<strong>The</strong> island’s Disaster Management Agency is seeking an individual to join its team in the<br />

capacity of:<br />

Technical Field & Engineering Contractor<br />

For the<br />

Democracy & Government (D&G) Fund Partnership Programme Support<br />

Under the Canadian International Development Agency (CIDA) Programme<br />

Objective:<br />

<strong>The</strong> main objective of this Contract to procure the service of a qualified and experienced<br />

Technical Field & Engineering Contractor to work with the <strong>ODPEM</strong> /BDRC project; its key<br />

partners and other stakeholders to effectively and efficiently carry out the duties as stated<br />

below.<br />

Background:<br />

<strong>The</strong> Office of Disaster Preparedness and Emergency Management (<strong>ODPEM</strong>) has engaged<br />

over 60 communities and a wide range of technical agencies and local governance systems in<br />

the last 10 years in an effort to build disaster resiliency at all levels in Jamaican society –<br />

national, parish and community. Working with a number of technical agencies, <strong>ODPEM</strong> has<br />

implemented a number of projects along the risk management spectrum across the length and<br />

breadth of the island. <strong>The</strong> Building Disaster Resilient Communities (BDRC) Project, funded<br />

by the Canadian International Development Agency (CIDA), has strengthened the disaster<br />

response and management capabilities of the residents in over 28 communities.<br />

Under the BDRC Project 22 Community Micro Disaster Projects have been identified, of<br />

which at least 14 require structural works to be completed between April - September 2011.<br />

Additionally, a number of community proposals have been submitted to the Canadian<br />

Caribbean Disaster Risk Management Fund for grant funding to implement community-based<br />

mitigation solutions. Many of these applications, though viable, require technical inputs in<br />

order to qualify to proceed further in the application process. Many of these communitybased<br />

applications are heavily reliant on government agencies, which have a number of<br />

competing interests, are now stalled in the application process. <strong>The</strong> BDRC has also initiated<br />

a process for developing an Integrated Coastal Zone Management Strategy/Plan for St. Mary,<br />

which may be expanded to include the North-Eastern Region of Jamaica. An expected output<br />

of the process is identification of Early Actions that may require independent technical advice<br />

for developing these action items into project proposals for funding.


This contract will strengthen the technical capacity of the <strong>ODPEM</strong>/BDRC for the monitoring<br />

and evaluation component of mitigation projects for the BDRC Project and to provide<br />

dedicated technical support for Canada Caribbean Disaster Risk Management Fund<br />

(CCDRMF)applications from the selected communities. It will also provide support to the<br />

<strong>ODPEM</strong> Disaster Risk Management Specialist in providing independent advice and expertise<br />

as <strong>ODPEM</strong> /BDRC works with the St. Mary Parish Council and their partners in the<br />

development of an Integrated Coastal Zone Management Plan for the Parish.<br />

Contract Objectives:<br />

<strong>The</strong> primary purpose of the contract is to provide technical input, direction and oversight for<br />

the <strong>ODPEM</strong>/BDRC in developing and implementing:<br />

1. Twenty-eight (28) Community Micro Disaster Mitigation Projects submitted to<br />

<strong>ODPEM</strong> for implementation under the BDRC Project.<br />

2. Six (6) BDRC Community applications for funding by the CCDRMF.<br />

3. Integrated Coastal Zone Management Plan for Northern and Eastern Parishes<br />

Technical input is considered to include, but is not limited to, engineering drawings,<br />

preparation of Bill of Quantities, as well as technical assessments and advice.<br />

Duration<br />

<strong>The</strong> contract will begin on July 1, 2011 for a six-month period ending November 30, 2011,<br />

with an option to renew should the project be extended.<br />

Contractor Duties<br />

<strong>The</strong> Contractor shall be required to carry out the following duties:<br />

1. Provide and document technical evaluation and recommendations for all Community<br />

Micro Disaster Mitigation Projects (MDMP) to be funded under Component III of the<br />

BDRC Project.<br />

2. Provide technical oversight/guidance in implementing each MDMP. This may<br />

require concurring with and documenting the guidance offered through partner<br />

organizations such as the Parish Council and other technical agencies such as NWA<br />

and WRA.<br />

3. Conduct site visits and field assessments for Community MDMPs.<br />

4. Assessment and technical Appraisal of projects<br />

5. Supervision of projects and site inspection


6. Responsible for sign off of projects and payments.<br />

7. Identification assessing and technical appraisal of projects<br />

8. Identification and assessment for future mitigation projects.<br />

9. Provide timely feedback to the Project Unit, through the Project Coordinator and/or<br />

Senior Director-Projects, on the status, challenges and way forward for each project.<br />

10. Prepare technical drawings and Bill of Quantities for gabions, footbridges, railings,<br />

culverts/drains, raised foundations, foundations for storage containers, signage,<br />

installation of flood gauges and other structural works, as required.<br />

11. Be able to assess blueprints and technical drawings, provide cost-benefit analyses,<br />

conduct environmental assessments and provide other technical competencies.<br />

12. Facilitate liaison with requisite technical organization in developing or implementing<br />

the Community Disaster Mitigation Project.<br />

13. Provide monthly reports on the status of the project development and/or<br />

implementation for community mitigation projects endorsed by <strong>ODPEM</strong>/BDRC.<br />

14. <strong>The</strong> contractor shall be responsible for the costs associated with travelling to the field.<br />

<strong>ODPEM</strong>/BDRC will however cover the cost of accommodation under the BDRC<br />

Project. <strong>The</strong>re are limited funds for accommodation.<br />

Qualifications:<br />

<strong>The</strong> selected contractor shall have the following qualifications:<br />

1. Each consultant (if a team /company) should have minimum of a first degree in Civil<br />

Engineering or a related degree.<br />

2. Experience working with Parish Councils, quasi-government agencies, NGOs and<br />

International Development Partners considered an asset.<br />

3. Experience working with communities considered an asset.<br />

4. Proven experience in implementing technical aspects of civil engineering,<br />

construction or urban planning projects.<br />

5. Effective communication skills and ability to work with a wide range of persons at<br />

various levels.<br />

6. Strong reporting and documentation skills, including proven ability to prepare<br />

technical assessments for structural works.
