Measure A. With RCTC’s focus on extending the 91 Express Lanes, construction of the general<br />

purpose lane will take place post-2025. Accordingly, the matching general purpose lane<br />

improvements on the <strong>Orange</strong> <strong>County</strong> side are being scheduled to ensure coordinated delivery<br />

of the projects and to provide a continuous segment that stretches from the SR-241 to the<br />

SR-71. This action is consistent with the 2012 SR‐91 Implementation Plan.<br />

Summary: <strong>OC</strong>TA is preparing an environmental study to widen the I-405 through the cities of Costa Mesa,<br />

Fountain Valley, Garden Grove, Huntington Beach, Los Alamitos, Seal Beach, and Westminster.<br />

The Board has had a number of discussions regarding the best widening approach and is<br />

scheduled to select the Locally Preferred Alternative on October 22. These improvements will<br />

add mainline capacity and improve the local interchanges along the corridor. The final<br />

environmental document is expected to be complete in summer 2013.<br />
