The Implementing Group<br />
Representatives of the local Panchayat and the Forest Department, in<br />
the capacities of local community institution and guardians of biodiversity<br />
and natural resources respectively, would constitute this body.<br />
The rights and responsibilities are based on impacts of activities because<br />
they cut across spatial jurisdiction. In cases of infringement in each<br />
others' areas, the Scrutinising Group would settle the conflict. The<br />
Implementing Group would execute the recommendations proposed by<br />
the Recommendatory Group, only after the approval of the Scrutinising<br />
Group.<br />
The Scrutinising Group<br />
Would comprise of neutral individuals, consisting of a number of<br />
specialised individuals experts in conservation, planning and socioeconomic<br />
matters. This Group would scrutinise the recommendations<br />
and also the merits and demerits in their implementation. This Group is<br />
intended to play a balancing role between the aspirations of diverse<br />
groups of stakeholders keeping the goals of conservation of biodiversity<br />
and natural resources, and welfare of local communities as benchmarks.<br />
