I. Scope <strong>of</strong> Rules – One <strong>For</strong>m <strong>of</strong> Action<br />
Rule 1. Scope <strong>of</strong> Rules. These rules govern <strong>the</strong> procedure in <strong>the</strong> State Court <strong>of</strong> <strong>Yap</strong> in<br />
all suits <strong>of</strong> a civil nature whe<strong>the</strong>r cognizable as cases at law, or in equity, with <strong>the</strong><br />
exceptions stated in Rule 81. They shall be construed to secure <strong>the</strong> just, speedy, and<br />
inexpensive determination <strong>of</strong> every dispute with due recognition to be given to <strong>the</strong><br />
traditions and customs <strong>of</strong> <strong>the</strong> people <strong>of</strong> <strong>the</strong> State <strong>of</strong> <strong>Yap</strong>.
