strong>The</strong> 5-year-old daughter <strong>of</strong> former<br />

New York sire Mayakovsky won seven <strong>of</strong> 18 career starts and earned $528,996 in purses<br />

for Obviously NY Stable. Mother Russia, in foal to Tapit, was purchased by Carolyn R.<br />

Vogel.<br />

Trainer Linda Rice bought Mother Russia for $21,000 at the New York Breeders Sales<br />

Companys 2006 October sale. She went on to win on dirt and turf, and was gradedstakes-placed<br />

on Polytrack. Her best season was 2009, when she won five <strong>of</strong> seven starts<br />

and earned $291,828. Two <strong>of</strong> those victories came in stakes at Saratoga Race Course,<br />

2011 Field Inspection Team Report<br />

<strong>The</strong> Funds field inspection team carried out both new and traditional and functions<br />

during the past year.<br />

Having recently received training on how to recognize and report animal/equine abuse,<br />

team members Thomas Conley and <strong>To</strong>m Reynolds paid special attention to the conditions<br />

in which horses were living, as well as to the physical condition <strong>of</strong> the horses themselves.<br />

We are happy to report that in only one case did the team feel horses needed someone to<br />

speak on their behalf to an owner/caretaker.<br />

In the case mentioned above, the Executive Director recommended that the owner<br />

immediately improve the quality and increase the quantity <strong>of</strong> the feed and hay being<br />

provided to the yearlings and the two broodmares at the farm. Additionally, it was<br />

recommended that a consistent worming and ho<strong>of</strong> trim schedule be followed. <strong>The</strong> owner<br />

did act upon the recommendations and as a result the horses gained weight and the young<br />

ones demonstrated growth. <strong>The</strong> owner does not wish to be identified, but he said he<br />

welcomed the intervention. We suggested that he periodically visit other farms in his area<br />

so that he can see what a thoroughbred should look like through its various stages <strong>of</strong><br />

growth. He also agreed to consult with his veterinarian concerning the proper care <strong>of</strong><br />

horses. A field inspector continues to visit this farm every couple <strong>of</strong> months to make sure<br />

the horses are still doing well.<br />

<strong>The</strong> Executive Director asked Conley and Reynolds to reach out to farm owners with<br />

information options for conserving farmland. <strong>The</strong>y <strong>of</strong>fered brochures produced by<br />

American Farmland Trust concerning easing the cost <strong>of</strong> preserving farmland through the<br />

following:<br />

¨ Tax reduction and exemption<br />

¨ Farmland protection programs<br />

¨ Environmental management <strong>of</strong> farms<br />

¨ Conservation <strong>of</strong> wetlands, wildlife habitat and other natural resources located on<br />

farms<br />

¨ Farm viability programs that increase long-term pr<strong>of</strong>itability<br />

¨ A contact list for agencies and organizations that assist farmers in meeting<br />

preservation and conservation goals<br />

On farm visits the field team also <strong>of</strong>fered the NY Stallion Register, handouts about the<br />

Funds award programs, and brochures about dealing humanely with unwanted horses.<br />

<strong>The</strong>y also keep track <strong>of</strong> acreage, barns, stalls and paddocks, and whether the farm they<br />

are visiting accepts boarders.<br />

This year, the team visited all 287 farms in the state at least once. Sadly, they noted that<br />

19 farms closed in 2011, with owners generally citing harsh economic times as the reason<br />

for closing. Two farms converted to other breeds, and five became riding stables in an<br />

effort to generate more income. <strong>The</strong> farm closures mean a loss <strong>of</strong> 1,379 acres to<br />

farmland connected to the Fund, though none was lost to suburban sprawl.<br />

<strong>The</strong> most striking aspect <strong>of</strong> the above chart is the 30% decline in the number <strong>of</strong><br />

thoroughbred breeding farms over the past decade. Farm numbers were at their<br />

zenith in 2001, the same year the New York State legislature approved Video<br />

Lottery Terminals to provide hundreds <strong>of</strong> millions <strong>of</strong> dollars annually for the state<br />

and relief for the thoroughbred industry. It took a decade for them to materialize,<br />

and along the way the industry fell on hard times. According to the Fund’s field<br />

inspectors, 20 thoroughbred farms were lost in 2011. <strong>The</strong>y report that the farms<br />

closed, switched to boarding another breed <strong>of</strong> horse, or converted their facilities to<br />

public boarding and riding stables. As you’ll note in the chart, the drop in the<br />

number <strong>of</strong> farms in the last year reflects a slower rate <strong>of</strong> decline, at 6.5 percent.<br />

<strong>The</strong> steepest decline came between 2009 and 2010, when 18.7% <strong>of</strong> our farms closed,<br />

switched to serving another breed <strong>of</strong> horse, or revised their business plans to serve<br />

riders <strong>of</strong> pleasure horses and show horses.<br />

For many years, those involved in the state’s thoroughbred industry were<br />

responsible for maintaining over 40,000 acres <strong>of</strong> green space. According to our field<br />

team, years <strong>of</strong> difficult times for breeders has taken a toll on that green space,<br />

though 34,583 acres <strong>of</strong> land remain in use for those purposes.<br />

New York Breeding and Racing Compared to Other States<br />

<strong>The</strong> racing industry has recognized the New York Thoroughbred Breeding and<br />

Development Funds award programs as among the best, if not the best, in the nation<br />

since the Funds inception in 1973. In 2011, we believe the Fund lived up to its billing as<br />

it returned nearly $10 million to people who produced New York-breds, raced New<br />

York-breds, and stood stallions to serve the states 2,735* active thoroughbred mares.<br />

(Immediately following this report on selected state programs is a reference chart<br />

showing incentives on a state-by-state basis.)<br />

Heres a look at how the Fund distributed more than $9,060,000 to our stakeholders in<br />

2011 in the form <strong>of</strong> award payments:<br />

Breeder awards: $6,646,168.48 (includes a supplemental payment for 2010)<br />

Stallion awards: $1,559,369.05<br />

Owner awards: $859,621.60<br />

By the time <strong>of</strong> its October 22 nd meeting, the Fund Board <strong>of</strong> Directors could clearly see in<br />

the projected budget provided by CFO Michael DeMarco that Fund revenue would be<br />

taking a leap <strong>of</strong> more than $7,000,000 in the upcoming year based on conservative<br />

estimates <strong>of</strong> VLT revenue. <strong>The</strong> Board therefore decided to revise breeder-award rates<br />

with a 50% across-the-board increase. Additionally, the cap on awards was raised from<br />

$10,000 to $40,000 for New York-sired NY-breds, and to $20,000 for NY-breds sired by<br />

out-<strong>of</strong>-state stallions or by stallions standing in New York that are not registered with the<br />

Fund. <strong>The</strong> new rates were approved for implementation beginning <strong>January</strong> 1, <strong>2012</strong>.<br />

At the same October Board meeting, stallion awards were hiked from 7% <strong>of</strong> purse<br />

earnings for first- through third-place finishes to 10%, beginning on Jan. 1, <strong>2012</strong>.<br />

Fund stakeholders received another boost in late fall when NYRA announced that purses<br />

at the upcoming Aqueduct winter/spring meet would be boosted by $8,600,000, or 36%<br />

more than the same meet in 2011.<br />

That increase would raise purses at the Big A by an additional $100,000 per day, for an<br />

average <strong>of</strong> $375,000 per day. Heres a look at the new purse structure for the first few<br />

months <strong>of</strong> <strong>2012</strong>:<br />

Because purses are historically much higher at NYRAs Belmont and Saratoga meets, its<br />

widely anticipated that NY-breds will be running for much bigger purses later in <strong>2012</strong>.<br />

<strong>The</strong>refore, when examining the accompanying chart, which lays out a comprehensive<br />

state-by-state comparison <strong>of</strong> the various breeding programs throughout the United States<br />

and Canada, the reader should take into account that NY-breds are racing for significantly<br />

more purse money than horses running under other states programs.<br />

<strong>The</strong> NYRA franchise agreement stipulates under section 2.2: Performance standards <br />

(a) New York Bred Races. NYRA shall run a minimum <strong>of</strong> six hundred (600) New York<br />

Bred Races each year, subject to the availability <strong>of</strong> a sufficient number <strong>of</strong> New York bred<br />

horses to run competitive races with customary field size. <strong>The</strong> number <strong>of</strong> New York bred<br />

races will be dependent on the states foal crop and the continuation <strong>of</strong> State support <strong>of</strong><br />

the State breeding industry substantially as currently operated.<br />

In 2011, according to NYRA Vice-President and Racing Secretary PJ Campo, the<br />

association ran 584 restricted races. Thats down from 699 races in 2010 and 708 in<br />

2009. <strong>The</strong> main contributor to the reduction, according to Mr. Campo, is the declining<br />

foal crop. Indeed, the fall<strong>of</strong>f in numbers <strong>of</strong> foals born in New York began in 2005 and<br />

has continued through 2011 (see the Foal Crop chart on page 11 <strong>of</strong> this report).<br />

Due to that trend, it has become obvious something needs to be done to increase foal-crop<br />

numbers such that NYRA will be more likely to run the minimum <strong>of</strong> 600 New York-bred<br />

races to which it committed when it signed its franchise agreement. <strong>The</strong>refore, in mid-<br />

2011 when a small amount <strong>of</strong> promotional money was freed up by some cost savings, the<br />

Fund began a targeted advertising program to entice pregnant mares from other states to<br />

come to New York State to foal in <strong>2012</strong>. (Read more about this ad campaign in the<br />

Promotion and Advertising section <strong>of</strong> this report.)<br />

Beyond the obvious attraction <strong>of</strong> the purses shown in the chart on the previous page,<br />

wed like to note that only horses produced in New York under Fund guidelines and<br />

registered with the New York Thoroughbred Breeding and Development Fund can run in<br />

richly funded restricted races at Aqueduct and Belmont Park, just minutes away from the<br />

excitement <strong>of</strong> Manhattan and the broad sand beaches <strong>of</strong> Long Island; at Saratoga<br />

Racecourse, the dowager queen <strong>of</strong> American tracks located in the foothills <strong>of</strong> the<br />

Adirondacks; or at Finger Lakes Gaming and Racing, surrounded by the beauty <strong>of</strong> the<br />

states Finger Lakes region.<br />

We at the Fund believe that the attributes <strong>of</strong> our racing venues cry out for crosspromotion<br />

with tourism. In response, the Fund created a Big Apple Triple Contest to tie<br />

in tourism with the three New York-bred races that make up the states version <strong>of</strong> a<br />

Triple Crown for 3-year-olds. Read more about that in our Promotion and Advertising<br />

section.<br />

Other States<br />

Every state that supports horse racing and breeding programs welcomes the influx <strong>of</strong> tax<br />

dollars as well as the economic impact created by racing and gaming. <strong>The</strong>refore, it is not<br />

surprising that there is competition among states to attract broodmares and produce<br />

horses for the home states racetracks.<br />

PENNSYLVANIA<br />

New Yorks closest competitor both geographically and monetarily is Pennsylvania. <strong>The</strong><br />

state began operating its first slot machines in late 2006, and later opened non-track<br />

casinos and added table games at 10 casinos, reporting record revenue in 2011 <strong>of</strong> more<br />

than $3 billion. In 2011, gaming contributed more than $20 million to the Pennsylvania<br />

Breeding Fund Program, allowing it to distribute more than $8.5 million in awards.<br />

Its worthwhile to pay close attention to whats happening in the Keystone State in<br />

comparison to New York for several reasons.<br />

¨ It approved racetrack slots in 2004, largely in response to New Yorks 2001<br />

approval, yet had slots in operation five years sooner than in New York.<br />

¨ <strong>The</strong> PA-bred program distributes more than $15 million annually.<br />

¨ <strong>The</strong> PA Gaming Control Board was created to oversee casinos and assist in horse<br />

racing.<br />

¨ Nearly $275 million in slots revenue fed the states racing fund, which divides its<br />

money between thoroughbred and standardbred racing and breeding.<br />

¨ <strong>The</strong> only are in which the handle increased in Pennsylvania racing* was out-<strong>of</strong>state<br />

simulcast wagers, reflecting an industry-wide trend.<br />

Pennsylvania is paying close attention to what happens with gaming here in New York.<br />

John Hannum, Executive Secretary <strong>of</strong> the Pennsylvania Horse Breeders Association, is<br />

quoted in the Thoroughbred Times as saying, Looking ahead, we expect to see increased<br />

competition with New York and Ohio potentially affecting Pennsylvania facilities<br />

* According to the Daily Racing Form (May 27, 2011), wagering on Pennsylvania<br />

races from all sources totaled $769.6 million in 2010, a slight increase from the 2009<br />

total <strong>of</strong> $764.9 million. This was due entirely to an increase in betting at out-<strong>of</strong>-state<br />

sites, as in-state wagering fell both on-track and at <strong>of</strong>f-track sites, including through<br />

the states telephone betting systems.<br />

Since fiscal 2009-2010 (PAs racing fund follows that states fiscal year <strong>of</strong> April 1 to<br />

March <strong>31</strong>), Pennsylvania horsemen and horsewomen have been sharing what was<br />

intended to be solely their money with the states general fund.<br />

By statute, 12% <strong>of</strong> racetrack slots revenue and 6% <strong>of</strong> casino slots revenue is to be spent<br />

on purses, racetrack improvements, and both thoroughbred and standardbred breeding<br />

programs. During the first six months <strong>of</strong> 2010, however, lawmakers decided to take 34%<br />

<strong>of</strong> the racing and breeding program money. As <strong>of</strong> July 1, 2010, lawmakers lowered the<br />

take away amount to 17%, which equates to about $2.7 million a year. <strong>The</strong> siphon will<br />

expire at the end <strong>of</strong> June 2013 unless lawmakers vote to extend it.<br />

<strong>The</strong> bottom line is that slots have benefited the PA economy and the states thoroughbred<br />

and standardbred industries. According to the PGCB (source: Bloodhorse.com), in the<br />

roughly five years Pennsylvania has had casinos, racing has banked more than $1.1<br />

billion, including purses, breed development, and horsemen's pension plans. <strong>The</strong> state has<br />

received more than $3.1 billion, and casino owners have collected more than $4.2<br />

billion.<br />

In spite <strong>of</strong> those glowing figures, acclaimed turf writer Paul Moran observes that Racing<br />

in Pennsylvania has become something <strong>of</strong> a stepchild <strong>of</strong> the casinos. Penn National<br />

Gaming would just as soon close the tracks. Unless NYRA aggressively markets the<br />

sport, this could easily happen here.<br />

Like Moran, the staff <strong>of</strong> the Breeding Fund will be watching hopefully for indications<br />

that NYRA will be successful in marketing the sport, ownership, and gambling aspects <strong>of</strong><br />

the racing industry.<br />

FLORIDA<br />

Florida thoroughbred breeders took yet another hit in 2011, as the state reported a 25.4<br />

percent decline in the foal crop, which is the sharpest drop among the top ten<br />

thoroughbred-producing states in the nation. <strong>The</strong> number <strong>of</strong> live foals reported fell to<br />

1,565 in 2011 compared to 2,097 in 2010.<br />

In a report on Ocala.com, breeder Cathy Thomas <strong>of</strong> Ups & Downs Farm in Citra suggests<br />

that small breeders in the Sunshine State have been pushed out <strong>of</strong> the market by the poor<br />

economy, saying, It takes a lot <strong>of</strong> money to get them ready for sale or for racing. With<br />

prices dropping and the statistics <strong>of</strong> making it to the track so against them, they can't<br />

make it with one or two foals and decided not to play anymore.<br />

One significant response to the downturn in the Florida thoroughbred industry was the<br />

planned hiring <strong>of</strong> a new CEO for the Florida Thoroughbred Breeders and Owners<br />

Association. Lonny Powell vowed to serve his members with a new vision and esprit de<br />

corps.<br />

Interviewed by Ray Paulick for PaulickReport.com on <strong>January</strong> 25, <strong>2012</strong>, Powell was<br />

asked if he understood why, in a state rich in thoroughbred tradition, the foal crop and<br />

stallion population has declined so significantly at the same time slot machines were<br />

added to the two South Florida racetracks. He responded, What we all need to keep in<br />

mind is just because we have Racinos does not mean that the hard work is over. In fact, I<br />

would suggest that the work has only just begun. <strong>The</strong>re are also plenty <strong>of</strong> other<br />

competitive Racino markets that pull breeding stock, such as New York, Pennsylvania<br />

and Louisiana, based on the programs and economic incentives <strong>of</strong>fered in those other<br />

states.<br />

Powells words about the work having only just begun are worth heeding for the New<br />

York breeding and racing industries, which should not expect Racinos to provide life<br />

support over the long haul. Rather, the VLT revenue is akin to the jockey who eases up<br />

on his mount on the backstretch so that it will have a burst <strong>of</strong> energy for the finish. <strong>The</strong><br />

revenue, in my opinion, provides the horse industry a breather while it helps recast a<br />

racing and breeding model that will attract new fans to racing, reward the owners and<br />

handicappers who pour billions into the game, and show respect for our racehorses<br />

before, during and after their on-track careers, so that the public doesnt have a reason to<br />

shun racing. If the industry improves on these aspects <strong>of</strong> the sport, there is a chance that<br />

the steady decline in handle can be halted or even reversed.<br />

Powell is certainly correct that New York will pull breeding stock from Florida and<br />

elsewhere due to the Breeding Funds incentives and the increased racing opportunities<br />

for NY-breds. By the end <strong>of</strong> 2011, our field inspectors were gathering figures from our<br />

New York farms and finding that approximately 20% <strong>of</strong> the 482 pregnant mares known<br />

to be shipping here to foal are from Florida.<br />

Nonetheless, the Fund will follow with interest the methods Florida employs to reinvigorate<br />

its breeding programs, as Powell promises to take a look at what might be<br />

possible if we could totally reinvent the wheel when it comes to state incentive<br />

programs.<br />

KENTUCKY<br />

With due respect to the signs around Ocala proclaiming it as the Horse Capitol <strong>of</strong> the<br />

World, doesnt everyone consider Kentucky the center <strong>of</strong> the thoroughbred universe<br />

Well, despite a problem convincing its own state lawmakers <strong>of</strong> that universal truth,<br />

Kentucky still produced more foals than other state in 2011. <strong>The</strong> years total <strong>of</strong> 11,065<br />

foals is a lot <strong>of</strong> baby horses, yet represents a decline <strong>of</strong> 14.4% from 2010, when 12,9<strong>31</strong><br />

babies entered the world on their famed limestone soil.<br />

<strong>The</strong> Funds field team suggests that a fair number <strong>of</strong> Kentucky mares are, like many<br />

Florida mares, making the trip north to the land <strong>of</strong> large purses and ample rewards for<br />

quality horses. <strong>The</strong> team knows <strong>of</strong> nearly 350 mares making travel plans from Kentucky<br />

for the <strong>2012</strong> foaling and breeding season.<br />

While we look forward to including their <strong>of</strong>fspring in the Funds foal-crop head count in<br />

<strong>2012</strong>, we sympathize with Kentucky breeders, who by years end were still waiting for<br />

their governor and legislature to open the doors to the kind <strong>of</strong> casino-style gaming<br />

available in their neighboring states. Because theres a constitutional ban on such<br />

gambling in KY, lawmakers will have to set up a referendum vote for residents to decide<br />

whether they want to allow casino gaming. If approved, the money generated would be<br />

earmarked for the horse industry as well as the states general fund.<br />

This passage from a recent article in the Lexington Leader Herald succinctly explains the<br />

disadvantage at which Kentucky-breds now find themselves: Racehorse owners at the<br />

bottom-level claiming races could either compete for $6,000 in Kentucky or run in the<br />

same kind <strong>of</strong> race but against weaker horses in Indiana for $10,000, in West Virginia for<br />

$11,000, or in Pennsylvania for $17,000, he (former trainer David England) said. For<br />

horses bred in those states, the money is even higher. <strong>To</strong> break even on the costs <strong>of</strong><br />

training alone, a horse would have to win six races in Kentucky or three in Indiana.<br />

INDIANA<br />

Infighting and politics reared their heads in the Hoosier state this past year, and at this<br />

writing its not clear what will result. While Indiana only produces about 2 percent <strong>of</strong> the<br />

nations thoroughbreds, the slots money that was intended to bring mares to the states<br />

farms and racehorses to its track has been working. Its been working so well, in fact, that<br />

people like the former Kentucky trainer mentioned above had to race in his neighboring<br />

state or lose owners who coveted Indiana purses. In 2008-2009, Indianas foal crop,<br />

though small, grew by 25%. Farms in the southeast part <strong>of</strong> the state near the KY boarder<br />

flourished with an influx <strong>of</strong> mares from Kentucky.<br />

<strong>The</strong> success also drew the attention <strong>of</strong> the States Inspector General, who was instructed<br />

to examine the Indiana Horse Racing Commission for possible improprieties. Finding<br />

none, IG David Thomas looked into the legal subsidies provided the states equine<br />

industries and concluded that the equine industry should get only about a half <strong>of</strong> the slots<br />

pie.<br />

<strong>The</strong> Executive Director <strong>of</strong> the Indiana Horsemens Benevolent and Protective<br />

Association was stunned that the IG <strong>of</strong>fered his opinion on industry subsidies in a report<br />

on the racing commission. In the ThoroughbredTimes.com on November 11, 2011, Mike<br />

Brown said, Where did that come from... we certainly disagree with it. Last year the<br />

legislature debated this issue extensively and determined that racings $1-billion<br />

economic impact more than justifies the money for racing.<br />

As this Annual Report is being written, Indianas House and Senate have not yet acted<br />

upon a House measure that would implement the IGs recommendation.<br />

In an Associated Press Report dated Nov. 17, 2011, Chairman Herb Likens <strong>of</strong> the Indiana<br />

Thoroughbred Owners and Breeders Association said that cutting the subsidy would<br />

devastate the industry. "<strong>The</strong> quality <strong>of</strong> racing in the state <strong>of</strong> Indiana would go down<br />

rapidly people don't realize how important horse racing is to Indiana, especially where<br />

I'm at in Anderson."<br />

<strong>The</strong> Indiana Program revised its awards structure two years ago. According to their<br />

website, quoted below, they improved the awards for owners, breeders and stallion<br />

owners:<br />

Beginning in 2009, all owner, breeder, and stallion owner awards will be calculated on<br />

the gross purse (total purse) and no longer on just the base purse. All owner and breeder<br />

awards will be 20% <strong>of</strong> the gross purse with the stallion owner award being 10% <strong>of</strong> the<br />

gross purse. <strong>The</strong> owner award for the programs claiming races, equal to or greater than<br />

$10,000 is an increase from 15% in prior years. We have also removed the maximum cap<br />

<strong>of</strong> $10,000 per award which allows the owner and breeder awards to expand to $14,000<br />

in the restricted stakes program.<br />

For other parts <strong>of</strong> the program, we made some minor adjustments to the Out-<strong>of</strong>-<br />

State Breeder Award and the Open Race Awards. <strong>The</strong> minimum level race to qualify<br />

for the out-<strong>of</strong>-state breeder award is being adjusted slightly upward to a condition<br />

greater than or equal to a claiming price <strong>of</strong> $10,000. Prior to 2009, the minimum<br />

level to qualify for this award was above a claiming price <strong>of</strong> $7,500. <strong>The</strong> out-<strong>of</strong>-state<br />

breeder award will now available for two-year olds racing any time prior to the<br />

start <strong>of</strong> the Hoosier Park meet as opposed to the prior cut <strong>of</strong>f <strong>of</strong> July 1st in years<br />

past.<br />

MASSACHUSETTS<br />

Horsemen and horsewomen in the Bay State were buoyed in 2011 by the passage <strong>of</strong> a<br />

casino bill that will direct nine percent <strong>of</strong> slots revenue to horse racing. <strong>The</strong> rallying cry<br />

was that horse racing could flourish again if the state would help power the economic<br />

engine with the same fuel (slots) used in New York, Pennsylvania, Delaware and West<br />

Virginia.<br />

As in New York, the Massachusetts Thoroughbred Breeders Association points to jobs<br />

and preservation <strong>of</strong> green space as reasons to shore up the breeding and racing industries.<br />

Our neighbor to the east says thoroughbred racing puts several hundred million dollars<br />

annually into the Massachusetts economy and provides 1,200 jobs.<br />

In <strong>2012</strong>, potential casino operators will bid for the rights to operate one <strong>of</strong> three regional<br />

casinos, one in the Boston area, one in southeastern Massachusetts, and one in the<br />

western part <strong>of</strong> the state.<br />

Observers expect Suffolk Racetrack to compete with Las Vegas Casino mogul Steve<br />

Wynn for the right to build the Boston-area betting venue. Wynn is reportedly teaming<br />

with New England Patriots owner Robert Kraft to propose a casino-hotel complex near<br />

the teams Foxboro location, which falls within the Boston area.<br />

A casino in the Berkshires would presumably siphon a small amount <strong>of</strong> traffic from<br />

Saratoga Gaming and Raceway, which is located about an hours drive from the Mass<br />

Pike entrance to New York State.<br />

EQUINE RESEARCH<br />

By statute, the Fund is required to provide two percent <strong>of</strong> its revenue to the Harry M.<br />

Zweig Memorial Fund at the Cornell College <strong>of</strong> Veterinary Medicine in Ithaca, NY.<br />

We hope 2011 is the last year in which our payment represents a decline from previous<br />

years. Our payment for 2011 is expected to be $218,500, down approximately four<br />

percent from our 2010 expense.<br />

<strong>The</strong> Board <strong>of</strong> Directors <strong>of</strong> the Zweig Memorial Fund includes Dean Michael Kotlik<strong>of</strong>f as<br />

well as individuals involved in both the thoroughbred and harness-racing industries. <strong>The</strong><br />

Fund is gratified that two members <strong>of</strong> our board, Chairman John Sabini and esteemed<br />

veterinarian Dr. William B. Wilmot, are members <strong>of</strong> the Zweig Fund Board as well.<br />

Dr. Wilmot plays an especially important role in helping to evaluate many equine<br />

research projects that seek funding from the Zweig Memorial Fund. This is a complex<br />

and time-consuming task that requires a great deal <strong>of</strong> wisdom and broad knowledge <strong>of</strong><br />

equine diseases and research to decide which projects receive funding.<br />

Investment Policy<br />

In 1983, in accordance with the requirements <strong>of</strong> Chapter 383 <strong>of</strong> the Law <strong>of</strong> 1983 (Public<br />

Authorities Law), the Fund duly adopted the following resolution.<br />

RESOLVED that, in accordance with requirements <strong>of</strong> Chapter 838, Section 25 <strong>of</strong> the<br />

Laws <strong>of</strong> 1983, the New York State Thoroughbred Breeding & Development Fund<br />

Corporation, a public benefit corporation, hereby approves and adopts the following<br />

investment guidelines:<br />

A) All funds <strong>of</strong> the corporation available for investment shall be deposited<br />

in interest-bearing accounts or certificates <strong>of</strong> deposits with banks in<br />

New York State for the shortest possible period and at the highest<br />

available interest rate; or in United States Treasury short-term bills or<br />

notes at the highest available rate.<br />

B) <strong>The</strong>re shall be no other form <strong>of</strong> investment.<br />

C) Certificates <strong>of</strong> deposit shall be fully secured.<br />

D) <strong>The</strong> independent auditors <strong>of</strong> the corporation shall annually review and<br />

examine the corporation's investments, and shall immediately report to<br />

the directors <strong>of</strong> the corporation any variance from the foregoing<br />

requirements.<br />

<strong>The</strong> rules in this article shall be administered by the Fund and questions <strong>of</strong><br />

interpretation and intent shall be determined by the Fund.<br />

Procedures for establishing compliance with or satisfaction <strong>of</strong> such rules shall be<br />

established by the Fund and administered by its Executive Director.<br />

No horse shall be considered a New York-bred thoroughbred unless such<br />

horse is so registered by the Fund. Should the Fund be satisfied that grounds<br />

exist to cancel or void a registration, it may so determine and order any monies<br />

<strong>of</strong> the Fund due any person as a result <strong>of</strong> such questionable registration held and,<br />

if paid, to be returned to the Fund for proper disposition. In addition, pending<br />

such determination, the Fund shall be empowered to order retention <strong>of</strong> such<br />

monies as may be payable as a result <strong>of</strong> any questionable registration, for proper<br />

disposition, upon its final determination.<br />

For good cause shown, the Fund may order that any individual shall be disqualified<br />

from participating as a beneficiary <strong>of</strong> such Fund for such time as it may determine<br />

appropriate.<br />

(a) Definitions - as used in this article, the following terms shall mean:<br />

1. Fund: <strong>The</strong> New York State Thoroughbred Breeding & Development Fund<br />

2. Thoroughbred: A horse registered or qualified for registration as a thoroughbred by<br />

the Jockey Club<br />

3. Horse: Except when from the context it appears otherwise, shall mean horse,<br />

stallion, mare, gelding, ridgling, colt, or filly<br />

4. Foal: <strong>The</strong> <strong>of</strong>fspring <strong>of</strong> a sire and dam, having been born<br />

5. Foaled: Born<br />

6. Sire: <strong>The</strong> male parent <strong>of</strong> a horse<br />

7. Dam: <strong>The</strong> female parent <strong>of</strong> a horse<br />

8. Breeder: <strong>The</strong> owner <strong>of</strong> the mare (dam) at the time it foals a New York-bred<br />

9. “New York Stallion”: A thoroughbred stallion standing in New York State and<br />

registered with the Fund in accordance with the law<br />

For requirements and regulations regarding your foals, please contact our <strong>of</strong>fices.<br />

For foals <strong>of</strong> 1996 and beyond (1995 and subsequent breeding seasons), for a foal to qualify as a<br />

registered New York-bred, the dam <strong>of</strong> such foal must:<br />

A. Be continuously in residence in the State <strong>of</strong> New York from no later than 90 days after her<br />

last cover in the year <strong>of</strong> conception and thereafter remain in residence until foaling in New<br />

York State; or<br />

B. Foal in the State <strong>of</strong> New York and be bred back to a registered New York stallion and<br />

thereafter remain in New York for a continuous period <strong>of</strong> 90 days after giving birth to such<br />

foal.<br />

<strong>The</strong>se simple rules effectively create two categories <strong>of</strong> mares resident mares and transient or<br />

visiting mares and should more participation in the Fund program more attractive for prospective<br />

breeders and owners.<br />
