In ‘Towards a Mentally Flourishing Scotl<strong>and</strong> Action Plan 2009-2011 1 ’ Priority 5,<br />

Reducing the Prevalence <strong>of</strong> <strong>Suicide</strong>, <strong>Self</strong>-<strong>Harm</strong> <strong>and</strong> Common Mental Health<br />

Problems, Commitment 16 st<strong>at</strong>es:<br />

“The Scottish Government will work with partners to improve the knowledge <strong>and</strong><br />

underst<strong>and</strong>ing <strong>of</strong> self-harm <strong>and</strong> an appropri<strong>at</strong>e response. This document aims to<br />

increase awareness <strong>of</strong> self-harm <strong>and</strong> its determinants <strong>and</strong> <strong>of</strong>fer guidance to those<br />

delivering both general <strong>and</strong> specific services.”<br />

1.1 Definitions <strong>of</strong> <strong>Suicide</strong> <strong>and</strong> <strong>Self</strong>-<strong>Harm</strong><br />

<strong>Suicide</strong><br />

An act <strong>of</strong> deliber<strong>at</strong>e self-harm which results in de<strong>at</strong>h.<br />

<strong>Self</strong>-<strong>Harm</strong><br />

<strong>Self</strong>-poisoning or self-injury, irrespective <strong>of</strong> the apparent purpose <strong>of</strong> the act.<br />

<strong>Suicide</strong> <strong>and</strong> <strong>Self</strong>-<strong>Harm</strong> Links<br />

<strong>Self</strong>-harm is generally a way <strong>of</strong> coping with overwhelming emotional distress.<br />

Many young people self-harm where there is no suicidal intent. However,<br />

research shows th<strong>at</strong> young people who self-harm can be <strong>at</strong> a higher risk <strong>of</strong><br />

suicide.<br />

1.2 Purpose <strong>of</strong> Guidance<br />

The purpose <strong>of</strong> the document is to ensure th<strong>at</strong> all agencies working in Tayside<br />

provide a consistent, caring <strong>and</strong> appropri<strong>at</strong>e response to children <strong>and</strong> young<br />

people who have been, or are <strong>at</strong> risk <strong>of</strong>, self-harm <strong>and</strong> suicide.<br />

These guidelines should be read in conjunction with other relevant guidelines<br />

th<strong>at</strong> are currently in place within each service or agency<br />

1.3 Aims<br />

The aims <strong>of</strong> this guidance are to:<br />

❏ ensure the child or young person is seen as central to the whole process <strong>and</strong><br />

accorded appropri<strong>at</strong>e priority by the agencies involved;<br />

❏ ensure a consistent response to <strong>and</strong> underst<strong>and</strong>ing <strong>of</strong> self-harm across all<br />

agencies concerned with children <strong>and</strong> young people;<br />

❏ provide an agreed set <strong>of</strong> procedures for dealing with disclosure;<br />

❏ minimise harm <strong>and</strong> support emotional health <strong>and</strong> wellbeing <strong>of</strong> the child<br />

<strong>and</strong> young person through collabor<strong>at</strong>ive working;<br />

❏ provide children <strong>and</strong> young people with opportunities <strong>and</strong> str<strong>at</strong>egies for<br />

hope <strong>and</strong> recovery from the effects <strong>of</strong> self-harming or <strong>at</strong>tempting suicide<br />

<strong>and</strong> minimise the risk <strong>of</strong> future harm;<br />

❏ support services/agencies to carry out a risk assessment <strong>and</strong> make<br />

appropri<strong>at</strong>e referrals.<br />
