A.1 ON-GOING E-GOVERNMENT FUNDED PROJECTS
1. Anti-Money The project aims to establish the Transaction Monitoring and
Laundering Analysis System (TMAS), perceived as the appropriate IT
Council Project system to support the processing, storage, and analysis of
information essential for effectively implementing the antimoney
laundering policies and regulations in the
Philippines. The five components of the project are the
following:
a) data management and consolidation;
b) data mining engine, with Online Analytical
e) document management with imaging
2. ASYCUDA
World Project
The project aims to intensify the mandate of the BOC to
facilitate trade exchanges and generate revenues for
government. A web-based applications system using a
portal/gateway shall be created to upgrade BOC's
operational facilities, as well as enhance interfaces,
streamline processes, and encourage transparent
transactions.
The project will use Asycuda World, the new e-customs
web-based platform to be launched by the UNCTAD in
September 2003. This new platform aims to improve tax
revenue collection, lower transaction costs, and aid in
combating fraud, corruption and illicit trafficking. This
platform is envisioned to be most useful to developing
9. E-LGU Project eLGU was implemented last year to assist LGUs in making a
head start in computerization to enable better and faster
delivery of government service. In its initial year of
implementation, e-LGU has paved the way for the LGUs by
laying down the framework for electronic governance.
However, there still is a need to further build up a
momentum to revolutionize local governance and e-enable
the LGUs. Thus, the "Strengthening e-LGU Project" was
conceived.
The "Strengthening eLGU project" will bring together and
synchronize the efforts and initiatives of four agencies
assisting the LGUs. The objective is to electronically enable
LGUs. The project consists of four major components,
namely:
Development of e-Government applications for LGUs;
LGU capability building;
Advocacy and promotions; and
Empowering local communities in ICT through Community
and fiscal policy-making and management. It shall promote
greater transparency in the bureaucracy with the efficient
record management and digitization of vital personnelrelated
documents.
This project involves the development of a platform that will
support the complex task of budget preparation for the entire
government bureaucracy. This integrated platform aims to
provide a scalable, extensive, robust and secure environment
to serve all government agencies including the roll out of e-
Budget applications to the local levels through DBM’s
regional offices.
The e-Budget system shall cover the enhancement of DBM’s
procedures for generation of analytical/statistical reports on
allotment/cash releases, obligations and disbursements that
will aid the DBM in the future programming of the
government budget.
DTOMIS is a Windows based computerized information
system designed for Drug Test Laboratories nationwide that
will enable them enter the drug test results and send to the
Department of Health Central Database. It generates the
standard Drug Test Report and other statistical reports.
This involves the development and implementation of a
computer-based drug testing and result management system.
The computerized management system is aimed at
improving current systems and procedures for drug tests
center accreditation, client registration, and drug tests results
(Buddy Works)
Description
The Project covers the deployment of telehealth services
such as telemedicine and telementoring which will be
conducted for medical specialties such as infectious diseases,
parasitology, emergency medicine, anesthesiology and
dermatology to ten (10) sites in Luzon, Visayas and
Mindanao. The ten sites will be selected from within the
convergence sites of the Health Sector Reform Agenda
(HSRA) and UP affiliated institutions.
Project initiation and situation analysis will be piloted in
these areas. A survey for telehealth needs of these provinces
will initially be conducted. The developed system will then
be implemented, monitored and evaluated more widely,
gradually scaling up to the national level.
The telehealth services portal will be called Buddy Works,
which will handle both digital images and text –based
consults. It will include SMS and telephony-based
component to leverage on existing infrastructure. It will tap
the expertise of community physicians, trainees, residents
and specialty consultants from the Project's different partner
institutions to bring in the much-needed health services to
underserved communities through ICT.
F. GOVERNMENT ICT PROJECTS UNDER DOST GRANTS IN AID
F.1 ON-GOING DOST FUNDED GOVERNMENT ICT PROJECTS
1. System Software The ASTI-Bluetooth protocol stack targeted for market rollout
Development for in June 2002 is very similar to the protocol stacks developed
Wireless Mobile by Newlogic and IVT in terms of the tools used and quality,
Devices but will definitely lower from costs because of lower R&D
expenditures.
Additionally, the ASTI-Bluetooth Software Solutions intends
to further develop the protocol stack up to the application
layers and make this software operate with various platforms
and processors.
This strategy will further enhance the positioning of the ASTI
product as a complete Bluetooth System Solution where end
consumers could just adapt into their systems without the
hassle of choosing a protocol stack and then developing
applications on their own.
Complete systems integration will be the key to driving the
Bluetooth market forward, and ASTI is definitely putting its
foot forward into this domain
