Dear Blount County Government Employee,
Great News regarding our insurance programs for the 2011 Plan year! The decision has been made to continue our
same benefit plans with NO plan changes and NO changes to our premium contributions. In this day and time when
most employers are reducing benefits and charging more, this is Great News! So, current medical and dental plans will be
unchanged with NO premium increase as we move into 2011.
For the 2011 plan year we are changing the way we handle our open enrollment meetings.
Individual meetings with an enroller will be mandatory only for:
o New employees hired since November 1, 2009
o Employees who participate in the Flexible Spending Accounts
o Employees who want to make benefit changes to the supplemental, USAble products
We strongly encourage each of you to review your current benefit information. If you have questions regarding
your overall benefit elections you may send an e-mail to me at bcunningham@blounttn.org or to jking@blounttn.org with
your specific question(s) or give us a call. If you have questions regarding the supplemental products with USAble you can
visit their website at www.usablelife.com.
If you are confident you have all the benefits your family needs, you will not be required to meet with an enroller;
all benefits will remain intact for 2011 as they are now. If you choose to meet with a benefit enroller, they will be on site the
weeks of October 18-29 and available by phone the week of November 1-5 to finalize any plan changes, schedule on
back.
There is one thing we need you to do……..
In order to verify that we have accurate information on you and your family you must complete the enclosed
Annual Enrollment Form and submit it to Human Resources by November 5, 2010. Forms can be submitted to
Human Resources via:

Also, to be in compliance with the Patient Protection and Affordable Care Act (PPACA) and Mental Health Parity, (Healthcare
Reform) we are providing you the following notices:
The BCG Group Health Plan is a grandfathered plan.
Adult children can be covered up to age 26 on the medical and dental plans as long as they do not have access to other
employer-provided medical coverage. If you have any adult children that you wish to add to your coverage simply add them to the
enclosed enrollment form. A special open enrollment is being offered for this benefit as per this written notice. A signed application
needs to be received no later than November 5, 2010, for a 1/1/2011 effective date. Otherwise, they will not be eligible to be
added until the next open enrollment period or within 30 days of a qualifying event (i.e. loss of coverage).
The lifetime maximum on the medical plan has been removed. If you have had a family member lose eligibility under the BCG
Group Health Plan due to exhaustion of the lifetime maximum and who are otherwise eligible for coverage, you may now re-enroll
this person back in the plan effective January 1, 2011. A signed enrollment form adding this person must be submitted to Human
Resources within 30 days of the date of this notice (by November 5, 2010).
The pre-existing condition exclusion for children under age 19 has been removed.
No recissions (termination of coverage that has a retroactive effect not including when caused by failure to pay premium)
permitted except for fraud or intentional misrepresentation.
Preventive services: there are no dollar limits on any preventive services under your plan.
