SUMMARY OF RESPONSIBILITIES<br />

POSITION DESCRIPTION: Under general direction from the Data Processing Manager<br />

II (DPM II), the Staff Information Systems Analyst (Supervisor) (SISA) leads and<br />

manages the problem resolution process for the Department <strong>of</strong> Fair Employment and<br />

Housing. This process includes the incident/service request process, escalation process,<br />

desktop support functions, project management and training activities. Management<br />

functions include, but are not limited to, assigning and coordinating the work related to<br />

service disruptions and incidents, equipment installation, the enforcement <strong>of</strong> workstation<br />

standards, asset inventory management, problem management, reporting, and mobile<br />

(wireless) device administration as well as personnel related administration.<br />

ESSENTIAL FUNCTIONS:<br />

25% Team Management<br />

Manage the Department’s information technology help desk; identify and<br />

implement best practices; recruit, develop, and supervise departmental ISC staff.<br />

Provide leadership and direction to the IT support staff in workload management.<br />

Collect, monitor and report to the DPM II on department IT customer support.<br />

25% Operational Management<br />

Coordinate and control the implementation <strong>of</strong> customer support, desktop/mobile<br />

device support, and network administrative support services for all Department<br />

staff and the public using the Department’s online system; Oversee the problem<br />

management process, tracking and escalation <strong>of</strong> issues to appropriate technicians<br />

and servicing units; Composes and/or reviews network communication alerts,<br />

disruptions, and planned outages; and provide oversight <strong>of</strong> training activities in<br />

information systems used by the Department.<br />

25% Technical Support<br />

As a high-level specialist, will perform the most complex technical support tasks,<br />

such as supporting operating systems, or data base s<strong>of</strong>tware that sustain the<br />

Department’s large-scale multi-user data bases. Provide telecommunications and<br />

data base expertise to other technical specialists and act as technical advisor to<br />

Department staff.<br />

15% System and Policy Development and Implementation<br />

Identify and understand Department processes and design appropriate technical<br />

responses to business needs. Advise the DPM II about the Department’s goal <strong>of</strong><br />

improving the use <strong>of</strong> new technologies and the <strong>of</strong>fice policy regarding the use <strong>of</strong><br />

all end-user-computing tools. Develop, implement and oversee policies for the


information help desk staff. Identify, outline, and oversee implementation <strong>of</strong> the<br />

Department’s information systems.<br />

MARGINAL FUNCTIONS:<br />

5% Purchasing<br />

Recommend procurement <strong>of</strong> hardware and s<strong>of</strong>tware needed for implementation<br />

and maintenance <strong>of</strong> new systems and <strong>of</strong>fice automation systems.<br />

5% Liaison Activities<br />

Serve as liaison for Department with other government agencies and departments<br />

concerning information systems issues and programs; serve as lead person in<br />

Department’s participation in e-government and other information systems<br />

initiatives.<br />

DESIRABLE QUALIFICATIONS:<br />

• Bachelor’s Degree or higher in computer science or a related field.<br />

• Experience directly supervising staff and resolving technical problems for an<br />

organization or entity.<br />

• The ability to work well under pressure, meet deadlines and adapt to changing<br />

priorities.<br />

• The ability to exercise a high degree <strong>of</strong> initiative.<br />

• Exceptional tact and the ability to demonstrate good independent judgment.<br />

• Excellent communication, writing and analytical skills.<br />

WORK ENVIRONMENT, PHYSICAL OR MENTAL ABILITIES:<br />

The demands described here are representative <strong>of</strong> those that must be met by the<br />

incumbent to successfully perform the essential functions <strong>of</strong> the job.<br />

• Requires dependable and good attendance.<br />

• Requires flexible working hours.<br />

• Requires working in an open <strong>of</strong>fice environment with artificial lighting.<br />

• Requires daily use <strong>of</strong> a computer, keyboard, mouse, related s<strong>of</strong>tware applications<br />

and telephone at a workstation for 7 hours per day.<br />

• Requires prolonged sitting and or standing at a workstation for 7 hours per day.<br />

• Requires ability to complete tasks that require reaching, bending, grasping, and<br />

making repetitive hand movements in the performance <strong>of</strong> daily duties.<br />

• Requires ability to effectively handle stress.<br />

Supervision Received:<br />

The SISA (Sup) will receive direction from the DPM II, may receive direction from the<br />

Deputy Director <strong>of</strong> Administrative Services.<br />

Supervision Exercised:<br />

Supervise the Information Technology Help Desk staff.


Administrative Responsibility<br />

The SISA (Sup) requires excellent communication, both verbal and written, and<br />

analytical skills; the ability to work independently; to reason logically and creatively in<br />

resolving problems; skill in dealing effectively with others; willingness and ability to<br />

accept responsibility and meet deadlines; and ability to manage multiple projects with<br />

different time frames. Additionally, must adhere to the laws, rules, policies and<br />

procedures and any directions given by all appropriate managers.<br />

Personal Contacts<br />

The SISA (Sup) has daily contact with departmental executive management and staff,<br />

and periodically has contacts with control agency representatives, and other state<br />

agencies.<br />

Actions and Consequences<br />

The SISA (Sup) is in a sensitive position involving critical departmental data assets, and<br />

the security <strong>of</strong> said assets. Failure to use good judgment in design and implementation<br />

or to ensure the timely processing <strong>of</strong> requests could result in data asset compromise.<br />

Failure to use good judgment in handling sensitive and confidential information could<br />

result in sensitive information being released to unauthorized persons and/or incorrect<br />

information used to make personnel management decisions.<br />

Job Requirements<br />

Activities required to perform the essential functions <strong>of</strong> this position include the ability to<br />

manage and supervise technical and pr<strong>of</strong>essional staff; communicate effectively,<br />

produce written correspondence, and comprehend written instructions, correspondence<br />

and manuals, and reason logically.<br />
